About this file
This is a specification section for temporary facilities and controls related to the renovation of an outpatient pharmacy at VA Northern California Health Care System in Mather, California (Project No. 612A4-19-016). The General Contractor must design and install temporary pharmaceutical facilities to enable relocation of the Pharmacy Service during the renovation period, with the manufacturer providing delegated design and submitting signed engineering drawings for approval.
The temporary facilities consist of prefabricated or mobile trailers and an on-site constructed vault. The specifications require one set of three connected trailers (11'-8" wide by 55'-8" length each) for pharmaceutical use with staff toilet, and one set of two connected trailers for waiting area with offices and restroom. Key architectural components include aluminum frame construction with expandable sections, steel security bars on windows, ballistic glass pharmacy counter vision panels, hollow metal exterior doors with electric strikes, and ADA-compliant ramps and stairs. The temporary vault must feature 8" grout-filled reinforced concrete masonry walls, 8" concrete floor structure, cold-form steel joist roof with TPO membrane, and federal specification vault doors (AA D 600 Class 5 with FF L 2740 combination locks). Interior finishes include luxury vinyl tile flooring, porcelain tile in restrooms, paint, acoustic tile ceilings, and solid surface countertops designed for eight workstations. HVAC systems must maintain 68-72°F with individual thermostatic controls: approximately 5-ton cooling for the 1,440 sq ft waiting area with 10 kW electric heat; minimum 4 AC/hour (1,200 CFM) for pharmacy with humidifier maintaining 30% minimum humidity; and 12,000 BTU/hour DX split heat pump for vault. Electrical systems require interior lighting at 20 fc with dimming controls and battery backup for egress, 48 CAT6A data jacks, IP-based security cameras covering perimeter and interior areas, wireless access controls with keypads, fire alarm systems with fiber interface, and minimum 30 power outlets. Plumbing includes domestic water supply with backflow preventer, sanitary sewer connections, instantaneous electric hot water heaters, and humidifier water lines. The Contractor is responsible for site utility surveys with vacuum potholing to avoid conflicts, temporary utility connections, environmental protection, stormwater control, site enclosure fencing, covered walkways with handrails, fire protection systems with standpipes per NFPA 241, and complete removal and site restoration upon project completion. The VA assumes operational costs upon acceptance; the Contractor maintains the facilities including exteriors, utilities, and watertight envelope until removal.
