About this file
This justification and approval document concerns a sole source contract award for construction services at a Department of Veterans Affairs medical center. The contract will be awarded noncompetitively to two incumbent contractors, e.Norman Security Systems Inc. and Siemens Fire Alarm System, for security and fire alarm integration work associated with the renovation of an emergency department observation unit. e.Norman will provide a new PIV card reader access control system connected to the existing security infrastructure for an estimated $XX,XXX. Siemens will supply and integrate new fire alarm devices into the renovated space and tie them into the proprietary Siemens system already installed, for an estimated $XX,XXX. Sole sourcing is justified as only these contractors can provide equipment that is compatible with the proprietary security and fire systems previously implemented across the medical facility.
