Additional Technical Questions – 8-14-23

RFI 002:

1. The specs for 05 Metals includes an administrative requirement for all steel companies to be AISC certified. The number of steel companies who are willing to work for the Federal Government is very small. If this requirement is enforced the cost of steel for this project will be significantly higher than it would be otherwise. Can this administrative certification be waived for this project? AISC certified fabricator and installer is required.

1. Please provide corrections to the plans per the attached table. – Whatever is listed on the Drawings index and including in the drawing set is correct.

1. Sheet C-103 Legend shows CE for construction entrance. Sheet C509 shows a detail for a stone construction entrance. However there does not appear to be an area identified on the plans for a construction entrance. Is there a CE needed? the intent is for a construction entrance to be part of the bid.

1. If a CE is needed, please identify the location on the site plans. a construction entrance is needed and is indicated on the Drawings.

1. Note #02.89 on sheet AD 01.04 calls for STFU blocking to be removed to existing CMU. What is STFU blocking? – STFU is the type of material that was listed in the original drawings from the 1950s. This type of blocking was used as a veneer in the pool area and seems to be a type of glass block.

1. Section 9/AE 08.07 shows steel handrails. Elevation 10/AE 08.07 shows aluminum. Please clarify which is correct. – the handrails in this location shall be aluminum

1. Sheet AE 08.02 shows handrails with vertical pickets. 9 and 10/AE 08.07 show horizontal rails with no vertical pickets. Please clarify which is correct. Detail 6 on AE 08.02 is intended for the stairs that are coming off exterior doors as shown on details 7 and 10. Detail 9 and 10 on AE 08.07 is for the front entrance.

1. Notes 11.98 and 11.99 on sheet AE 01.01B call for Steris overhead booms. Are these medical equipment items to be CC, VC or VV? – These booms are to be provided by the contractor.

1. Note 22.19 on sheet AE 01.02 calls for new roof drains. Is the entire roof drain assembly and piping getting replaced or just the drain assembly? – This note refers to only the roof drain assembly.

1. Sections on sheet AE 06.02 call out “MOD BIT ROOFING WITH A CAP AND BASE SHEET ON HD COVERBOARD WITH MECHANICAL FASTENERS OVER TAPER POLYISO INSULATION ON METAL DECK”. Is this note calling out new roof membrane, new insulation on existing metal deck? – This section is over the new connector, ref sheet AE 01.02. - Wold

1. Sections on sheet AE 06.02 call out “MOD BIT ROOFING WITH A CAP AND BASE SHEET ON HD COVERBOARD WITH MECHANICAL FASTENERS OVER TAPER POLYISO INSULATION ON METAL DECK”. Is this note calling out existing metal deck to be replaced? - This section is over the new connector. Ref sheet AE 01.02 - Wold

1. Plan 4/AE 01.03 appears to show a handrail on the existing wall just below the note “NEW CONCRETE STOOP). Please identify this item. – If dashed line is referenced, this is for the overhead canopy and not a handrail.

1. Elevation 3/AE 02.04 shows what appears to be a hanging speed bag (punching bag), but the note calls it out as “WALL MOUNTED EXERSIZE WHEEL”. Please identify this item. – The note is incorrect; this item is a speed bag and is correctly noted on OH 12.01A.

1. Detail 7/AE08.01 calls out “VERTICAL STEEL CHANNEL SANDWICHED BETWEEN ENGINEERED EXTERIOR METAL FRAMING AT EACH CANOPY HANGER AND AT 48" 0.C. MAX.” Please identify what size steel channel is to be used here. Reference structural section 17/S4.51 for channel size.

1. How long is this steel channel which sandwiches the exterior framing member? Full height of canopy and hanger. Reference structural section 17/S4.51.

1. Detail 7/AE08.01 shows the canopy anchoring to a thru rod anchored to a steel channel sandwiched between exterior metal framings. While section 17/S 4.51 appears to show the canopy anchoring to a steel plate with hanger tab welded to channels. Please confirm which anchoring detail is correct. Vertical plate is needed per 17/S4.51. Exact length and hole location will have to be coordinated with canopy shop drawings.

1. Detail 10/AE 08.01 shows the bottom of the canopy attaching to a 2x wood blocking and to a steel plate which is attached to the steel channel. However, 17/S4.51 calls for the canopy to be attached directly to the vertical channel. Please confirm the correct anchoring detail. Canopy should be attached directly to vertical channels. The CI insulation behind the blocking can be removed due to the batts insulation in the wall cavity.

1. Detail 10/AE 08.01 calls for a “10-1/2"x9" TALL DECORATIVE PLATE OVER HANGER TAB.

17. What is this decorative steel plate. – Not seeing the reference to this plate on the drawings.

17. Is this steel plate by the canopy manufacturer or is it a custom plate by the steel fabricator? Means and methods.

1. Detail 6/AE 03.06 shows painted fiber cement board over the 2” iso on the exterior side of the wall at the windowsill. Please provide a spec for this material. – This Fiber cement board will be removed for Metal flashing at the base, a updated detail will be provided.

1. There does not appear to be a plan or elevation showing cement board siding. All veneer of the new walls such as the corridor and the vestibule appear to be brick. Please clearly identify all locations to receive cement board siding. – The cement board is only noted at the base of the wall in the cut section of the windowsill on 6 AE, however this is going to be removed.

1. Detail 6/AE 08.06 shows the toilet partitions supported by structural steel channel and angle. It is typical in hospital construction to support the overhead mounted ceiling partitions using Unistrut. Is this acceptable? We are not opposed to substituting unistrut for structural steel. A shop drawing shall be submitted detailing size and anchorage.

1. Interior elevation 2/AE 09.02 shows a table/counter next to the copier but does not call it out. Is this a table/counter to be furnished and installed by the Contractor? This is a built-in countertop to be provided by the contractor.

1. Is equipment in the Kinesio Therapy equipment schedule on Sheet QH 12.02 CC, VC or VV? The equipment – All equipment in the Kinesio therapy room is to be VA provided contractor installed unless noted otherwise on sheet AE 02.04

1. Equipment Schedule sheet QH 12.01:

23. Item A1080 mirror does not show if item is CC or VV. Please confirm. - Mirror to be contractor provided and installed

23. Item M8240 Bariatric parallel bars do not show item as CC or VV. Please confirm. This will be VA provided contractor installed.

1. Sheet GI 01.40 says “Phase I to be complete vacant during construction. Coordinate with COR on ICRA barriers and access. However, the plan does not show any ICRA barriers for Phase 1. Please identify all locations of ICRA barriers and the type of barrier required. Due to Phase I being in an isolated location full ICRA barriers will not be needed, however an ICRA complaint entrance to the construction area will be needed and must be coordinated with the VA.

1. Does Phase 1 ICRA require gypsum barriers to deck, gypsum barriers to ceiling, or Starc panel wall systems? – No Starc panels. All ICRA control walls go to deck.

1. Sheet GI 01.44 says work areas of phase V will be vacant during construction. However, Phase V note on sheet GI 01.30 says area must remain open and all work is nights and weekends. Which phasing note is correct? The corridor needs to remain open during construction so that patients can pass through without interruption, therefore the times will need to be coordinated with the facility.

1. As relates to Phases I-IV; since these phasing areas are to be completely vacant, can all work to occur within the ICRA barriers be completed during normal hours? – Yes

1. Erosion and Sediment Control Maintenance Note #2 says contractor is to maintain continuous access to Women’s Health Clinic during construction. This area does not appear to be identified on the plans. See questions below:

28. Where is this clinic in relation to the work areas?

Note 4, Drawing CD 101, identifies the Women’s Health Clinic as Building 106. Building 106 is located on Drawing GI 01.20. Women’s Clinic, building 106, is located plan East of the proposed IHC building.

28. Are temporary sidewalks or gravel paths needed to maintain maintenance?

Temporary items are means and methods are strictly the Contractor’s responsibility. Contractor shall provide wheelchair accessibility to clinic during construction. Coordinate access during all phases of construction with the VA COR. The Women’s Clinic will be operational during the project. Paths shall be placed by contractor in coordination with the COR.

28. If so, where and what qty are these walks/paths to be located?

1. General note # 13 sheet CD101 calls for underground roof drain piping to be demolished back to building façade. However, these pipes are not shown on the plans and therefore cannot be taken off. Please provide the exact locations and quantities for demolition. Length of existing roof drain pipe is unknown. Utility locates were unable to verify location of pipe. Assume existing downspouts that drain underground tie to existing stormwater line/structures in vicinity. Locate pipes during demolition of existing storm drain pipes, and work back to building façade

1. Detail 4/C-503 note #3 says all DS boots shall have a cleanout. However, several locations of DS do not have a cleanout denoted. Should all of these DS boots include a clean out? The cleanout in detail 4/C-503, is part of the boot. Boot shall have an accessible cleanout as part of the assembly. The cleanout shall open to let water out in the event of a clog or backup in the ug drain pipe.

1. Demo sheets denote areas of existing brick and CMU walls to be demolished for new openings.

31. Will these new openings require new lintels to support wall above?

31. If lintels are needed are these to be steel lintel or cast-concrete or masonry bond beam?

Take a new opening at cased opening G48, in Area B, Exercise/Gym, existing west wall, note # 02.64, Drawing AD 01.01, for example. Per the Door Schedule, Drawing AE 03.01, the head condition is Detail 7A/AE03.02. Detail 9/S4.02 has further requirements for CMU bond beams. All new openings require lintels. All new penetrations require bond beam lintels at CMU and steel lintels at brick. Reference 9/S4.02 for typical schedule/detail.

1. There appear to be many MEP penetrations in existing masonry walls which do not get reused. Are these duct/pipe/etc penetrations to be infilled in kind with like masonry assemblies or can fire rated gypsum assemblies be used? – Drawing AD 01.01, General Demolition Notes, MPE Systems, #5 states, “Voids resulting from MPE demolition in wall, floor, or ceiling assemblies to remain shall be patched with solid materials matching adjacent construction.” Also, spec section 01 00 00 “General Requirements,” states, “Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction…” If existing construction is fire-rated CMU, then patch with fire-rated CMU. If existing construction is fire-rated gyp bd and metal stud, then patch with fire-rated gyp bd and metal stud.

1. There appear to be new duct penetrations in existing masonry walls, but no detail showing if these penetrations require lintels. Please provide details for lintels needed at new duct penetrations in existing masonry walls. – Same answer as above

1. General note #1 on sheet AD 01.01 appear to say; if floor plan shows new finishes in an area which the demo plans call for existing finishes to remain, then existing should be removed and new installed. Is this correct? – Yes.

1. Note 02.27 sheet AD 01.02 says to remove all gyp board, plaster and furring back to existing CMU. However, there is no indication as to which existing walls are plaster and which are gypsum. There is a very large difference in time and cost to demo plaster walls compared to gypsum walls. Without knowing which walls are plaster and which are gypsum, all walls will be estimated as plaster and will therefore increase the cost of demolition. Please indicate which existing walls are plaster and which are gypsum board. – It should be assumed that all walls to be plaster.

1. See sheet AD 01.02: The clouded wall in the snapshot below appears to be a load bearing CMU wall with brick on both sides. If so, we cannot remove this wall without structural supports. Please confirm if this wall is load bearing and if we can safely demolish it as shown on the demo plan. Based on the existing documents and the on-site field conditions, it cannot reasonably be determined that this wall is or is not structural. GC shall procced as the plans are currently designed. Once this stage of demolition begins and this area is exposed the design team will need to revisit the site to determine if any action will need to be taken.

1. Note 2.10 on sheet AD 01.02 calls for partition walls to be removed, however it does not indicate if walls are masonry or stud. There is a large difference in time and cost to demo masonry walls compared to gypsum stud walls. Without knowing which walls are masonry and which are stud, all walls will be estimated as masonry and will therefore increase the cost of demolition. Please indicate which existing walls are masonry and which are gypsum board.- It shall be assumed that all walls within this project to be demolished are masonry walls.

1. Note 02.12 sheet AD 01.02 calls for ACT and hard ceilings to be removed. There does not appear to be any hard ceilings in these areas. Is there hard ceilings above the ACT? – For bidding purposed assume there is no Hard ceiling above the ACT in these areas (with expecption - See next question)

1. If there are hard ceilings, are the gypsum or plaster? – There are hard ceilings in the Auditorium that are Plaster.

1. Refer to sheet AD 01.04. The back rooms behind the stage in the auditorium has several old, small, damaged windows. It seems as if these windows should be removed though there does not appear to be a note calling for this. Should these windows be removed and replaced, removed and infilled, etc. Please clarify. – The windows in the new Music therapy room (behind the stage) are called to be replaced. Ref AE 01.01A Window C – Wold

1. Note 02.13 and 02.14 sheet AD 01.04 denotes flooring to be removed however, it does not appear this note is used on this sheet. The existing flooring in these areas include resilient and mosaic tile. Is the existing flooring to remain or should it all be removed in these work areas? – These notes are included on the plan and reference the removal of all existing flooring.

1. Refer to sheet AD 01.04. Does the auditorium entrance lobby flooring and ACT get removed during Phase IV along with the restrooms which flank the lobby? – Yes

1. The pool area shown on sheet AD 01.04 has what appears to be a porcelain faced brick. There does not appear to be a note to remove tis brick. Is it to remain or does it get removed? – The glazed tile is also noted as the STFU blocking which is a type of Veneer used during the original construction. It shall be removed.

1. Who is responsible for removing the projector screen on the stage of the auditorium? – the GC is responsible for this.

1. Is the projector screen an operable screen or is it a wall with a screen built in? – Operable. See audio visual narrative on sheet T-TJ-10.

1. Who is responsible for removing lighting, etc above the stage? – GC is responsible for removing this lighting.

1. Arch note #1 sheet AD 01.01 says to skim all existing walls. Is this referring to skimming only existing walls to remain which get patched, or is this all existing walls to remain which get painted, whether they were patched or not? – This is for any existing wall to remain that will receive new finishes.

1. Elevation 12/AE 09.04 shows window type F as a 32016 window, however, window elevation type F shown on AE 03.04 shows type F as a 6040 window. Please confirm which is correct. Window elevation shall match elevation 4 on AE 03.04.

1. Sheet AE 01.01A shows elevation marker 4/AE 09.06 in the new Connector G47. However, this elevation 4/AE 09.06 calls out Connector G53. This elevation shows decorative acoustic wood wall panels AWP2 and acoustic ceiling panels AWP2. Which connector does this condition occur, G47 or G53? This elevation is for G47.

1. According to sheet S 1.01 and 1.02, the drilled shafts for the piers are shown as 24”. Additionally, the plans and specs call for test holes to be drilled in the bottom of all drilled shafts. According to our drilling subcontractor, current OSHA regulations require a minimum of 30” shafts to allow for test hole drilling. Therefore, we request either an exception to test hole drilling or an increase of the shaft hole diameter from 24” to 30”. Given our Karst region, test holes will be required at piers. Therefore, piers to be increased to 30” diameter.

RFI 003 –

52. RFI 7 states that SS letters are not part of the signage SOW. If not part of the signage, what SOW are the included with? GC is responsible for providing the SS letters.

53. Are the SS letters to be CC, VV, or VC? See above.

54. RFI 32 states that temporary ICRA barriers should “be such that it doesn’t allow construction debris to pass through and negative air pressure achieved.” Starc Panels are barriers capable of maintaining negative air pressure and not allowing debris to pass out of work area. Please provide clear directions if Starc Panels are acceptable for ICRA barriers. No Starc Panels

55. Please confirm that the general note referred to in RFI 34 only refers to monitoring air during abatement activities and not for the entire duration of the construction work. – Air quality monitoring needs to take place throughout the project to ensure a consistent level of air quality.

56. Regarding ACM question in RFI’s 35-41: The quantities in the specs, those shown on the plans and those provided for in the Hazardous Report do not match and appear to contradict themselves in certain cases. Which document should take precedence for asbestos and lead paint abatement, plan, specs 028213.19 and 028213.31 and 028233.13, or the LIMITED ASBESTOS AND LEAD PAINT SURVEY REPORT? Proceed with the Drawings as noted on Sheets GI 01-51 thru GI01-55

57. RFI 39

58. Elevation 11/AE 02.03 calls out SV to wrap wall – 6”. What is SV, it does not appear to be listed on the finish schedule. – This should be WSF 1 or 2 based on the floor finish with the integrated base

59. Note 04.63 on sheet AE 04.01 says to “WASH AND REPOINT 7500 LF OF EXISTING BRICK. COORDINATE WITH COR LOCATIONS OF WHERE REPOINTING TO OCCUR. PRESERVE ANY EXISTING BRICK PATTERNS AND REPAIR/REPLACE ANY BRICK THAT IS DAMAGED”. This note appears to apply to the entire exterior brick veneer of the existing building pool and gymnasium (+- 14,000sf). However, this does not include the existing brick around the rest of the building. Is this correct, this note only applies to the brick veneer of the existing pool and gym areas? –The intent of the 7500 LF is to cover a certain amount of brick pointing that may be needed across the building with the understanding that not all of the areas will need this treatment. This could occur at the Gym/Pool area or it could also occur in other locations.

60. This note is clear regarding the tuck pointing (7500 lf of mortar joint, to be determined by the COR) post award. However, the quantity of brick to be replaced (per the note) is very vague. There is no way for the bidders to determine the amount of brick to be replaced within 14,000 sf of brick veneer. A detailed inspection of all cracked and spalled brick with the use of a man lift would be necessary, which is not possible during pre-bid. Please provide an assumed quantity of brick to be replaced so all bidders are bidding apples-to-apples. – Assume 25% of brick needs to be replaced which comes out to 3,500 SF of brick

61. The door hardware schedule in spec 08 71 00 references spec 08 17 10 for Integrated Door Assemblies. The specs do not include 08 17 10. Please submit the spec for 08 17 10 if it applies. – This spec has been included

Please provide a detail showing how to patch existing steel deck, concrete, etc. - Drawing AD 01.01, General Demolition Notes, MPE Systems, #5 states, “Voids resulting from MPE demolition in wall, floor, or ceiling assemblies to remain shall be patched with solid materials matching adjacent construction.” Also, spec section 01 00 00 “General Requirements,” states, “Materials and workmanship used in restoring work, shall conform in type and quality to that of original existing construction…” So, to answer the question, if existing construction is fire-rated CMU, then patch with fire-rated CMU. If existing construction is fire-rated gyp bd and metal stud, then patch with fire-rated gyp bd and metal stud.

85. After reviewing architectural, structural, and mechanical plans, there does not appear to be a detail showing how to cut new penetrations into existing elevated floor slabs for new MEP components. Please provide a detail showing how to support the deck/slab for new sawcut penetrations.

86. For roof penetrations denoted on M-MD-04 to be capped, does the roof deck need to be patched with steel decking and insulation?

87. Note 24 sheet M-MD-02 calls for metal fence to be removed. This metal fence does not appear on any other drawing and does not appear in our photos in this area from the site visit. Please identify what this metal fence is. Is this referring to the metal cage in the electrical room? Yes, there used to be a metal fence where the concrete floor steps up in the existing mechanical room. If it is still there it is to be removed. There is a panel mounted to the fence, verify if this can be relocated.

88. Sheet P-PP-00B calls for the basement slab to be sloped to the new trench drain. How is this slab to be sloped: demo entire room slab and pour back with a slope? build up and slope using a floor levelling material? Please clearly identify how to slope the existing floor slab. – Floor shall be built up using a concrete floor leveler

89. Between the existing under slab plumbing to be removed, new under slab plumbing to be installed and new electrical floor outlets, there appear to be upwards of 10000-12000 sf of existing concrete slab on grade to be demoed, trenched, and patched. Can you confirm that all existing slab on grade is assumed to be 4” thick? – Slab on grades are noted on existing drawings as 5” thick, this is what should be assumed.

90. If there are existing slabs which exceed 4” it could greatly increase the cost of saw cutting, demo and patching. Please clearly identify the areas. Slab on grades are noted on existing drawings as 5” thick, this is what should be assumed.

91. According to our drilling contractor, there is not a drilling machine that can drill the width and depth denoted on this project that can fit through a double door opening. The minimum opening in the gymnasium wall will need to be approximately 13’ wide x 13’ tall. Please design an area of the exterior wall to be shored, removed, and patched back after the drilling takes place. – means and methods, If GC needs a larger hole for its drilling machine to enter the building, please provide shoring plan.

92. General Systems note 23 sheet T-TJ-00 states all indoor conduit no larger than 1” shown on the ground floor shall be installed embedded in slab. Does this apply to all new conduits to be installed in existing slab areas? No. This applies only to any new slab.

93. Does General Systems note 23 sheet T-TJ-00 mean that existing slabs are to be demoed and patched for all conduit 1” and smaller on the ground floor, or is this a general note which only applies to the new connector and vestibule (new addition) areas of the project? No. This applies only to any new slab.

94. Sheet T-TJ-06 shows a podium next to each of the new projector screens. I believe this is the same item which is denoted as a “Lecturn” on sheet T-TJ-10. Are these podium/lecturns to be furnished and installed by the contractor? Provided by VA. See audio visual narrative on sheet T-TJ-10.

95. If the podium is by contractor, please provide a basis of design. Provided by VA. See audio visual narrative on sheet T-TJ-10.

96. Sheet T-TJ-06 shows elevations with 4 projector screens (two 192”x120”, two 104”x55”). However, the plan appears to show six. The four described above and two additional screens which are denoted as 90” display. Please provide details about this 90” display such as size, manufacturer, model, etc. Screens provided by contractor. Displays provided by VA. See audio visual narrative on sheet T-TJ-10.

97. Detail 1/T-TJ-07 shows cabling for CCTV on loop supports. Past projects for the VA have required all critical systems such as video surveillance to be entirely in conduit. Will camera cabling need to be in conduit or are loop supports and/or j-hooks acceptable? Conduit. Detail to be updated to reflect conduit requirement.

98. Will nurse call cabling need to be in conduit or are loop supports and/or j-hooks acceptable? Conduit is required.

99. Will AV cabling need to be in conduit or are loop supports and/or j-hooks acceptable? Loop supports and/or j-hooks are acceptable.

100. Will PACS cabling need to be in conduit or are loop supports and/or j-hooks acceptable? Conduit.
