About this file

This document is a Questions and Answers (Q&A) file for a VA medical physics services contract involving diagnostic imaging equipment maintenance and testing.

The VA clarified several key contract requirements through eight questions and one follow-up. Offerors will price services using annual lump-sum Contract Line Item Numbers (CLINs) rather than hourly rates; CLINs x006, 1006, and 2006 for patient dose evaluation, consultation, and equipment testing were removed in error and services are now included in all equipment services CLINs. Equipment is organized into five CLINs: x001 (Advanced Imaging), x002 (General Rad Fluoro/Tomo tubes), x003 (Minor radiographic machines and DEXA), x004 (Mammography), and x005 (Ultrasound). Mobile C-arms, mini C-arms, O-arms, and Cios Spin devices belong to CLIN x002; DEXA and dental CBCT belong to CLIN x003; the eight GE portable units belong to CLIN x003; and CT components of SPECT/CT and PET/CT systems are included in the 13 advanced imaging devices under CLIN x001. Although ultrasound and mammography units are not currently at VA facilities, credentials and testing protocols remain required due to potential future use. No equipment exists at the Mission Bay research campus location. CT protocol reviews must occur annually (not every two years as initially drafted). The base contract period begins December 10, 2026, with all annual testing required to be completed by June 30, 2027. Historical workload averages 1-2 emergency calls and 1-2 consultation calls annually. The VA declined to provide recent physics survey dates or the incumbent contract number.

1. Pricing structure. SOW paragraphs 5.2 and 6.2 say emergency and other work will be paid at the hourly rates in the Price Schedule. Section B.2 contains only annual lump-sum CLINs. Should offerors provide an hourly rate? Is CLIN x006 (patient dose evaluation, consultation, new equipment testing, retest after major service) a fixed annual price, or will it be ordered and priced per event? If it is a fixed price, what annual volume should offerors assume?

VA RESPONSE: Hourly rates have been removed from the Statement of Work. Price Schedule CLINs 0006, 1006 and 2006 were added in error, CLINs x006 has been removed .

The services are included in all equipment services per the Statement of Work.

SEE PRICE SCHEDULE REVISED

SEE STATEMENT OF WORK REVISED

2. Evaluation language. Factor 1 in 52.212-2 refers to "all door repairs." Please confirm this is a drafting error and that Factor 1 evaluates the medical physics services in the SOW.

VA RESPONSE: this is a drafting error and see corrected verbiage in the attached 52.212-2

REVISED

SEE 52.212-2 REVISED

3. CLIN mapping. Please identify which Appendix 1 items fall under each CLIN, in particular:

a. The mobile C-arms, mini C-arms, O-arm and Cios Spin (CLIN x002 or x005) → Belongs to CLIN x002 ? (General Rad Fluoro/Tomo tubes)

b. DEXA and the Santa Rosa dental CBCT (CLIN x001 or x003) → Belongs to CLIN x003 ?

(Minor radiographic machines, DEXA, etc.)

c. The CT components of the SPECT/CT and PET/CT systems (included in the 13 advanced imaging devices?) Yes, the CT components of the SPECT/CT and PET/CT systems are included in the 13 advanced imaging devices.

d. The 8 GE portable units (counted in the 26 rad/fluoro/tomo tubes?) → Belongs to CLIN x003 ? (Minor radiographic machines, DEXA, etc.)

4. Ultrasound and mammography. The SOW and Appendix 3 include ultrasound (semi-annual) and mammography (MQSA) testing, but no ultrasound or mammography units are listed in Appendix 1. Are any such units in scope?

VA RESPONSE: None of these units are currently in facility however, there is a possibility that these modalities may be in future use. Therefore the credentials are still required and referred to in Appendix 3.

5. Locations. The QASP mentions the research campus at Mission Bay, which is not listed in Appendix 2. Is Mission Bay within scope, and if so, what equipment is there?

VA RESPONSE: No equipment in Mission Bay currently. QASP is for written for all possible physical facilities.

See QASP REVISED

6. CT protocol review frequency. Appendix 3, para. 2.e, requires CT protocol review at least every 2 years, while SOW para. 3 calls for annual review. Which frequency governs?

VA RESPONSE: See revised appendix 3 for updated annual CT protocol review.

See Appendix 3 REVISED

7. Current status. Can VA provide the date of the most recent physics survey for each Appendix 1 device, so the base-year schedule can avoid exceeding the 14-month interval?

Can VA also share the incumbent contract number?

VA RESPONSE: The recent physics survey information is not available and the Government is not sharing current contract number.

8. Testing year. SOW para. 11.2 asks for testing to start in Q4 (July to September) and finish by the end of Q3 (June 30). Since the base period begins December 10, 2026, please confirm that all annual testing for the base year must be completed by June 30, 2027.

VA RESPONSE: See STATEMENT OF WORK REVISED

Historical workload. How many emergency calls, post-repair retests, and additional physicist hours were needed annually over the past three years? If unavailable, what annual workload should offerors assume for CLIN x006?

VA RESPONSE: Approximately 1-2 emergency calls per year in the past 3 years. Assume approximately 1-2 consultation calls per year. CLINs x006 has been removed, see VA Response to Question 1.
