About this file

This is an Attachment D Certifications document issued by the City of Alexandria, Virginia for a Request for Proposals (RFP) solicitation for a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System Replacement. The RFP was issued on behalf of DASH (the Customer) to solicit proposals from interested, licensed, and qualified firms to provide a next-generation, turnkey CAD/AVL system. DASH requires a system that enables staff to effectively manage operations, track bus locations in real-time, provide real-time bus arrival information, and communicate with customers. The system must support real-time wayside displays, monitoring of headway and schedule adherence, map and grid views, performance indicators, customizable reporting modules, incident management, historical playback, event-based alerts, and broadcast messaging. The solicitation was issued in 2009.

The certifications document requires bidders to execute three separate attestations: a Certified Statement of Non-Collusion certifying that the bid is not the result of collusion or fraud and acknowledging the penalties under Virginia Code for false statements or bid manipulation; Disclosures Relating to City Officials and Employees requiring bidders to disclose any commissions, fees, or things of value received or promised to city officials, employees, or board members, as well as any potential financial impacts to such individuals if the contract is awarded; and an Equal Employment Opportunity Agreement committing the contractor to comply with non-discrimination requirements, the City's Human Rights Code, reasonable accommodation for disabled employees, and inclusion of these provisions in all subcontracts. All certifications must be signed by an authorized signatory of the bidding firm.
