| 1 | Will electronic bid submissions be allowed or do the proposals need to be hand delivered or delivered by courier? | n/a | The current bid is intending to have bids done at the address as listed in the solicitation. | |
| 2 | Drawing MD101, Note M4 states “completely remove existing VAV and all associated ductwork,…..controls…”. The controls (i.e. VAV controller and room Tstats) in these areas were recently replaced and are still under warranty. Can the contractor remove the controllers and reinstall them on the new VAV boxes if the honor the warranty? | n/a | Follow the design plans. This project will provide new equipment fit for use and warranteed under this project. | |
| 3 | Drawing MH101 indicates Key Notes that show VAV-06, 08, 10, and 12. However, there are several labelled VAV-06A on the drawing. What does VAV-06A mean or indicate? | Guidon - Refer to VAV schedule on MH001. Remark #3 reads" Boxes noted on the floor plans with an "A" are to be cooling only and not provided with a reheat coil | ||
| 4 | Drawing MD201 – New work is indicated in bold print. However, there are a number of areas that are in included in the phased work but not shown in bold on this drawing. For example, the Exam Rooms are not shown in bold. Does this mean that NO mechanical work (including no controls) is required in these area? | Guidon - Refer to all documents for exact extent of work. Items shown in bold are to be removed, but if additional items are required based on entire scope of work then it is the contractor's responsibility to perform all required work. | ||
| 5 | Drawing MH003 indicates Iso Rooms (All). How many Iso Rooms are included on this project? | Guidon - There are (2) new isolation rooms on the project. Refer to MH101. (Note: "a.i.i" refers to Airborn Infection Isolation, AII) | ||
| 6 | Drawing MH003 indicates Iso Rooms (All). How many Room Pressurization Monitors (RPMs) are required? | Guidon - There are (2) new isolation rooms on the project. Refer to MH101. (Note: "a.i.i" refers to Airborn Infection Isolation, AII) | ||
| 7 | Is the new AHU to receive any UV-C lighting? | Guidon - Yes, please provide in base bid price. | VA reccomends yes | |
| 8 | What is the steam pipe size for the new AHU? | Guidon - There is no steam piping to the AHU. | ||
| 9 | What is the isolation valve size for the steam pipe going to new AHU? | Guidon - There is no steam piping to the AHU. | ||
| 10 | Are the controls for the new exhaust fan for the Iso Rooms constant volume? | Guidon - The isolation room control fans are to be constant volume. | ||
| 11 | Are the Iso Room controls supposed to maintain room pressures? | Guidon - The isolaton room controls are monitor room pressures and alarm if there are issues with room pressure. | ||
| 12 | If the Iso Room controls ARE supposed to maintain room pressures, is a VFD or a bypass damper required on the exhaust fan? | Guidon - See question 11. | ||
| 13 | What will the required hours for this project be? The escort at the prebid site visit said that he expects that the project should be completed during after-hours time (please provide the acceptable work hours for this project). | n/a | Refer to modification of the SOW for clarity | |
| 14 | If known, what is the anticipated duration of the entire project? (anticipated start date?) | n/a | Refer to the SOW | |
| 15 | The humidifier section of the AHU is not specified on the drawings nor specifications, yet the controls drawings indicate that there will be a humidifier in the unit. Please clarify. | Guidon - There is to be no humidifer in the unit. Ignore this part of the control schematic. | ||
| 16 | Steam piping to the AHU humidifier is not shown on the piping drawing MP101. | Guidon - There is to be no humidifer in the unit. | ||
| 17 | The AHU detail, on drawing MH201, shows a final filter section downstream of the supply fan. This is not consistent with the controls schematic on drawing MH004. Please clarify the layout of the filters and provide additional specifications as needed. | Guidon - The final filters are to be monitored the same as all filters. | ||
| 18 | There is no specification section included for the VFDs. Please include VA specific spec section. | Guidon - There is no VFD specific specificaiton in the VA TIL. | ||

| o | Corridor C1403 (LVT/ETR SVT) | |||
| o | Corridor C1404 (LVT/ETR) | |||
| o | Corridor C1407 (LVT/ETR | Guidon - 1454 is LVT, 1475 is WSF, all other floor finishes are existing to remain. The SVT or CPT indicates what is existing. | ||
| 21 | The specs are not real clear. I think looking at the door schedule it notes them to be aluminum - Is that correct? | Guidon - For the Coiling Doors, yes. | ||
| 22 | I also want to confirm when you need the 4 doors - are they all going in phase 5 - and when are they needed (month, year)? | Guidon - These are in Phase 1 per GC101. | ||
| 23 | Also there appears that all the doors on the door schedule are 10’ high. Is that the ceiling height or is that the bottom of the box. Reason I ask if I quote 10’ high and you want what is shown then it should be 10’6” because that size is a different price. See the AE601 #15. And on the same sheet #14 does not work the rails / guides are larger than that. A shutter as shown can only be made to 9’ clear height so the rails / guides are larger with a full size doors as attached brochure shows. | Guidon - The ceilings are 9'-0", The bottom of the box is at +/- 9'-6" AFF. The dimension is to the center of the box enclosure. Detail #14 and #15 includes steel to brace the jambs/rails. Size/space constraints are as drawn. | ||
| 24 | We have attached a brochure for the potential door system, is this the correct type of door? | Guidon - Yes | ||
| 25 | Can you verify that you really want a control station on both sides of the doors. Usually these are protecting some of the equipment. If that is the case I don’t think there is really any room for someone to actually activate the door from the inside of the room. | Guidon - Yes | ||
| 26 | The tagged note D1 calls for the removal of a panel and associated feeder completely |
back to the upstream panel. There is nothing on the current power riser diagram indicating where this panel is located nor the size of the feeder. Please provide a
| location where the upstream panel is located and the corresponding feeder size. | Guidon - refer to revised drawing EJ-200, dated 07.23.20 for clarification. | |
| 27 | The tagged note D calls for the removal of two VFDS to mechanical equipment being |
removed. There are no mechanical schedules noting what this equipment is and the sizes of the VFDS being removed. The associated conduit and wire need to be removed as well. Please provide the missing information. Guidon - refer to revised drawings ED201 and EJ-200, dated 07.23.20 for clarification.

| 1 | Room Finish Schedule (AI601) has CT-3,4 on the walls for Rooms 1455, 1462A, 1466C, 1467. Enlarged Restroom plans (AI402) shows no ceramic on these walls. They have PLT- and MT. These also don’t match the size of the tiles they are showing. Wall tiles CT-3 are 12”x12”, Wall Tile CT4 are 12”x 24” but the Elevations show 6”x12” tiles and 8” x 12” tiles with a 2”x2” mosaic in the middle. Please confirm the desired products/materials and their locations in a revised finish schedule. From A1402: | #1 The Room Finish Schedule (AI601) is correct: CT-3,4 on the walls they are supposing scale/size, and materials from hatches on the drawings. CT-3 is the porcelain tile on the majority of the wall. CT-4 is the accent tile band indicated by a grid-hatch. |
2 Restroom 1499a has Existing finishes to remain per the comments. Is that correct? #2 Yes, Restroom 1499a has Existing finishes to remain. Finishes indicated are for the contractors information for protection/patching and repairs to be coordinated with other portions of the work.
| 3 | Is there any abatement work to as part of this project? If so, please provide specifications, quantities, locations, and scope of the abatement (glove bag, full containment, etc.) | #1, It is our understanding that abatement of this area is occurring under a separate contract and scope (separate from Our A/E and this contractors construction work), so the answer is No. Abatement is not part of the project and need not be specified or quantified. See Addendum/MOD #1 SOW. | GLAC: Contractor will notify the COR of any potential abatement. This is not expected on this contract. COR will work with vendor already contracted for work. |
| 4 | Specification Section 024100 “Demolition” is listed on the Table of Contents of the Specification Book issued for this solicitation, however it is not included in the issued documents. Please provide this specification. | #2, The section 024100 – Demolition is attached and applies to any demolition, cutting or removal in all phases. See document '024100 - Demolition' | |
| 5 | The specifications or drawings don’t give the size of RF-1 floor tiles; they come in two sizes and are vastly different; we need to know which will be required for this project (either 19.72”x19.72”, 3.22 mm thick or 39.53”x39.53”, 4 mm thick). | Provide RF-1 tile at 19.72”x19.72”, 3.22 mm dimensions. | |
| 6 | In AC112 RCP it shows the 3 systems. (Exam Rooms 9 -1470J, 8-1470H, 7-1470G with room 9 referenced as needing a bariatric lift.) But in QH201 Typical Equipment Plans and Elevations the equipment schedule says Qty of 16 with the rooms listed (screenshot below), but other than this reference I don't see any rail drawn into the RCPs or key notes denoting there are lifts in those rooms so any clarity you have on how many systems will be needed would be great. | Three exam rooms have lifts: Exam Rooms 9 -1470J, 8-1470H, 7-1470G. And of them, #9 is Bariatric) AC112 RCP and QH101/102 Equipment Plans are specific and accurate regarding lifts. Note, the lift equipment is to procured and installed by the government/VA (GFGI/VV). Drawing schedules will be revised to indicate GFGI/VV (in lieu of GFCI/VC) for lifts all three lifts. | |
| 7 | drawing EJ100 Detail 1 shows the medical gas line pressure detail. The detail shows CFCI, but I can’t find this in the electrical spec to know what to provide. Would the panel and control devices be something another contractor would provide and we would just supply power to it? | The drawings do not assign work to any specific contractor. Refer to the specifications section 226300 - subpart 2.10 for medical gas sensor (or 226200 - Subpart 2.8 for vacuum systems sensors) and Drawings 7/PL002, PG101 plan, and PG201 riser diagram for notes regarding LPA (Line pressure alarm panels) and associated accessory alarm devices. Mechanical/plumbing engineered devices are not specified in electrical division specifications. Bidders are required to coordinate between their work and their subs. | |
| 8 | Are we supposed to carry a number for security and nurse call? Typically we would just provide raceway for them, but the drawings are showing that the contractor will both furnish and install. If this is something that we need to carry, can you provide the company and contact information for the existing systems in the medical center? | The VA is rescinding the Sole Source Requirement and requiring the following: Provide a complete and fully functional extension of the existing card access control system including card access readers and electric door strikes. Include programming, licenses and startup. The existing system is compatible with the VA identification cards and is open architecture based manufactured by Lenell OnGuard by United Technologies. | GLAC: systems but consideration for any construction impacting, damaging, or similar circumstances components for these systems need to be taken into account as part of construction. For this reason at least the onsite/onshift supervision should have the information in case the systems are impacted and the company contracted to maintain has to come do repairs. This is also a quality and integrity check if the system is impacted to ensure the construction contractor is not held liable if issues are found after work is complete. |
| 9 | The door schedule is showing a 2 panel ICU sliding door and the specs are calling out aluminum but a swing door with two panels folding, can you let me know what they want, they are also asking for a Class 1 clear anodized Finish, can we use a Class 2 finish in lieu of Class 1? | Provide 2 panel ICU Sliding door with emergency breakaway. Finish shall be Class 1 clear anodized. | |
| 10 | Is the Offeror to include the Pre-Award Contractor Safety and Environmental Record Evaluation Form (pg. 27) in addition to OSHA 300 forms, EPA info, and EMR on Insurance Carrier Letterhead with their proposal or is this information required post bid, pre-award? | VA/Government has answered. | The answer is 'yes' these will be expected as part of the bid documents/offer as part of the Bid Instructions section. This has been answered in Amendment 1. Yes, all environmental documents are under the pre-award documents section and as such should be submitted with SF330s. |
| 11 | Page 29 of the RFP states a bid bond in the amount of 20% of the bid price not to exceed $5MM, and page 33 states 100% of the bid price or $5MM whichever is less. Please confirm the required percentage amount of the bid bond. | VA/Government has answered in Amendment #1 | This has been revised in Amendment 1 to 20% in both. |
| 12 | Please confirm the wall heights from floor to deck above for both floors? | First floor walls are 10'-11" Finish Floor to Deck, except in the area of Column lines 1 through 4 and N through G, this area is the existing ED (and 04' era construction) which has walls 12'-6 3/4" from floor to composite deck. The second floor of the 04' era construction is 17'-1 3/4" from floor to composite roof deck. See Sheet AE201, Drawing 2 "section" for illustration of area. | |

Spec: solicitation Topic: Schedule
| Question: The project shows 6 phases. Each phase has a VA/AE 14 review period. Is this a constraint for the VA to swing space occupants with a 2 week halt in construction. Please advise. | Two (2) weeks are require for VA and AE final inspection (confirmation of punch item completion), infection control, and owner/government provided equipment installation/relocation. | |
| 14 | Sheet: 6 of 83 |
Spec: solicitation Topic: air monitoring
| Question: does the VA have a manufacturer for the BACnet BAS to monitor pressure that is standardized at the facility? | Connect to the existing Open Protocal Native BACnet system. Do not connect to the existing JCI Metysis system. Contractors shall provide fully compatible and functional equipment and software. | GLAC: Most systems have been JCI, however open BACnet has been used/approved on recent projects. |
| 15 | Sheet: 6 of 83 |
Spec: solicitation Topic: phasing Question: Please confirm that all demolition and construction needs to be completed in Phase 1 before continuing to the next phase. Can phases be conducted concurrently? Is the expectation to conduct commissioning and final acceptance after each phase or will brown expect one large commissioning at the end of all 6 phases and the have substantial completion and final acceptance conducted at that time? Does the facility expect TAB and performance testing to be conducted at each phase?
| Two (2) weeks are require for VA and AE final inspection (confirmation of punch item completion), infection control, and owner/government provided equipment installation/relocation. Phases shall not be conducted concurrently. Each phase must be fully complete, compliant with construction documents, to be ready for VA staff and patient occupancy before the next phase proceeds. | |
| 16 | Sheet: 13 of 83 |
Spec: solicitation Topic: SOW - TAB Question: 4) states that contractor provide TAB of new and existing HVAC systems upon installation of each phase of the work. Would like to clarify if the VA is asking for a pre-tab report of the existing system prior to demolition/modification and subsequent installation of new HVAC equipment.
| Provide pre construction TAB of existing HVAC configuration to validate system is functioning as intended and can be expected to continue functioning meet performance and code requirements when combined with work and equipment indicated in the construction documents. | |
| 17 | Sheet: 19 of 83 |
Spec: solicitation Topic: sole source Question: Please provide the sole source justification sheet with the approximate value that Siemens has provided to the USG. GLAC: $7,000 is given as an estimated cost and actual cost is subject to negotiation between bidder and that company. Yes, we recommend contacting that vendor for giving an accurate estimate to include in your bid.
The estimate the government received was not contracted nor can be used or taken as the binding pricing between potential contractors and the companies. It was used as a reference and resource for assisting bidders and also giving the government pricing estimates.
18 Sheet: 46 OF 573 Spec: 01 33 00 Topic: submittal register Question: please verify that the submittal register in the specifications is just an example.
| A/E created the submittal register specific to this project and scope of work. VA may choose to provide Excel File. GC may provide their own version if desired, if all required information is included. | GLAC: Confirmed the VA has submittal formats for projects that templates can be provided upon award. |
| 19 | Sheet: 01 33 23 |
Spec:
Topic: electronic distribution Question: Please confirm that there will be no use of Submittal Exchange or approved equal and that the submittal register for the project will be completed manually, updated manually, and that all submittals to the VA for internal use or to the A/E will all be through email transmission.
| E-mail use is acceptable for documents smaller than 5MB. Larger documents (above 5 MB in file size) require an FTP on online file transfer or management system (which is compatible with VA digital/computer security system) see Specification 01 33 23 sub-part 1.6. A/E finds it unreasonable to expect subs and vendors to provide complete and accurate submittals in less than 5 MB files for all submissions. VA will receive all submittals and forward those appropriate for A/E to review and comment. Refer to Specification 01 33 23 for additional submittal process requirements. | |
| 20 | Sheet: |

Provide temporary infection control barrier wall system as indicated on GC100, plan and drawings 2 through 4. Wall system panels from one phase maybe used in subsequent phases as each phase is completed before the next is conducted. | |
| 21 | Sheet: 01 45 00 |
Spec:
Topic: Quality Management Question: Please confirm if the SSHO in 01 35 26 and the Safety and Health Manager in 01 45 00 are considered the same person within the management structure of this project.
| A/E finds no direct prohibition on the Safety and Health manager also being a SSHO with both responsibilities assigned to the same person. The Contractor is required to meet all requirements specified and the VA reserves the right to revoke this privilege as a result of performance deficiencies. Note, the SSHO and Superintendent and/or Quality Control Manager, must be separate persons. | GLAC: There is no requirement or expectation for these roles to be filled by one person, nor is there any expectation for it to be independent personnel. Each role has duties that need to be met, the method and task management to do so is up to each bidding vendor to determine for their company. |
| 22 | Sheet: |
Spec:
Topic: Tuberculosis

| 60 | According to a note on the plumbing drawings (PL101), “ALL SANITARY WASTE PIPING SHOWN IS LOCATED UNDERSLAB OR IN UTILITY SERVICE SPACE”. I’ve been in the basement/crawlspace of the V.A. hospital before, but I wasn’t certain how far it extends beneath each of the buildings. That said, I went digging through some of the building documents that we have in our archives and was able to locate the attached plan showing the locations of the basement/crawl throughout the building. There is a portion of this project that appears to be situated over slab-on-grade construction, outside the extents of the basement/crawl/utility service space. At the outset, this doesn’t seem like too big a deal – just change from coring for new piping installation locations to saw cutting/concrete removal/excavation. The problem is, the way the project is phased, some phases can’t be completed without having to sawcut/remove concrete and perform underground installations in areas that aren’t scheduled to be done until a later phase. I’m assuming this poses a significant problem. If all tie-ins were within the basement/crawl/utility service space, the work could be completed without significant intrusion, but because these areas appear to require underground work, there would be considerable disruption and substantial equipment/finish/furniture removal required to complete the work as defined in the earlier phase, within occupied areas of a later phase. I’m guessing that is not what the V.A. is expecting. Any thoughts on how to handle this? | |
| Drawings provided by the contractor are out of date and incomplete as they pre-date the 04' ED expansion project (removing monumental stair entrance). A portion of the basement under (level 1) is a crawl space or utility service space and a portion of the area is also a basement level with slab-on grade floor (also beneath level 1).
