About this file
This is a specification template for roof preparation work prior to reroofing installation. The document provides standardized guidance for contractors preparing existing roof systems for new roofing applications, with extensive notes for specification writers to customize the requirements based on project-specific conditions.
The specification covers complete roof removal and installation of new roof systems, partial roof removal for new HVAC rooftop unit openings, and selective roofing membrane and component removal. It addresses various existing roofing system types including EPDM, built-up asphalt, coal tar, CSPE, PVC, TPO, and modified bituminous membranes. Key execution requirements include: infrared moisture surveys performed by NDT-certified technicians per ASTM C1153; removal of overburden materials (aggregate ballast, pavers, vegetation); complete or partial roofing system removal exposing structural deck; visual and moisture inspection of concrete decks per ASTM D4263; verification and potential reinforcement of steel deck fasteners; installation of temporary roofing to maintain building watertightness; removal and replacement of base flashings and counterflashings; and installation of recover boards with proper fastening to resist wind uplift. Pre-installation meetings are required minimum 30 days before work begins with key participants including the Contracting Officer's Representative, architect/engineer, contractor, and installer. The specification includes quality assurance requirements for installer qualifications, fastener pull-out testing per ANSI/SPRI FX1 (10 tests for the first 4,650 square meters, five tests for each additional 4,650 square meters), and certification by existing roof system warrantors. Work must proceed only during dry weather conditions, with no more roofing removal than can be made watertight the same day. This template is intended for application to VA renovation projects involving outpatient pharmacy and HVAC work.
