GENERAL REQUIREMENTS

GENERAL

1.1 SAFETY REQUIREMENTS

A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. The primary goal of this project is to replace the existing campus boiler plant with a new system, to be located in the addition on the east side of the Building 12 Boiler Plant. The age of the existing steam boilers and accessories indicates that they have reached their expected lifespan and should be replaced to ensure the safe, efficient and reliable functioning of the heating system boiler plant into the future.

B. The general scope of this project is to construct and commission replacement steam boilers and their ancillary equipment. The intent is to provide the new complete boiler system in the

Building 12 addition, including all piping, equipment, and controls. The new system will be readily switched over to operation without removing the current system. Once the new system is operational, the contents of the original boiler plant will be decommissioned, and equipment and piping not needed will be removed. This will include remediation of hazardous materials.

After the original boiler plant equipment is removed, the area will be renovated into a workshop space. The space previously used as a fuel bunker on the east end of Building 12 will be converted to a two-level storage area.

C. Contractor shall completely prepare site for building operations and furnish labor and materials and perform work for Boiler

Replacement at Canandaigua VAMC as required by drawings and specifications.

D. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer.

E. Offices of Encorus Group Engineering, P.C., as

Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or their duly authorized representative.

F. Before placement and installation of any work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.

Such prior notice shall be not less than three workdays unless otherwise designated by the COR.

G. All employees of general contractor, subcontractors, and vendors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

H. All Requirements stated within this and subsequent specification sections are to be considered part of the contract documents and the requirements within shall be adhered to by the Contractor throughout the duration of the project.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, HAZARDOUS MATERIALS: Work includes abatement of hazardous materials throughout the existing boiler plant structure. A hazardous material survey was performed to verify locations and quantities. The current hazardous material survey is attached to specification 024100 Demolition.

B. ITEM II, CIVIL: Work includes modification to the existing site civil configuration to support the new steam generation system.

This includes modifications to the site as noted in later sections of this specification; including, but not limited to 1.6

Operations and Storage Areas, 1.14 Use of Roadways, 1.8

Protection of Existing Vegetation, 1.22 Construction Sign, 1.23

Safety Sign, etc.

1. To the south of Building 12, existing sanitary lines will be excavated to allow for the addition of an oil-water separator, originating from a new building sanitary outlet. This is due to the fact that waste streams from the support spaces which may include fecal waste cannot be routed through an oil-water separator. Conversely, waste water originating in the boiler room where petrochemicals may be present must be treated before release to the site sanitary system. Both sanitary lines will rejoin the existing line downstream of the oil-water separator.

2. To the north of Building 12, site work will include modifications to existing concrete pads and sidewalks, installation of a new buried gas line for the existing meter building, and reconnection of modified roof drain leaders the existing building storm sewers. Gas line utility routing will require special attention to existing buried electrical duct banks in the area as well as existing storm sewers that must be crossed.

C. ITEM III, STRUCTURAL: Work includes modification to the existing building structure to support the installation of a new steam generation system, as well as it’s supporting equipment and spaces. Additional structural modifications will be required to renovate the existing chip hopper into a two-story storage area.

1. The existing equipment pads or piers supporting equipment that is to be removed in locations where no new equipment is planned can remain as is. Anchor bolts should be cut flush with the top of the concrete pad or pier to remove potential tripping hazards.

2. The existing equipment pads or piers supporting equipment that is to be removed and replaced with new equipment installed in the same area shall have the existing pad, piers, and adjacent slab on grade removed to suitable soil. The Ash Conveyor trench will be removed to suitable soil. The demolition areas will be defined and accomplished through controlled saw cut joints. The new equipment will be placed on independent thickened slabs on grade. The surrounding new slab on grade will match the existing slab on grade thickness that has not been removed. A series of concrete trenches will be installed in the new slab on grade to accommodate boiler blow down and fuel oil piping. New metal grating will be installed over the trenches.

3. The generator will be moved above the old Conveyor Pit and will be supported by a concrete slab with a composite metal deck. The metal deck and slab will be supported by a series of steel framing, along with multiple bays of steel columns. The system will be laterally braced in both directions. New structural members will be installed above the old Feed

Conveyor Trenches, with a metal deck, to support the new boiler equipment pads.

4. New equipment that requires elevated access will include structural steel access platforms and frames. These platforms will include a stair tower to allow access to the new roof hatch location. Miscellaneous framing such as steel angles and channels may be used to bridge the pit area and support floor

01 00 00 -5 plate or grating. Miscellaneous pipe and conduits can be supported through cold formed strut systems.

5. After the original boiler plant equipment is removed, a portion of the area will be renovated into a workshop space that’s finished floor will be elevated to the same height as the newly renovated boiler room’s finished floor. This workshop space will consist of a concrete slab with a composite metal deck. The metal deck and slab will be supported by a series of steel framing, along with multiple bays of steel columns. The system will be laterally braced in both directions. Two access stairs will be installed on either end of the workshop and a ramp will be installed to allow items to be moved from the original boiler plant floor to the workshop. A new set of stairs will be installed to allow access from the workshop to the existing mezzanine in the original boiler plant.

6. The space previously used as a fuel bunker on the east end of

Building 12 will be converted to a two-level storage area. The upper storage space will have a finished floor that is elevated to the same height as the newly renovated boiler room’s finished floor. The elevated storage space will consist of a concrete slab with a composite metal deck. The metal deck and slab will be supported by a series of steel framing, along with multiple bays of steel columns. The system will be laterally braced in both directions. The elevated floor will have two openings: one opening to accommodate a set of stairs which allows access to the lower storage area, and another opening where a hydraulic freight lift will be installed.

D. ITEM IV, ARCHITECTURAL: Work includes non-structural modifications to the existing building to provide boiler support spaces, removal of current support spaces supporting existing

01 00 00 -6 boiler operations, as well as repairs and updates to the building envelope

1. The three new boilers will have stacks that require roof penetrations. In addition, a new roof hatch will be installed in the eastern end of the building and a new wall penetration will be required for generator ventilation. There will also be multiple gas and steam pipe vents that will penetrate the roof and walls.

2. A new masonry opening will be created at the northeast portion of the Boiler Room. A man-door will then be installed, complete with hardware. An exhaust hood opening for the generator ventilation will also be included in this general vicinity. A new canopy will be installed on the north side of the building to cover the propane area and the double door.

3. A break room area will be added to the south wall at the

Control Room. This area will consist of kitchen cabinets, sink, countertops, and full-size refrigerator This was designed to have minimal disturbance of the existing finishes.

The sink will be installed below the existing east window and the remainder of the work will be to the right of the sink.

The floor will have to be cut and patched at the new waste line; thus, the tile floor and wall base will need to be patched.

4. New male and female toilet and locker rooms will be created on the new structural platform in the center of the Boiler Room at the east wall. These rooms will be constructed of 6” block, 10’ heigh with a cold formed steel joist platform roof with plywood sheathing. There will be an acoustic tile ceiling at

8’ high, with painted block walls, ceramic tile walls, and epoxy floors and wall base. The doors and frames will be painted hollow metal. There will be floor mounted lockers 1’

01 00 00 -7 wide x 6’ high in both locker areas. There will also be a fixed wood bench in the locker rooms to accommodate people while changing clothes.

5. The new rooms will all be ADA accessible including doors, plumbing fixtures, ceiling hung toilet partitions, countertops, and door hardware.

6. A janitor’s closet with a 2’ square mop sink with shelving and clips hangers for brooms and mops will be included in between the locker areas. This room will be constructed the same as the toilet and locker rooms.

7. The toilet room and office in the northeast area of the original boiler plant will be removed.

8. The boiler plant supervisor’s office on the upper level of the original boiler plant will be renovated, including a new acoustic ceiling, new LVT floor tile and the walls will be repainted.

9. All of the windows of the original boiler plant in building 12 will be removed and replaced with metal framed windows. These windows will have thermo-break frames and insulated glass with inserts in the glass cavity to replicate divided lite panels.

These new units will meet the current energy codes and will replicant the window design currently in place. The west wall of the original boiler plant area has four (4) bottom windows that will be installed as single hung with a transom above.

The five (5) windows above will be awning windows.

10. The interior masonry walls in the original boiler plant area will be painted over the existing materials.

11. The building 12 roof will be patched where the three boiler stacks are removed. This will consist of metal decking, 01 00 00 -8 structural angles or framing with a roof and insulation similar to the current installation.

12. The Boiler Room will have three openings for new boiler exhaust stacks. Structural design will be included along with flashing these stacks into the existing roof. The roof hatch over this area will also be removed and patched similar to the boiler stack patches. There will be a new roof hatch at the northeast corner of the roof which will require a new opening, and flashing into the existing roof. This will also require structural framing.

13. A new 8” block wall will be installed in the new storage area

(fuel bunker) between the lower area of the current fuel bunker and the lower pit area in the boiler room. This wall will be constructed from the concrete slab to the floor deck above, east of the current truss joist supporting the boiler floor above.

14. A metal guardrail will be installed around the new equipment lift and stair in the new storage area with a gate for access to the lift. There will also be a new steel stair with guardrails enclosed in a new 8” block wall from the finish floor to the lower level of the storage area. The steel channels, stringers, and guardrails will be painted. During our field visits we noticed some masonry deterioration on the west side of the existing boiler building that will need attention in the near future. Currently this is out of our scope of work, but would like to bring it to your attention.

There are vertical cracks in the walls, and areas that will require masonry pointing.

E. ITEM V, FIRE PROTECTION: Work includes removal of portions of existing systems, installation of new fire alarm and new fire

01 00 00 -9 suppression systems to support boiler systems and associated support functions.

1. Fire Pump & Water Supply – The fire pump will no longer be required to meet the demands of the sprinkler system that was required for the biomass plant. To allow for additional space to support storage for the new boiler equipment, the fire pump and all ancillary equipment and devices will be removed.

2. Wet-Pipe Sprinkler System – This system is provided in the main boiler area of the addition, the control room, and electrical room. This system can be left in place to continue sprinkler protection in these areas. This system will be extended in multiple places. The first will be to provide an extension down to the new bathrooms within the boiler plant and below the floor of these bathrooms. This will provide sprinkler protection to the bathrooms and the pit level below.

Another extension will occur at the west end of the primary crossmain to provide new sprinkler protection in the new workshop areas (current boiler plant area). In addition, sprinkler drops will be added, where required to cover areas under catwalks, equipment, etc.

3. Dry-Pipe Sprinkler System – This system is provided in the fuel bunker area. This area is going to be renovated and converted to storage space. A floor is going to be added at the fuel bunker opening, creating two levels of storage; one at the main level, and one at the pit level. In addition to these renovations the area will be heated. Due to these changes, the dry-pipe system will be switched over to a wet-pipe system, and an extension installed to provide sprinklers to the pit level storage area. All galvanized piping is to be removed and replaced with standard black steel pipe for the wet pipe system. The dry pipe riser valve will be replaced with a standard wet pipe riser valve.

4. Deluge Sprinkler System – The deluge sprinkler system was installed specifically to provide protection for the top and sides of the steel bin enclosure over the screw conveyor. This will no longer be necessary; therefore, the deluge system will be removed as a part of this project.

5. Hose Cabinet System – In addition to the sprinkler systems there is a riser supplying a series of fire hose cabinets throughout the building. The current plan will be to leave them in place unless they interfere with the installation of the new boiler systems.

6. General – Systems design will be modified if needed throughout the design process to provide appropriate coverage per the requirements of NFPA 13, based on the new boiler systems configuration.

7. Alarm devices in the primary boiler and equipment area of the building 12 will be left as is except where needed to facilitate demolition or new construction. For example, any devices within the existing catwalks will be removed; and the heat detection wire system supported the deluge sprinklers are to be removed. New devices will be installed as needed to support new equipment configurations, bathrooms, exits, etc.

8. The existing fuel bunker area will be modified to remove the

“intrinsically safe” equipment. Standard fire alarm speaker/strobes matching the rest of the system will be installed to support both floor levels in this area.

9. The fire pump room will see the removal of all supervisory switches, flow switches, pump controllers, and other alarm devices supporting the removal of the fire pump, jockey pump, deluge valve, dry-pipe valve, and other piping and valves required to modify the system.

10. The existing boiler plant currently has a fire alarm system installed. This system has older devices. With the renovation of this space into a workshop, all current fire alarm devices, conduit, and wire will be removed back to the FATC located in the hallway to the north. New wiring, conduit, and devices will be installed to bring the area up to date with the rest of the building.

F. ITEM VI, PLUMBING: Work includes domestic and sanitary plumbing modifications to support the construction of the updated boiler space.

1. Currently, all piping related to domestic water (and fire water) supply is intended to remain in place for the Building

12 addition. Where branch lines extend to serve boiler process that are to be demolished, these lines will be isolated, capped, and then returned to service.

2. The design intent is to remove all domestic water systems within the original boiler plant back to the point of entry.

This will include the removal of the existing locker and restroom facilities. The design will also remove the bathroom just outside of the control room in the Building 12 addition.

These facilities will be replaced by locker, shower, and bathroom facilities all located within the new boiler areas.

3. A service sink will be included within the new workshop area on the wall between the workshop and boiler plant. Plumbing serving this sink will be tied into the domestic and sanitary services from the new boiler area.

4. Sanitary sewer piping will be extended throughout the area, beneath the concrete floor, to support the operator locker rooms and rest rooms, sample station sink, and kitchenette in the control room. In addition, floor drains will be added to

01 00 00 -12 support the boiler systems; routed separately to the south wall of the building towards an oil-water separator.

G. ITEM VII, MECHANICAL – BOLIER PLANT: Work includes the removal of legacy boiler systems, the construction of a new steam generation system, commissioning and startup of the new system, and de-commissioning and removal of the existing system.

1. The intent is to provide a new steam heating plant, complete and fully operational with all accessories and piping, controls etc. It is not advisable to attempt to reuse any of the existing heating plant equipment, with the exception of the fuel oil pump skid and vacuum condensate receiver, which are of recent installation. The remainder of the boiler accessories are of a similar age to the boilers and relocating equipment would also complicate the installation and disrupt the existing heating plant before the changeover.

2. The proposed design will include 3 identical boilers, sized for N+1 compliance. They will be firetube design, 200 PSI rating, as selected by VA stakeholders. The selected boiler is a Cleaver Brooks Model CBLE-4W-200-500-200ST with 17,250 lb/hr capacity (500 BHP). The summer heating load will be within the optimum efficiency range of a single boiler, and a summer

– only boiler will not be necessary. Sizing and selection analysis for the boilers can be found within Report REP-21070-

001, provided to the VA as part of the 30% Schematic Design submission.

3. The boilers will utilize stack economizers (non-condensing) for feedwater preheating/heat recovery. New condensate return pumps will be provided for the North and South loop condensate returns, located in the original boiler plant and will discharge to the condensate surge tank located in the addition. The existing vacuum return condensate pump will be

01 00 00 -13 re-piped to discharge to the surge tank. The surge tank will collect returning condensate and pump it to the deaerator.

Boiler feed water will then be pumped on demand to the individual boilers through the boiler stack economizer.

4. The steam supply outlets from the new boilers will be connected to a new steam supply header located in the Building

12 addition. The new header will connect to 3 locations in the original boiler plant to serve the north steam loop, south steam loop, and laundry steam service. The three connection points have existing block and bleed valve setups, so these tie-in points can be isolated from the existing steam system during construction. The existing steam header will remain untouched until it is demolished after the new system has been commissioned.

5. The boiler system will incorporate surface blowdown heat recovery for makeup water pre-heating, a water softening system for makeup water, and chemical feed systems for system water treatment. Makeup water will be pumped to the deaerator.

6. Boiler controls furnished will include a complete SCADA

(Supervisory Control and Data Acquisition) system for monitoring and controlling the whole system from a single location. This will incorporate all of the boilers, pumps and ancillary equipment, operation, control and monitoring, including combustion monitoring and data logging of operational conditions. This will be located in the existing

Control Room in the Building 12 addition.

7. The existing vacuum condensate receiver, which was recently replaced, will remain in the original boiler plant. The new fuel oil pumps being installed as part of the current fuel oil tank project will remain in the original boiler plant and be re-piped to the new boilers.

H. ITEM VIII, HVAC: Work includes modifications to existing systems, as well as addition of new HVAC equipment to support the operation of the new steam generation system.

1. The original boiler plant HVAC will be demolished along with the removal of the original boilers and ancillary equipment.

The replacement HVAC system will be sized for a workshop area.

This will include five unit heaters, two exhaust fans, and one supply fan. The office will keep its existing split system for cooling and be heated by one of the unit heaters.

2. In the Building 12 addition, most current HVAC equipment is intended to stay, as well as any ductwork and piping. Steam piping supplying the HVAC equipment will be disconnected from the existing steam header and reconnected to the new steam header. The rooftop HVAC units will be replaced in kind, as their age (approximately 10 years) amounts to roughly half their expected useful life. The existing supply and exhaust fans will be refurbished, and will provide boiler room ventilation. The two steam makeup air units will also be refurbished and used to provide boiler combustion air.

3. A new rooftop HVAC unit will be provided for the new locker/shower room area. The diesel generator will be moved into the Building 12 addition, and will require intake and exhaust ductwork and louvers/roof vents.

4. The makeup air units will be controlled by the boiler SCADA system to provide combustion air as necessary. A HVAC DDC system will control the boiler room ventilation, controlling supply and exhaust fans based on room temperature. The existing electric unit heaters will provide space heating when necessary. The control room, electrical room and locker/shower room HVAC units will be included in this system.

5. Heating will be provided for the new storage spaces that was previously the fuel bunker. Enough heating will be provided for the storage to be classified as semi-heated and will be equipped with two unit heaters and one exhaust fan. The pit level storage area will be equipped with two additional smaller sized unit heaters. Makeup air will be assumed to come from infiltration through the building envelope.

6. Heating and ventilation will be added to the Propane Storage room in accordance with NFPA 58. A steam convector will be use to provide adequate heat and two louvers along the north wall will be used for ventilation.

I. ITEM IX, ELECTRICAL POWER SYSTEMS: Work includes modifications to the electrical power systems installed as a part of the Building

12 addition, as required to support the new boilers and associated equipment, and the removal of the existing boilers and steam turbine. Additionally, the equipment will be modified as required to ensure compliance with VA standards.

1. The 208V generator and associated transfer switch will be removed and the equipment in Building 13 re-supplied from the new equipment in Building 12. The fire station will be supplied with a backup connection from the 480V generator supply.

2. The 480V generator will need to be made accessible from the facility to ensure compliance with the VA design standards.

Encorus intends to relocate the emergency generator into the boiler plant.

3. No change is currently planned for the existing 4160V generator, but its associated control system will be extended to provide an interface with the new plant SCADA system.

4. Lighting will be redesigned to utilize LED light fixtures throughout the building and remain on a single phase 277V

01 00 00 -16 system. In addition, area under the new workshop floor will be lit to accommodate any work that may occur below. The new lighting design adheres to or surpasses the minimum requirements set forth in the Lighting Design Manual.

5. New receptacles will be distributed throughout the building to provide convenient power access throughout. In addition, the control room will be equipped with receptacles for the three work stations, SCADA boards, telecoms racks, and the new breakroom area. For the workshop area, 2 sets of 3-phase special purpose outlets will be added at 480V and 208V, to accommodate the use of heavy tools. Additionally, transformer

T12.1 will be relocated to the shop floor and feed panel PP-6 at 208Y/120V. Panel DP-4 will supply T12.1 and provide additional 480Y/277V power to the workshop area. A new set of panels, one 100A 480/277V (DP-5) and one 100A 208/120V (PP-8), and a transformer will be added to A101 to isolate the circuits serving the Storage Area of Building 12.

J. ITEM X, CONTROL & MONITORING SYSTEMS: Work includes new control systems hardware, software, and programming to support operation of the new steam generation system within Building 12.

1. New control panels with local HMI screens will be provided at each of the new boilers. Controls provided will be in accordance with industry practice and VA standards.

2. Provide new SCADA operator workstations with up-to-date software package and hardware to reduce the maintenance backlog on the current system. Compliance with ISA 101 for all

HMI and SCADA graphics to provide better operator awareness of system status is required.

3. New fiber optic cabling shall be extended to the control room area to provide an interface from the facilities existing BMS system to the existing SCADA interface.

4. New interfaces will be provided to the existing 4160V generator to integrate it with the new facility SCADA system to allow for remote monitoring from the control room.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at

Contractor's expense.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.

2. The General Contractor is responsible for assuring that all sub-contractors and vendors working on the project and their employees also comply with these regulations.

B. Security Procedures:

1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.

2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without written permission of the Contracting Officer. Patients and staff are not to be photographed at any time.

4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the

Contracting Officer.

C. Key Control:

1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative (COR) for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.

2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See

Section 08 71 00, DOOR HARDWARE and coordinate.

3. At the discretion of the COR, the contractor can utilize the VA

Medical Center standard construction core. In this case, the contractor is required to sign and return the Canandaigua VAMC key affidavit form prior to being provided use of this core.

D. Document Control:

1. Before starting any work, the General Contractor/Sub

Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.

2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or

“Sensitive Unclassified”. Secure such information in separate

01 00 00 -19 containers and limit the access to only those who will need it for the project. Return the information to the Contracting

Officer upon request.

4. These security documents shall not be removed or transmitted from the project site without the written approval of

Contracting Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the

VA.

6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.

7. All electronic information shall be stored in specified location following VA standards and procedures using an

Engineering Document Management Software (EDMS).

Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.

“Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.

E. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted

24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10)

A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance. The Contractor shall identify any work in the phasing schedule that will occur outside the defined phasing area shown on the drawings and notify the COR of any impact to continuous operations.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the

Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the

Contractor at its expense upon completion of the work or at the

COR’s discretion. With the written consent of the Contracting

Officer, the buildings and utilities may be abandoned and need not be removed.

C. The Contractor shall, under regulations prescribed by the

Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the

Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

D. Working space and space available for storing materials shall be as shown on the drawings.

E. Workers are subject to rules of Medical Center applicable to their conduct.

F. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times. If a lane of roadway is to be blocked, a flagger will be utilized to ensure safe passage of those in the surrounding area.

G. Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. The existing boiler system’s operation is critical to the function of the

Medical Center as a whole and must not be negatively impacted.

Any outages to site steam production will require pre-coordination with the COR and Boiler Plant Supervisor, and may require implementation of temporary steam generators provided at the contractors expense.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by

Department of Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to

Medical Center areas required to remain in operation.

3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.

H. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.
