Q27: Secretary of the Interior standards apply for this project. Refer to these standards. Work cannot impact any stylistic molding, trim, or plaster. Contractors shall utilize existing floor and wall penetrations wherever possible. See attached Appendix A to NHPA Section 106 for construction activities that do not require further review by the State Historic Preservation Officer.
Q28: There are specifications for Asbestos abatement included with the bid documents but no plans showing the scope of work. Per the Extent of Work on page 028211-1 of the specifications, item A says “below is a brief description of the estimated quantities of asbestos containing materials to be abated”, item B says “Asbestos is not suspected in the fire protection piping or within the project scope of work” and item C says “Be conservative for bid documents in lieu of anticipating a cost change order for construction” then lists typical areas of ACM. Item C is suggesting we carry an allowance, if so, how much should we carry?

Sheet GI204 does not address working hours. Is the entire project to be completed Off Hours and Weekends only? If so, please define Off Hours.
A31: See answer to Question 23. Off-hours is between 5pm and 5am Monday through Friday and weekends.
Q32: Can multiple phases occur at the same time or does a phase need to be complete prior to the next phase starting?

Any changes to phasing schedule shall be approved by the contracting officer. Contractor may suggest phasing to include multiple zones to be approved by the Contracting Officer.

Q37: If this is an historical building project, are there requirements of the contractor and/or subcontractors pertaining to the State of WI?
A37: See answer to Q27. Contract drawings have been reviewed by the State Historic Preservation Officer.
Q38: Sheets FX103 note #8 states “sprinklers are not required in interstitial spaces.” Will all combustible concealed spaces have fully blown insulation installed?
A38: Combustible space protection shall comply with NFPA 13.
Q39: No standpipes were shown. Will standpipes be needed?
A39: See answer to Q20.
Q40: Are all the Sustainable Construction Requirements shown in spec. section 01 81 13 required on this project? If not, which will be required?
A40: VA is concerned with the VOC limits of material used, section 2.1.B is the focus of the requirement. No submittals from section 1.5 will be required on this project except for product submittals defined in section 1.5.F.3
Q41: Is the commissioning agent and all associated costs being supplied by the VA?
A41: See answer to Question 16.

A43: Specification 21 13 13 Paragraph 3.3 states that the contractor is to provide the services of a competent instructor for not less than two hours for instruction personnel in the operation and maintenance of the system, on the dates requested by the COR.
Q44: Is a 3rd party scheduling consultant required on this project?
A44: Yes, per Specification 01 32 16.15 Paragraph 1.1.A, the Contractor shall engage the services of an outside consultant to complete the CPM schedule.
Q45: Will the as-built drawings of the existing fire sprinkler system be provided?
A45: As-Built drawings of the Building 6 sprinkler system will be provided after contract award.
Q46: GN 13 of GC101 to GC104 indicates “FIRE SPRINKLER DESIGN HAS BEEN DESIGNED IN A WAY TO UTILIZE EXISTING WALL AND FLOOR PENETRATIONS. IF A NEW PERPETRATION IS REQUIRED LEAD, ASBESTOS TESTING AND ABATEMENTS SHALL BE PROVIDED BY CONTRACTOR. ASSUME 24 PENETRATIONS REQUIRED, 2 PER FLOOR PER WING.” This note is vague. It is not possible to estimate the money for asbestos testing, and abatement without knowing what materials contained with asbestos, and are in the way of the proposed fire sprinkler work. Please provide the contingency money to consider in our base bid, so all the contractor can bid the same scope.
A46: See answer to Q28.
