About this file

This is a 100% bid document (project specifications) for a renovation project at the VA Northern California Health Care System. The project involves the renovation of an outpatient pharmacy and HVAC systems at the Mather, California facility (VA Project No. 612A4-19-016). The work encompasses ten bid items: General Construction, Civil Work (temporary utilities), Structural Work, Architectural Work, Fire Protection Work, Plumbing Work, Mechanical Work, Electrical Work, and Technology Work. The specifications detail comprehensive requirements across all construction disciplines, including demolition, foundations, structural elements, interior finishes, mechanical systems, electrical systems, plumbing, fire suppression, and telecommunications infrastructure. The contractor must perform work in a manner that maintains 24/7 hospital operations, requiring extensive coordination with the VA Contracting Officer's Representative (COR), infection control measures, and phased construction to minimize disruption to patient care and facility operations.

The document establishes detailed administrative and technical requirements including mandatory submittal of a Critical Path Method (CPM) schedule within 30 days of Notice to Proceed, quality control and safety plans, photographic documentation with specific indexing requirements, and as-built drawings. All project submittals must be approved prior to construction start. The contractor is responsible for temporary facilities, site protection, security compliance, and coordination of utilities while maintaining existing services throughout construction. The specifications reference VA Master Specifications and include requirements for equipment manuals, training, testing and balancing of systems, and a guarantee period for services. Night and weekend work is included in the base bid to accommodate facility operations. The project requires compliance with OSHA construction safety standards, VA infection control risk assessment protocols, and interim life safety measures, with all employees requiring VA security authorization and badging.
