About this file
This document package includes a technical specification for hydronic piping systems and a notice for an upcoming federal contract opportunity.
The technical specification outlines requirements for hydronic piping, valves, fittings, hangers, supports, insulation, testing and training. It requires copper, cast iron, steel and plastic piping as well as ball valves, butterfly valves, gate valves, globe valves, check valves and strainers. Submittals, quality assurance, firestopping and backflow preventer installation are also specified.
The related federal contract opportunity is a $5-10 million construction project to upgrade emergency power at a VA medical center. The solicitation will be issued on August 14th as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses. Offerors must be registered and verified in the VIP and SAM databases. The contractor must perform a minimum of 15% self-performance and the project duration shall not exceed 600 days. The pre-bid site visit information and bid due date will be included in the solicitation package to be posted on SAM.gov.

Coordinate with other trade s for space available and relative location of HVAC equipment a nd accessories to be connected on ceiling grid. Pipe location on the dra wings shall be altered by contractor where necessary to avoid inte rferences and clearance difficulties.
C. Store materials to avoid excessive exposure to weat her or foreign materials. Keep inside of piping relatively clean d uring installation and protect open ends when work is not in progress.
D. Support piping securely. Refer to PART 3, Section 2 3 05 11, COMMON WORK
RESULTS FOR HVAC. Install heat exchangers at height sufficient to provide gravity flow of condensate to the flash tan k and condensate pump.
E. Install piping generally parallel to walls and colu mn center lines, unless shown otherwise on the drawings. Space pipin g, including insulation, to provide 25 mm (1 inch) minimum clear ance between adjacent piping or other surface. Unless shown othe rwise, slope drain piping down in the direction of flow not less than 25 mm (1 inch) in 12 m (40 feet). Provide eccentric reducers to keep bot tom of sloped piping flat.
F. Locate and orient valves to permit proper operation and access for maintenance of packing, seat and disc. Generally, l ocate valve stems in overhead piping in horizontal position. Provide a u nion adjacent to one end of all threaded end valves. Control valves usua lly require reducers to connect to pipe sizes shown on the drawing. Inst all butterfly valves with the valve open as recommended by the manufactu rer to prevent binding of the disc in the seat.

3.5 FLUSHING AND CLEANING PIPING SYSTEMS
A. Water Piping: Clean systems as recommended by the s uppliers of chemicals specified in Section 23 25 00, HVAC WATER TREATMENT.
B. Initial Flushing: Remove loose dirt, mill scale, me tal chips, weld beads, rust, and like deleterious substances withou t damage to any system component. Provide temporary piping or hose to bypass coils, control valves, exchangers and other factory cleane d equipment unless acceptable means of protection are provided and sub sequent inspection of hide-out areas takes place. Isolate or protect c lean system components, including pumps and pressure vessels, a nd remove any component which may be damaged. Open all valves, dr ains, vents and strainers at all system levels. Remove plugs, caps, spool pieces, and components to facilitate early debris discharge fro m system.
Sectionalize system to obtain debris carrying veloc ity of 1.8 m/s (5.9 f/s), if possible. Connect dead-end supply and retu rn headers as

23 21 13-15 necessary. Flush bottoms of risers. Install tempora ry strainers where necessary to protect down-stream equipment. Supply and remove flushing water and drainage by various type hose, temporary and permanent piping and Contractor's booster pumps. Flush until clean a s approved by the
COR.
C. Cleaning: Using products supplied in Section 23 25 00, HVAC WATER
TREATMENT, circulate systems at normal temperature to remove adherent organic soil, hydrocarbons, flux, pipe mill varnish , pipe joint compounds, iron oxide, and like deleterious substan ces not removed by flushing, without chemical or mechanical damage to any system component. Removal of tightly adherent mill scale i s not required. Keep isolated equipment which is "clean" and where dead- end debris accumulation cannot occur. Sectionalize system if p ossible, to circulate at velocities not less than 1.8 m/s (5.9 f/s). Circulate each section for not less than 4 hours. Blow-down all st rainers, or remove and clean as frequently as necessary. Drain and pre pare for final flushing.
D. Final Flushing: Return systems to conditions requir ed by initial flushing after all cleaning solution has been displ aced by clean make-
up. Flush all dead ends and isolated clean equipmen t. Gently operate all valves to dislodge any debris in valve body by throttling velocity.
Flush for not less than one hour.
3.6 STARTUP AND TESTING
A. Perform tests as recommended by product manufacture r and listed standards and under actual or simulated operating c onditions and prove full compliance with design and specified requireme nts. Tests of the various items of equipment shall be performed simul taneously with the system of which each item is an integral part.
B. When any defects are detected, correct defects and repeat test at no additional cost or time to the Government.
C. Adjust red set hand on pressure gauges to normal wo rking pressure.
3.7 DEMONSTRATION AND TRAINING
A. Provide services of manufacturer’s technical repres entative for 4 hours to instruct each VA personnel responsible in operat ion and maintenance of the system.
B. Submit training plans and instructor qualifications in accordance with the requirements of Section 23 08 00, COMMISSIONING OF HVAC SYSTEMS.
