About this file
This is a VAAR 852.219-75 Certification template form required for contractors bidding on solicitation 36C25226R0013, an Indefinite Delivery Indefinite Quantity (IDIQ) contract for network cable installation at the Edward Hines Jr. VA Hospital in Hines, Illinois. The certification document establishes subcontracting limitations specific to Service-Disabled Veteran-Owned Small Business (SDVOSB) set-asides under 38 USC 8127.
The primary requirement mandated by this certification is that contractors will not pay more than 75% of government compensation to firms that are not VIP-listed or SAM-registered SDVOSBs. Any work further subcontracted by VIP-listed subcontractors counts toward this 75% limitation, though material costs are excluded from subcontracting calculations. The template requires the contractor's authorized representative to certify compliance with these limitations upon contract award. The contracting opportunity itself involves task orders ranging from $2,000 to $150,000, with a maximum aggregate value not to exceed $1 Million across a five-year ordering period. The NAICS code is 238210 (Wiring Installation) with a $19.0 Million size standard, and the procurement is 100% set-aside for SDVOSB concerns. At proposal submission, offerors must demonstrate current SBA SDVOSB Certification and represent their status as small businesses under the applicable NAICS code.
