1. 5-6-22 5-6-22 Is this project tax-exempt? If yes, please issue the Tax Exemption number for bidding purposes. If not, what is the percentage of tax?
No, this is not exempt of sales tax. Contractors are required to pay sales and excise tax. Offerors shall include all applicable taxes in accordance with FAR by Reference Clause 52.229-3 “Federal, State and Local Taxes.” Percentage of tax information is the responsibility of the offeror.
2. 5-6-22 6-27-22 Please provide any applicable reports that that are cited in the specifications.
No specific reports were identified in the RFI.
Asbestos Survey is included as an attachment in the Addendum.
3. 5-6-22 6-27-22 Specifications Section 01 91 00 General Commissioning Requirements does not identify who is responsible for these services. Will the VA contract with a commissioning agent directly or will it be the responsibility of the General Contractor?
Paragraphs 1.1-G & 1.2-A indicate that the VA will hire the CxA.
4. 5-6-22 6-27-22 Ref drawing 000-GI-002 Sheet Index- Architectural drawing 001-AE-011 is not included in the Vol 1, 2 of 5 drawing set. It appears drawing 006-AE-011 is provided within the drawing set twice. Will clarification be provided?
001-AE-011 has been inserted in place of 006- AE-011 in Vol. 1.
Remove Sheet 006-AE-011 in this location. This sheet is duplicated and in the wrong location.
Sheet 006-AE-011 is found in its proper location in Vol. 1.
Sheet 001-AE-011 is included as an attachment in the Addendum.
5. 5-6-22 6-27-22 Ref Volume 2, 1 of 7- Drawings 000-EJ-002 and 000-EJ- 003 are included in drawing set but not listed on the index of drawings contained in Specifications Volume 1- Divisions 00 thru 13. Will clarification be provided?
000-EJ-002 and 000-EJ-003 are part of the contract drawing set. Indexes will be updated in the issued Conformed set post Bid phase.

6. 5-24-22 6-27-22 Spec 09-6900 1.5.C - says the finished floor height of the access floor is specified on drawings. However, the finished floor height is not shown on any of the drawings. Could you inform us as to what the finished floor height is?
Existing raised floor in room 5281 is approximately 8.5” from slab to top of raised floor tile. Contractor to Verify Dimensions and clearances.
7. 5-24-22 6-27-22 Spec 09-6900 1.7.A -Design load calls for a 1500lb floor tile, but the last page in 09-6900 specs it shows a cutsheet of a 3000 LB floor tile. Please inform us if we should quote the 1500, 2500 or 3000lb floor tile?
Specification 09-69-00 has been replaced in its entirety.
Concore 2500 will be the Basis of Design.
8. 5-24-22 6-27-22 Spec 09-6900 2.6.A Finishes: Calls for a static dissipative vinyl tile for the finish surface of the raised floor tile. This can be done, however, if using a soft vinyl surface you may not want to use more than a CC1500 tile due to weight restrictions on the vinyl (not the raised floor tile). If you decide to use a high pressure laminate (HPL) you can use a heavy duty floor tile (CC3000) and keep the manufactures warranty. Using an HPL finish surface will still meet your specs called out in 2.6.A.1.
The raised floor tiles will be High Pressure Laminate (HPL).
See replaced Specification 09 69 00.
9. 6-3-22 6-27-22 Ref drawing 000-AJ-001 detail C6- Does the entire area require ACM floor abatement or just the area for communication room B296A? If the entire area, how many square feet of flooring is to be removed?
The abatement will only be for the area to install the new TR B296A unless further specified by the COR. Contractor to verify ACM existence and square footage of abatement area. Coordinate with and inform the COR of differing site conditions.
B296A is approximately 110SF.

10. 6-3-22 6-27-22 Ref drawing 000-AJ-002 detail B3- Does the entire area including room 1220 require ACM floor abatement or just the area for communication room 1216? If the entire area, how many square feet of flooring is to be removed?
The abatement will only be for the area to install the new TR 1216 unless further specified by the COR. Contractor to verify ACM existence and square footage abatement area. Coordinate with and inform the COR of differing site conditions.
TR Rm 1216 is approximately 128SF.
11. 6-3-22 6-27-22 Ref drawing 001-MD-041 & 001-MD-041- what size pipe is being rerouted on the south side of room 4122?
What type of piping and what does the piping serve?
The two pipes in question are a 2-1/2” HW pipe and a 3” CW copper pipe.
12. 6-3-22 6-27-22 Ref solicitation- When will the project be awarded and when can the contractor expect to start onsite providing material is available and the schedule is approved?
There are too many variables for the Government to provide a definitive answer.
13. 6-3-22 6-27-22 Ref drawing 001-MH-0B3- Is clay tile present behind finished wall where new ¾ condensate line runs down wall to tie into drinking fountain drain? Is wall protection present at drinking fountain?
Wall construction is clay tile. Corridor has wall protection and handrail where the drinking fountain is located.
14. 6-3-22 6-27-22 Ref drawing 001- GI-005 - What type of ICRA containment barriers are required for cutting and patching walls to route new condensate lines and refrigerant lines within walls on the various floors of bld.

Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time?
The Superintendent can fulfill the SSHO duties.

16. 6-3-22 6-27-22 Please confirm work hours for this project. Is this entire project to be done on off-hours outside of normal working hours?

17. 6-3-22 6-27-22 Please provide an asbestos report to determine quantities of ACM to be abated.
Asbestos reports have been included as an attachment to the Addendum.
18. 6-3-22 6-27-22 Please confirm if contract has material staging location at facility. If so, where is it? Is prime contractor responsible for any costs associated with staging?
There is limited staging area in the south gravel portion of the contractor parking. On-site, if available, and off-site staging, is the responsibility of the Contractor.
19. 6-3-22 6-27-22 Are there any phasing constraints? Can any phases run concurrently?
Provide Construction Schedule and Phasing Plan to COR.
Some Phasing can run concurrently; coordinate with COR.
20. 6-3-22 6-27-22 Is the contractor responsible for costs associated with Submittal Exchange software?
The VA will provide the Submittal Exchange services.
21. 6-3-22 6-27-22 In order to maintain service, are new utility / mechanical / electrical / telecom / connections to be installed and operational prior to the demolition of existing?
Yes. New systems are to be fully installed, and operational before demolition and swap over occurs.
22. 6-3-22 6-27-22 Is infection control required in all rooms where Wireless Access Points are to be replaced per the TD and TN drawings. If so, will HEPA carts be sufficient for this work, or will full infection control barriers be required.

23. 6-3-22 6-27-22 Is infection control required for work in hallways? Can HEPA carts be used for this work, or does the VA require that infection control barriers be erected for all ceiling work in hallways?

24. 6-3-22 6-27-22 It is anticipated that materials on this project will require lead times longer than a significant portion of the contract period of performance. Will the government accept an interim NTP for administrative purposes?

25. 6-3-22 6-27-22 Are materials required to be delivered during off-hours so as not to obstruct the loading dock?
No, Contractor shall coordinate all deliveries with the COR. All material shall be removed from the Loading Dock area at time of delivery.
26. 6-3-22 6-27-22 Will rooms requiring work involving the wireless access points throughout the facility be accessible to the contractor in phases? How should the contractor plan on sequencing the work in each of these rooms? Please provide an approximate number of rooms that will be turned over to the contractor at a time for scheduling purposes.
VA will work with contractor to ensure WAP’s are accessible. It is the Contractor’s responsibility to schedule work and ensure all occupied areas are ready for the next day work so there is no interruption to normal hospital operations.
27. 6-3-22 6-27-22 Will the contractor be responsible for moving any furniture, equipment, etc, that is in the way of the wireless access points to be replaced throughout the facility, or will this be by the VA?
VA will work with contractor to ensure WAP’s are accessible, unless it is otherwise indicated on the drawings for the Contractor to do so.
28. 6-3-22 6-27-22 Is work above ceilings in the hallways to be performed during off-hours? Does the VA require that all gypsum / ACT ceilings are restored at the end of each shift?
All ACT ceilings shall be restored and in place at the end of each construction shift.
29. 6-3-22 6-27-22 Please provide a ceiling plan or other means of identifying the ceiling types present within corridors for above ceiling work required.
Most corridors are ACT/Dropped Ceilings.
Contractor to Verify Ceiling types and heights.

30. 6-3-22 6-27-22 On the Civil Drawings, multiple pages have callouts stating, “Work Performed by Others” and appear to be referencing new underground utilities. Please clarify what is meant by “Work performed by others.” Is this work to be done under a separate contract?
The empty conduits were installed under a different project within a new concrete duct bank therefore this work is not required under this contract. The Contractor is responsible for all other installations within these pathways.
31. 6-3-22 6-27-22 Is an AISC certification required for both the structural steel fabricator and erector?
AISC certification is required for only the fabricator.
32. 6-3-22 6-27-22 Please provide a specification section for ACT Ceilings. There are no new ACT ceilings being installed.
Reuse or Match Existing ACT if removed and/or damaged.
33. 6-14-22 6-27-22 Is the intent of this project to tear out all of the existing cat6 cable and replace each cable with cat6a?
The intent is to have all cabling indicated on the demolition plans and schedules replaced no matter what the existing category is.
34. 6-14-22 6-27-22 The fiber upgrade to 12 strand OS2 and 24 strand OM4-is there any backbone in place that can be re-used or is the intent for new conduit?
The contractor is to replace all existing fiber optic cable to meet the requirements of OEHRM and OIT standards. Existing conduit and pathways may be re-used as indicated on plans. All fiber optic cabling to be routed through new or existing innerduct with specified means of support as applicable for protection of fiber optic cabling.
35. 6-14-22 6-27-22 I see on the network cable demo drawings(001TD-0B#) that most demo locations are clearly spelled out, there are other rooms with no demo – is the intent for these rooms to stay as is?
Locations shown on the demolition drawings indicate workstation outlet locations that we could identify from existing conditions. There are workstation outlets/cabling that we were not able to locate indicated by note 1 in the demolition schedule that the contractor must trace and verify locations. The discovered locations may be in a space that no data symbol is shown on plans.

36. 6-14-22 6-27-22 1. On page MG0003 of the construction prints dated 10/29/2021, System Points List, Under the computer room air conditioning units, (24" and 12" wide). Is it the intent of the design team to pick up all the listed points solely through BACnet IP integration?
a. The system points list included discharge static pressure and discharge static pressure setpoint, but per the attached BACnet points obtained from Liebert, these points are not available from these units. See the attached PDF file for all available points offered through the BACnet IP interface and indicate whether something needs to be added to provide this information or if it is not critical whether this point can be omitted all together.
1. Yes. All available points from the CRAC units are to be integrated into the DDC system, as required by spec 230923-1.2-B-1.-a. The points listed on the drawings indicate a minimum expectation for this, however the actual points available from the equipment will vary depending on the manufacturer of the equipment that actually ends up being supplied for the project.
1.-a. If these points are not available for the specific units delivered during construction, they can be omitted from the integration into the DDC system. If they are available, they should be integrated along with the other available points.

37. 6-17-22 6-27-22 1. Specs Section 23 09 23 Part 1, 1.1 Project Scope.
a. Buildings 1, 2, 6 and 11 are listed but in the construction, prints Building 4 is also listed in the schedule on page MG0003, and pages 004-MD-0B1, 004-MH-0B1, and 004-MH-011. Please verify that the scope is to include Building 4.
b. Under each of the buildings - Provide new DDC sensors to monitor IT spaces.
i. Each of the air conditioning units are factory supplied with temperature and humidity sensors and integrated in the BAS system through BACnet IP.
Based on this verbiage we are planning to have independent temperature and humidity sensors directly connected to the BAS so that these could be used for alarming purposes for each IT space. Please confirm that our understanding is correct.
1. If yes, then on page 001- MH-051 IT room 5281 does not show duplicate temperature and humidity sensors should these be added?
1-a. Yes, the intent is to include Building 4 as shown on the drawings.
1-b-i. Yes, this is correct.
1-b-i-1. Yes, provide 1 set of temperature/humidity sensors (or 1 combined sensor) for this space. Locate sensor(s) on north wall of room 5281 to the right of the existing electrical panel in the NW corner of the space.

38. 6-17-22 6-27-22 On page 001-MD-0B3 in room B296, details the removal of a 12/12 Supply Duct. Please indicate new CFM values for effected VAV.
The current airflows for those units are unknown.
Part of the TAB scope for the project includes taking preliminary airflow readings for all affected spaces & units. The intent is that the modified systems would be balanced to maintain their current air flow rates.
39. 6-17-22 6-27-22 On page 001-MD-012 in room 1216, details the removal of a 12/12 Supply Duct. Please indicate new CFM values for effected VAV.

The intent is that the modified systems would be balanced to maintain their current air flow rates. In cases where grilles are removed and not replaced, the intent would be to reduce the system airflow by the sum of airflows of removed inlets/outlets.
40. 6-17-22 6-27-22 On page 001-MD-022 in room 2306 shows an existing Liebert Unit with only temp sensor, on page 001-MH- 023 it shows the same existing Liebert Unit to have a temp and humidity sensor without keynote (1) “Provide humidity sensor and thermostat installed at 4’6” AFF.
Connect to DDC system.” Please clarify if the desired intent is to install duplicate temperature and humidity sensors used for alarming purposes as part of the scope?
The plan shows a new humidity sensor (enlarged plan 3, sheet 001-MH-023) being added but does not include the keynote. There is already a DDC temperature sensor installed on the wall in the room. The intent is to have new DDC-connected humidity sensor added at the same location.
