About this file

This file is a Request for Information (RFI) Responses document for VA Project 612A4-19-016, a renovation of the outpatient pharmacy and HVAC systems at VA Mather Medical Center (Building 650). The project includes temporary modular pharmacy trailers during construction, with a Period of Performance of 540 calendar days from Notice to Proceed.

The scope encompasses demolition of existing pharmacy and HVAC systems; installation of a new dedicated air handling unit (AHU) serving the pharmacy with new VAV boxes and ductwork; 8-inch solid grouted masonry vault walls; structural steel roof framing; one-hour fire-rated perimeter walls separating the construction area; a VA-furnished Class 5-V Security Vault Door (Hamilton Products Group); and PIV card reader systems (JCI C-Cure 9000) fully integrated into existing VA infrastructure. The contractor must provide full design services for five prefabricated temporary trailers (basis of design: Modular Genius) configured per Site Plan G-006, including 57 shelving units, ScriptPro 12+ workstations, and refrigeration. Electrical work includes a 75 kVA minimum temporary transformer (277/480V primary, 120/208V secondary) supplying the trailers, with contractor responsibility for removal and site restoration. Mechanical work requires Pre-TAB and Final TAB on both existing and new HVAC systems, targeted commissioning, and functional performance testing with training. Additional scope includes door hardware (electrified with access control integration per Section 28 13 00 using Software House iStar controllers and eight PIV card readers for trailers), McKeon FireShield 1-hour fire-rated motorized rolling shutters at pharmacy reception windows, expansion joint covers (80 linear feet), and coordination with existing Swisslog pneumatic tube system (modifications only, no new installation). The contractor must separately procure a Controls Contractor and Control System Integrator (same firm acceptable) for BAS/DDC integration with the existing JCI system. Site utilities for temporary trailers include 2-inch domestic water service, 4-inch sanitary piping to holding basin, fiber-optic connections from existing vault, and temporary electrical service from Building 701 distribution panel. The project requires monthly schedule reporting against an approved baseline, comprehensive submittal registers with 15-business-day VA review periods, ICRA (Infection Control Risk Assessment) compliance per drawings and permit, and extensive closeout deliverables including O&M manuals, record drawings, warranties, and inspection checklists. Brand-name items are strictly required per the Brand Name Justification document on SAM.gov (Programming/controls, Fire Alarm System, PIV Card Reader System, and Pneumatic Tube coordination). The VA will provide site as-builts and retain a third-party Commissioning Authority (ACG); the contractor covers all commissioning-related support costs. Bidders must assume 80 linear feet of expansion joint covers, eight PIV card readers for trailers, and contractor responsibility for vault door transportation from McClellan VA facility (7 miles away). Standard 60-foot temporary trailers may be considered acceptable if delegated-design submittals demonstrate site fit, utility coordination, and program compliance.

Project Name:VA Mather Renovate Pharmacy
VA Project Number:612A4-19-016
ACG Project Number:
Pre-Bid RFI
REQUIRED
#RFI'sGC NameAE Response
1The drawings appear to show both 1-hour and 2-hour fire ratings at the perimeter wall condition. Please confirm the required fire rating for this wall assembly and identify which wall type/detail governs this condition. If different ratings are intended on opposite sides of the wall, please provide the applicable assembly details. One hour fire resistance rating is required at the perimeter of the construction work area, to separate it from the other areas. The wall section detail on Sheet A-501 labeled "Partition Type - Existing - Mbb - One Hour Fire Rated" is the applicable detail.
2The vault footing detail appears to show a corner cutout/notch condition while the footing also appears to continue through the column location. The intent of this detail is unclear. Please clarify whether the corner cutout is intended to function as a keyway for lateral load transfer, whether the footing is intended to tie into adjacent grade beams and columns, and whether any additional keyway or reinforcing details apply. Please provide an enlarged detail if available. For bidding purposes, assume the footing and stem wall are continuous through the referenced corner condition. Include all excavation, formwork, reinforcing steel, dowels, embedment, concrete, and reinforcing continuity necessary to provide a complete monolithic footing and stem wall assembly. Where the detail is subject to interpretation, bidders shall base pricing on the more stringent structural condition requiring continuous reinforcement and full load transfer through the footing and stem wall assembly.
3Structural steel, welding, and pre-manufactured beams are shown on the drawings; however, beam schedules and connection details could not be located. Please identify the applicable details/specification sections or provide the required beam and connection information.Beam sizes and connection requirements are indicated on the Structural Drawings. Refer to Sheet S-102 for roof framing member sizes and Sheet S-502 for the beam connection schedule, beam-to-beam connection detail, and cantilevered beam-to-column detail. Provide structural steel, welding, bolting, shop drawings, and special inspections in accordance with the Structural General Notes and details. No additional beam schedule is required.
4Section 07 95 13- Expansion Joint Cover Assemblies spec section has been included within the project specifications. There are references to existing and new expansion joints on Sheet A-101 per Sheet Notes # 4 & 5, but cannot locate on the plan where new expansion joints are shown (Sheet Note # 5). There is a detail on Sheet A-701 that shows a cut through an existing expansion joint, but nothing which provides location for new ones.
Please advise on locations where expansion joint covers assemblies qualified per Section 07 95 13 are to be provided on this project. For bidding purposes, assume 80 linear feet total of expansion joint cover assemblies.
5Key note # 7 on Sheet S-101 requires new 8” Solid Grouted Masonry vault walls at the new pharmacy. We cannot locate any Division 4 specifications for block, grout or mortar. Please provide.Provide masonry construction as indicated on Structural Sheet S-101. In the absence of a masonry specification section, provide materials and installation in accordance with applicable TMS 402/602 and IBC requirements for reinforced structural masonry. Contractor shall include all materials necessary to provide the reinforced, fully grouted masonry wall assembly where this grouted masonry condtion is indicated.
6Page 149 Section 2.2 1. a. of “19-103+Specs+100percent+BD+20231108+” states the general contractor to provide and locate the five prefabricated trailers per Site Plan G-005. That sheet reference is not correct and should be G-006.Agreed, the correct reference is G-006.

12 The Bid Addendum Summary of Changes (May 5, 2026, Item V) confirms the vault door is VA-furnished equipment, currently stored at the McClellan VA facility: 5342 Dudley Blvd, McClellan Park, CA 95652.

The Hamilton Products Group Class 5-V Security Vault Door cut sheet (Amendment 00002, Attachment 12) was provided for GC coordination and identifies specific contractor responsibilities including: rough opening preparation to accept the door assembly, wall thickness confirmation via manufacturer Form 10A, receiving and storing the door on-site prior to installer arrival, and coordinating installation with Vanguard International, Inc., the authorized Hamilton dealer.

The addendum and cut sheet do not address the following, which are necessary for complete and accurate bid preparation:

- TRANSPORTATION: The vault door is currently stored at McClellan Park, approximately 7 miles from the Mather VAMC project site. Please confirm whether transportation of the VA-furnished vault door from the McClellan VA facility to the Mather VAMC project site is included in the GC scope of work, or whether the VA will arrange delivery.

- INSTALLATION: Please confirm that installation of the VA-furnished vault door is GC scope of work, and whether the GC is required to engage Vanguard International, Inc. as the authorized Hamilton installer, or whether any licensed and qualified vault door installer may be used.

- TEMPORARY VAULT DOOR: The Bid Addendum Item V references the vault door in singular. Section 01 50 00.01, Part 2.2.4 requires a Class 5-V vault door at the temporary pharmacy trailer vault as well. Please confirm whether the VA-furnished door applies to the permanent Building 650 vault only, or also to the temporary vault, and if separate, whether the temporary vault door is contractor-procured

- WALL THICKNESS AT PERMANENT B650 VAULT: The cut sheet requires contractor confirmation of vault wall thickness (from face to back of wall) prior to manufacture for correct flange sizing. Please confirm the vault wall thickness at the permanent Building 650 location, or confirm GC is to field-verify and submit Form 10A directly to Vanguard. Contractor to arrange transportation Any licensed and qualified installer may be used.

VA furnished door is for the permanent building 650 vault only. If the GC can demonstrate a phasing option so that the VA provided door can be used in both locations we will consider it; as long as physical security remains intact and the permanent suite is able to be turned over to the VA as a whole usable space.

13 Section 02 41 00 - Demolition, Para. 3.1.C states materials discovered to be hazardous 'shall be handled as unforeseen' and references 'Hazardous Materials specifications.' However, no standalone hazardous materials abatement specification section is included in the bid package. The TOC contains no Division 02 abatement section Building 650 is an existing healthcare facility of sufficient age that asbestos-containing materials (ACM), lead-based paint (LBP), and other regulated substances may be present in materials scheduled for demolition per AD101, including floor tile and mastic, ceiling tile, pipe insulation, roofing membrane at the RTU area, and joint compound.

Without a pre-construction hazardous materials survey, offerors cannot: (1) determine whether abatement is required; (2) quantify scope or cost; (3) assess regulatory notification obligations (Cal/OSHA, EPA); or (4) confirm contractor vs. VA responsibility.

Please provide the pre-construction hazardous materials survey for Building 650 covering all areas within the renovation scope, or confirm that no survey has been performed.

If hazardous materials are known or suspected, please provide the governing abatement specification section(s) and confirm whether abatement is in contractor scope or handled separately by VA.

If treated as unforeseen, please confirm the change order mechanism and whether a unit price or allowance provision will be included in the contract.650 contains No asbestos and no survey is required.
14Section 23 09 23, Para. 1.1.F confirms the existing DDC system at Mather VAMC is manufactured by JCI with BACnet/IP communications. Para. 1.1.G states: 'The General Contractor of this project shall directly hire the Control System Integrator in a contract separate from the contract procuring the controls contractor.'

This requires the GC to hold two separate BAS-related contracts: (1) a DDC controls contractor for field devices, controllers, programming, and LAN work; and (2) the JCI Control System Integrator for ECC expansion, ECC programming, ECC graphics, point mapping, LAN-to-ECC connections, system verification, and operator training per the responsibility table in Para. 1.1.G.4.

The following information necessary for accurate bid preparation has not been provided: identity of the current preselected JCI integrator; estimated scope and cost of JCI services; whether JCI services are a separate line item in the Divisional Cost Break-Out; and whether an existing VA facility contract governs JCI pricing.

- Please identify the preselected JCI Control System Integrator currently contracted at Mather VAMC and provide contact information.

- Please confirm whether JCI integrator services are a separate line item in the Divisional Cost Break-Out or embedded in GC general conditions

- Please provide an estimated scope or budget for JCI integrator services for this project.

- Please confirm whether the GC will be directed to an existing JCI facility services contract or must procure independently Break out independent The existing BAS at Mather VAMC is a Johnson Controls (JCI) system. In accordance with Section 23 09 23, the Contractor shall separately procure:

A Controls Contractor for the project DDC controls work; and A Control System Integrator for integration with the existing JCI ECC/BAS system.

The Controls Contractor and Control System Integrator may be the same company, including Johnson Controls, provided the requirements of Section 23 09 23 are met and the work is procured under separate contracts as specified.

No separate bid item or allowance is provided. Offerors shall include all costs necessary to provide a complete and fully functional BAS/DDC system, including required JCI integration services.

15 Section 01 50 00.01 - Temporary Facilities, Part 2.3.a specifies: 'Flooring: Luxury Vinyl Tile, LVT-3' for the temporary outpatient pharmacy trailer.

The VA NorCal Finish Standards 2025 (Addendum Item 9, Amendment 00002) defines only two LVT finish codes:

- LVT-1: Mannington Spacia, Madison Maple Pepper Bark (SS5W12237), 6x36

- LVT-2: Mannington Spacia, Eden Oak (SS5W1010), 7.25x48 Finish code LVT-3 does not appear in the NorCal Finish Standards 2025, the addended Section 09 06 00 Schedule of Finishes, or any other product schedule in the issued bid documents The temporary pharmacy complex encompasses approximately 1,752 SF across three linked trailers (3 x 11'-8" x 60'-0"), making this a material cost item that cannot be accurately priced without a defined product

38Spec Section 01 50 00.01, para 2.1 indicates the basis of design manufacturers as Mobile Healthcare Facilities (MHCFAC). MHCFAC has reviewed the specifications and mentioned that the facilities they provide don’t exactly match the specifications, but provided us with their Mobile Pharmacy designs. Please review the attached for double and triple wide mobile trailers and confirm if these meet expectationsThe trailer configuration is to be a custom design as shown in the Construction Documents Sheet G-006. The proposed "standard" layouts are not acceptable.

Custom Design needs to accommodate:

57 shelving units ScriptPro 12+ pharmacy workstations refrigerators/freezers reception window barcode stations required circulation widths

Proposed trailer configuration must accommodate available utility requirements shown on G-007 (including but not limited to):

- Electrical: power from Building 701 distribution panel, at-grade conduit/trenching, temporary power poles, overhead service, and 300 kVA transformer / 10,000 AIC service requirement.

- Domestic water: 2" domestic water service, backflow preventer, point-of-use hot water at each sink, and contractor verification of connection point/capacity.

- Sanitary: 4" PVC sanitary piping to a sanitary holding basin with minimum 2% slope.

- Fiber/telecom: new fiber from existing vault, routing to OIT Room B650 / Room 1E272, and telecom handhole.

39 Standard temp trailer sizes like ones that can be provided by Wilscot or Mobile Modular are 12’ wide by 60’ long. The dimensions noted on G-006 for the triple wide are 35’-0”wide x 55’-8” long; double wide are 23’-4”wide x 55’-8” long. These dimensions differ than the mobile trailer types per the attachments from MHCFAC; more notably the length. Are 60’ long temp trailers from Mobile Modular acceptable? Standard 60'-0" long temporary trailer units may be considered acceptable provided the Contractor demonstrates that the proposed units fit within the available site area, maintain required access/egress clearances, do not conflict with existing or temporary utilities, and accommodate the full temporary pharmacy and waiting area program shown in the Contract Documents.

The temporary trailer system remains a delegated design. The Contractor shall submit dimensioned delegated-design drawings, utility coordination information, foundation/support details, ramp/egress layouts, and equipment/furniture layouts demonstrating compliance with the Drawings and Specification Section 01 50 00.01.
