About this file
This document is a Revised Follow-On Questions and Responses file for a VA construction project involving renovations to Building 15, 2nd Floor at a facility in Asheville, NC. The document addresses four key technical and scope clarification questions from potential contractors, including: (1) details about 3rd floor plans and lintel installation requirements, with updated mechanical and electrical drawings provided; (2) clarifications on communications and data outlet responsibilities, specifying that the contractor will provide back boxes and conduit while the owner vendor handles specific equipment installations; (3) lead-based paint (LBP) remediation status, with recommendation to reference an attached Asbestos Bulk Sampling Report; and (4) commissioning specification adjustments, with revised specification sections removing systems outside the current project scope.
The questions and responses suggest complex coordination between the construction team, electrical contractors, VA standards, and owner vendors, particularly regarding communication systems, ductwork modifications, and potential hazardous material assessments. The document indicates ongoing refinement of project specifications and drawing sets, with multiple revisions to drawings (REV 3) and specification manuals (REV 4) to address contractor inquiries and clarify project requirements for the Building 15, 2nd Floor renovation project.

Revised Follow-On Questions and Responses
1. Reference Question #182 - No 3rd floor plans were provided as part of this solicitation, also don’t remember any lintels being installed in that project. The response given just states who/what is required to design it and the fact that it was out of the design teams scope, not a design for it. Are we to provide a stamped and sealed design for this? If so we would need as built drawings in order to price it.
- 182 - Drawing M002 detail 10 “refer to Arch drawings for opening and lintel” cannot find detail. Can the government please provide lintel schedule and detail?
This may take coordination between CE and a Structural Engineer, and possibly a revision if no lintel schedule or detail is in the drawing set. This would typically be done by a Structural Engineer and AE team was not contracted for structural. Follow 3rd Floor Plan.
• Tie the new exhaust into the existing return ductwork. We have updated drawing sheets M002, MH102, E004, and EP101. Please find attached these individual sheets and a full revised set. Refer to attachment Drawings REV 3.
2. Reference Question # 185 - This answer seems to contradict the answer given for Question numbers 88 and 172.
- 185 - Drawing E001 project general notes T. calls for owner to provide all labor, wiring and devises for communications, security and fire alarm with contractor only supplying boxes and conduit. Is this correct?
All work associated with voice, data, cctv, catv, nurse call, wifi, public address, and security access, with the electrical contractor providing back boxes and conduit stubbed up with pull wire. This note does not include work associated with fire alarm.
- 88 - The specification does not specify a manufacturer for cables or jacks. Please provide any manufacturer requirements for these.
Choose a manufacturer in which complies with the contract document and with VA
Standards.
- 172 - Please confirm if wall data/communications outlets at cubicle furniture are to be furnished, installed, and wired by the contractor or by the owner vendor.
Data/communications outlets in cubicle furniture shall be furnished, installed, and wired by the owner vendor. Contractor shall made final connection to furniture. See new work keyed note 1/EP101.
• The contractor is responsible for all voice, data, cctv, nurse call, security, and fire alarm cabling. The owner vendor will install the cubicles and then the contractor will finish running the cabling systems.
Revised Follow-On Questions and Responses
3. Reference Question # 139 & 140 - No document embedded (link does not work)
- 139 - LBP is there any LBP remediation within the scope of work?
Existing conditions are unknown. Design team recommends following conditions on third floor recommendations. Findings on third floor can be applied to second floor.
- 140 - If yes can the Government, please identify quantity and location?
VA Responded
• Refer to attachment Asbestos Bulk Sampling Report.
4. Reference Question # 189 - No document embedded (link does not work)
- 189 - Spec 01 91 00 1.7 systems to be commissioned seems to include work that is outside the scope of this project. Can the government please provide an updated schedule?
CE didn’t write spec 01 91 00, but a quick review shows a few systems listed that are outside of this project scope. E.g., fire sprinkler systems, condenser water systems, HVAC energy recovery systems, HVAC terminal unit systems, emergency power generation systems, etc. This may need to be reviewed by Labella as well. This was from the 3rd Floor Spec Manual. Revised Spec Section sent with questions.
