RFI 15

15 #1 Issued 10/30/20

1. Drawing EP001S note 15 & 16 show new preferred and alternate utility service feeders. Please clarify the following:

a. Is this bid package just responsible for the duct bank/manholes and the utility will pull conductors?

i. If so, will the utility pull temporary feeder (Note 21)?

ii. Who is responsible for terminations?

iii. What is utility proving (metering cabinet, new pole, etc.)?

b. If the conductors are in this package, please clarify size.

2. Drawings EE001S and EP001S do not have a scale listed. Are these drawn to scale? If so, please provide what scale to use.

3. Drawing EP401 shows a new branch panel board being installed. Please provide a size for panel

P1SG.

4. EP601 note 1 says to provide a temporary tie between switches J & S. Please clarify if conduit is required or if cabling can be laid along ground.

5. Switches J and S cannot be located on the map. Please provide a location for these.

6. On EE401 on the enlarged drawing for building 124 there is no EEDP panel. On EE601 the panel is shown. Is the EEDP panel part of building 124?

7. There is a room detail for building 127 on EE601 but there is no pathway shown on EE100. Is this building part of the bid package?

8. There is no enlarged room detail for building 138 on EE401. Is this room detail being provided?

Response: This is a duplicate RFI answered as RFI #04 in addendum 05.

15 #3 Issued 12/11/2020

1. On drawing EE601 (8) ATS’s and (3) generators are shown in building 175. On drawing EE401 detail #7 (7) ATS’s and (4) generators are shown in building 175. Please clarify the correct number of ATS’s and generators for building 175.

Response: Scope shall include three generators and eight ATS’s. See sheet 175-0E72 for reference.

2. Drawing EE401 does not include a detail for a room layout for building 127. Will a room layout be provided showing the location of the ATS in building 127?

Response: Layout provided in addendum 05

3. Drawing EE100 does not indicate a conduit path to building 127 for the EMCS system. Please clarify a conduit path for EMCS fiber routed to building 127.

Response: Conduit path added on EE101 in previous addendum.

4. On drawing EE601 (2) ATS’s are shown in building 124. On drawing EE401 detail #8, ATS’s are not shown in Room 118 for building 124. Please clarify where the ATS’s are located in Room 118 for building 124.

Response: Building 124 ATS’s have been added to EE601.

5. After discussing the EMCS system with our ATS vendor, they brought to our attention that all existing ATS’s will need to be temporarily shutdown for new EMCS controls & meters installation. No information is given if temporary power is needed. Please clarify if temporary power is needed during these shutdowns and if so, please provide a proposed phasing sequence of how temporary power is to be provided for each shutdown.

- Response: Refer to Sheet EE601, General Note “G” issued in previous addendum.

6. The Bid Form and Statement of Bid Items (1.3 in the General Requirements Specification Section

01 00 00) contradict each other for the scope of work to be included on the deduct alternates.

Please clarify which description is accurate.

Response: Use Updated Bid Form description below.

BID ITEM II: (Alternate Deduct I): Same as bid item I (base bid) except delete all of the EMCS underground ducts and raceway, fiber, power and monitoring of ATSs and generators outside of building 175. EMCS headend system shall remain sized for entire campus. Reduce

600 days in Item A above to 570 days.

BID ITEM III: (Alternate Deduct II): Same as bid item II except for the following:

Eliminate the EMCS system. Do not install EMCS headend or infrastructure. Reduce 570 days in Item B above to 540 days.

7. We are being told from our manhole vendors that the specific size listed on the drawings would be custom. Can we use a standard size manhole that is slightly larger or smaller than the dimensions listed on the drawings? If so, would the larger or smaller size be preferred?

Response: Standard manhole size close to the size on the drawings is acceptable.

15 #4

1. Section 26 08 00 references a commissioning spec provided in 01 91 00. There is no specification

01 91 00. Please provide this commissioning spec.

Response: Answer provided in addendum 05

2. Note 10 on EP001S says to remove the existing utility feed. Please clarify if the existing utility feed is all in one duct bank or if there are two separate duct banks running parallel.

Response: They are likely in one duct bank system. It is not known the exact configuration. (2) feeder running parallel.

15#5 1/4/21 Reference: 4<7HS0433

1. Drawing 4<7HS0433 shows card readers on the exterior doors. Please provide a card reader spec or clarify if these are to be rough in only.

Response: Specification provided in addendum 05

RFI 16 1/25/21

- #1 Reference EP201 (Addenda 5) Elevation Drawing, it does not match EP601 (Addenda 4) Single

Line Diagram, which is correct? EP601 (Addenda 4) Single Line Diagram requires (11) total MV

Breakers & (2) Fuses. EP201 (Addenda 5) Elevation requires a total of (14) MV Breakers & (4)

Fuses.

Response: Elevation has been revised to match single-line.

- #2 Reference EP201 (Addenda 5) Elevation Drawing Main Utility / Gen Paralleling Gear Lineup, please confirm all Medium Voltage Circuit Breakers in this lineup are required to be 50kA rated as specified in 261313 2.4.C or if 25kA rated circuit breakers would be acceptable?[MSG1][JHS2]

Response: Provide 50KAIC per 26 13 13.

- #3 Reference EP201 (Addenda 5) Elevation Drawing Main Utility / Gen Paralleling Gear Lineup, please confirm if IBC 2018 Seismic Rating is required?

Response: Yes see updated specs and details. [PHF3]

#4 Reference EP201 (Addenda 5) Elevation Drawing Main Utility / Gen Paralleling Gear Lineup, please confirm if Redundant PLC’s are required?

Response: Yes, redundant PLC controls are required. The two utility sources are 30 degrees out of phase, thus the main-tie-main MUST be provided with open transition automatic throwover with redundant PLC controls. Additional information has been added to paralleling gear spec.

- #5 Reference EP201 (Addenda 5) Elevation Drawing Main Utility / Gen Paralleling Gear Lineup, please confirm the 112.5kVA Transformers are to be provided by the contractor and installed & mounted externally to the MV Gear?

Response: Confirmed and shown on EP401 in previous addendum. Correct the transformer is externally mounted.
