About this file

This is a Solicitation, Offer, and Award form (SF 1442) for an Indefinite Delivery Indefinite Quantity (IDIQ) construction contract with a Mock Seed Project pricing component. The Department of Veterans Affairs, Great Lakes Acquisition Center (36C252) is soliciting network cable installation and testing services at Edward Hines Jr VA Hospital in Hines, Illinois. The contract is a 5-year IDIQ with a maximum capacity of $1,000,000 and a minimum guarantee of $5,000, with individual task orders ranging from $2,000 to $300,000. The solicitation requires sealed bids due by 3:00 PM CDT on April 20, 2026, with a 90-calendar-day acceptance period. Proposals must be submitted electronically to Mary.Hudec2@va.gov and Kristi.Kluck3@va.gov. This acquisition is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under 38 U.S.C. 8127, and offerors must be certified, listed in the SBA database, and qualify as small businesses under NAICS code 238210 (Electrical Contractors, $19.0 Million size standard). The contracting officer is Kristi.Kluck3@va.gov, and written questions must be submitted by March 27, 2026.

The Mock Seed Project requires a lump sum pricing proposal for the base project, with a detailed contractor fee schedule covering materials (cable, conduit, connectors, panels, and hardware) and labor at an hourly rate, plus lift rental costs. The solicitation includes mandatory pre-proposed site visits and is subject to Illinois Wage Determination IL 2026.0009 dated 1/09/2026. Technical proposals (limited to 25 pages) must address company experience with minimum 3 years in healthcare construction, project management capabilities, safety plans, and past performance. Offerors must hold a valid Electrical Contractor License and BICSI certification (RCDD or equivalent) and demonstrate experience with cable routing, Cat6/Cat6A and fiber optic installations, MDF/IDF buildouts, horizontal backbone cabling, fiber optic termination, patch panel installation, certification testing, and compliance with TIA/EIA 568 and NEC standards and ICRA procedures. Performance and payment bonds are required for each task order awarded. The evaluation uses a lowest-price technically acceptable approach with non-price factors (company licensing, experience, technical competence, and past performance) weighted equally and collectively more important than price.

For this procurement, the government will award a contract resulting from solicitation to the offerors responsible whose offers conforming to the solicitation are evaluated as being the most advantageous to the government, price and other factors considered. A contract will only be awarded to an offeror who is deemed responsible in accordance with FAR Part 9 and whose proposal conforms to the RFP’s requirements (to include all stated terms, conditions, representations and certifications).

1.2 The Government shall award to Offeror that conforms to the proposal requirements set forth in the RFP and represents the best value to the Government.

Requests for responsibility information do not constitute discussions.
