1. Drawing EP001S note 15 & 16 show new preferred and alternate utility service feeders. Please clarify the following:

a. Is this bid package just responsible for the duct bank/manholes and the utility will pull conductors?

i. If so, will the utility pull temporary feeder (Note 21)?

ii. Who is responsible for terminations?

iii. What is utility proving (metering cabinet, new pole, etc.)?

b. If the conductors are in this package, please clarify size.

Response: We have the following info from the utility (I&M). My commentary is in red.

I&M plans to install primary metering cabinets for each of the (2) 12KV services. The metering cabinets will be located near the existing metering poles/ points of service.

Drawings have been revised to show cabinets near poles. Poles provided by utility. Manholes have been added where metering cabinets were previously located.

I have requested specifications on the metering cabinet(s). I will provide those once I have received them.

The secondary bushings of the metering cabinet(s) will be the point of ownership for the services. The contractor for the VA will install the load-break elbows on the secondary side of the cabinet. If the cabinets require a concrete pad those pads would be the responsibility of the contractor as well. Contractor to provide concrete pad per construction documents. Drawings have been revised to show this information.

The metering cabinets may have up to (2) secondary bushings per phase.

The service conductors from the secondary side of the metering cabinets will be owned by the VA and installed by the VA electrical contractor. The number and size of conductors installed are at the customers discretion, as long as they meet NEC requirements, and can be connected to the (2) bushings per phase of the metering cabinet. See revised single-line for incoming feeder.

2. Drawings EE001S and EP001S do not have a scale listed. Are these drawn to scale? If so, please provide what scale to use.

Response: Refer to revised plans for scales.

Response:

Panel P2SG is a 400A MLO panel. Refer to revised single-line in drawings. Transformer configuration has been revised – no longer within gear. See revised drawings for new configuration.

4. EP601 note 1 says to provide a temporary tie between switches J & S. Please clarify if conduit is required or if cabling can be laid along ground.

Response: If duration is less than 3 days, cabling can be laid along ground. Personnel barriers shall be installed around area.

5. Switches J and S can not be located on the map. Please provide a location for these.

Response: Switches J and S are located outside of building 175. See attachment for reference. Exact switches shall be confirmed in field with campus facilities prior to any work.

6. On EE401 on the enlarged drawing for building 124 there is no EEDP panel. On EE601 the panel is shown. Is the EEDP panel part of building 124?

Response: Panel EED is shown on sheet 138EP-100. It is not a part of the EMCS system.

7. There is a room detail for building 127 on EE601 but there is no pathway shown on EE100. Is this building part of the bid package?

Response: Building 127 to be included. Routing shown in revised plans. Confirm exact location of telephone room with VA.

8. There is no enlarged room detail for building 138 on EE401. Is this room detail being provided?

RFI-011 Batch 11/09/2020

1. Reference Generator

a. The only exception we see is to Section 1.5 Submittal, 7. Certification a. 1)

Most standby units only run a maximum of 200 hours per year. We see a lot of units still in operation after 20 years with less than 1000 hours on them. It would next to impossible to find any manufactures standby generator that would be the same bore, stroke and model with 2000 hours on them. In most cases generators technology changes every five (5) years and with EPA regulations engines must run more efficient in order to comply with updated standards. Please confirm if that qualification will be revised.

Response: Revise 2,000 hours to 200 hours or similar manufacturer’s standard testing procedure if approved by Engineer during shop drawing review.

RFI-012 Batch 11/09/2020

a. No way to determine this.

f. What is the weight of the existing medium voltage capacitor?

a. Estimate no more than 100 lbs.

g. What size stand by generator is required?

a. Medium voltage generator size indicated on single-line.

h. Will the GC take care of locating all private utilities?

a. This is a single prime contract. Prime contract to determine scope of sub contractors.

i. Prints EE001S, EP001S and 194EY-100 do not have scale associated with them.

a. See revised EE001S and EP001S for scale.

RFI-014 Batch 11/19/2020

1. Spec. 263624/ Dwg. EE601

a. Is it acceptable to utilize the existing EMCS infrastructure currently in place to satisfy the requirements of specification section 263624 – Energy Monitoring and Controls System, which would eliminate the need for the additional fiber, fiber switches, conduit, and new EMCS Server. We would still propose to provide all of the necessary meters at all locations shown and also fiber and conduit to the new generator building. The software to meet the specifications, Schneider Electric – Power Monitoring Expert, would be added to the existing EMCS Server and include all of the specification and drawing intent.

Response: Provided dedicated equipment/fiber/raceway per VA Design Guide.
