A-E Demolish Building 222, 33, 34 Project Questions

1.Q: Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
A: Estimated magnitude of construction is between $1,000,000.00 and $5,000,000.00.
2.Q: Are there existing hazardous materials assessments (asbestos and lead-based paint) and/or abatement documentation records, for the affected structures? Would they be available for review if we are successful in the source selection process as one of three candidates chosen to provide a proposal?
A: The VA does have reports for hazardous materials on all three buildings. These reports will be made available to the top three candidates.
3.Q: What is the current condition of the buildings? Are there any access limitations or safety concerns that would hinder investigations?
A: All three buildings are abandoned and are accessible by lock and key. VA personnel must be present when investigations are taking place.
4.Q: VA does not have a CATEX for demolition, so it is assumed an Environmental Assessment will be the required NEPA documentation – with that assumption: are there just 2 alternatives to be analyzed in the EA (Demo and No action)?
A: Correct. An environmental assessment is required.
5.Q: Were any reuse options for the buildings considered?
A: Reuse was considered but is not practical given the state of the buildings.
6.Q: Are there existing future plans for the land after demo?
A: There are no future plans at this time.
7.Q: Is a public meeting required during the 30-day comment period?
A: Yes.
8.Q: For schedule purposes, how many drafts will be required for each of the individual NEPA compliance documents (e.g., EA, FONSI etc.)?
A: 1 Draft of each assessment required to be sent to VA for Review.
9.Q: For schedule purposes, how long will the VA require to review/comment on the draft NEPA documents?
A: VA review is generally 14 calendar days.
10.Q: For schedule purposes, will an NOA for the final EA/FONSI be required?
A: Yes.
11.Q: Any hard copy documents required or can all NEPA related submissions to the VA be made electronically?
A: Electronic Submission is acceptable.
12.Q: Any hard copy documents required for public review or can the document just be posted to a VA website for public download/review?
A: Posting to VA website is acceptable.
13.Q: Have the requirements of the 2019 MOA with the SHPO for the demo of the buildings been completed? If not, will the written and photo documentation required by the MOA be a part of this scope of work?
A: No, Yes.
14.Q: The period of performance: 88 calendar days is not realistic. The site investigation phase including testing and obtaining the test results can take up to 60 days. This information is crucial for the hazardous materials scope. Can we propose a more realistic schedule?
A: If 88 Calendar days are not realistic, please provide a realistic schedule with AE proposal.
