About this file

This document is a comprehensive specification for asbestos abatement and renovation work for Building 15, Second Floor at the Charles George VA Medical Center in Asheville, North Carolina. The project involves removing approximately 11,700 square feet of asbestos floor tile mastic located under various floor coverings, with an estimated total area of ~600 square feet of exposed mastic and ~10,700 square feet of mastic under carpets and multiple floor layers. The abatement work requires strict adherence to federal safety regulations, including OSHA and EPA guidelines, and involves establishing regulated containment areas, using specialized personal protective equipment, implementing negative air pressure systems, and following detailed removal, decontamination, and disposal procedures.

The specification provides extensive technical requirements for the asbestos removal process, including worker training, respiratory protection, medical surveillance, waste handling, and final clearance testing. Contractors must submit comprehensive documentation including an Asbestos Hazard Abatement Plan, personnel qualifications, training certificates, medical records, and detailed work schedules. The project requires specialized industrial hygiene monitoring, with both the contractor and VA employing certified industrial hygienists to ensure compliance and safety throughout the abatement process. The work is part of a renovation project with the solicitation number 36C24625B0007, targeting the complete renovation of the second floor of Building 15 at the Asheville VA Medical Center.

Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR

COMMUNICATIONS INSTALLATIONS and 28 05 00, COMMON WORK RESULTS FOR

ELECTRONIC SAFETY AND SECURITY for additional requirements.

2. Contractor shall submit a request to interrupt any such services to

COR, in writing, 7 days in advance of proposed interruption. Request

01 00 00 -8 shall state reason, date, exact time of, and approximate duration of such interruption.

4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR.

5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.
