About this file
This is a "No Response" Form issued by the City of Alexandria as Attachment G to Request for Proposals (RFP) 2009 for a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System Replacement project on behalf of DASH (the transit customer). The form is designed to collect feedback from vendors who choose not to submit a proposal in response to this solicitation. The RFP seeks proposals from interested, licensed, and qualified firms to provide a next-generation, turnkey CAD/AVL system that enables staff to manage operations, track bus locations in real-time, provide real-time bus arrival information, and communicate with customers. The required system capabilities include real-time bus tracking, wayside displays, headway and schedule adherence monitoring, map and grid views, performance indicators, customizable reporting modules, incident management, historical playback, event-based alerts, and broadcast messaging.
The "No Response" Form provides vendors with seven checkbox options to indicate their primary reason(s) for not submitting a proposal, including: products or services not offered; unclear or restrictive specifications; insufficient preparation time; business inability to handle the project; unacceptable general terms and conditions; unsatisfactory experience on previous City contracts; or other reasons. Vendors are instructed to submit the completed form to the Point of Contact listed in Part A of the solicitation via email rather than through the Euna Procurement platform. The City explicitly states that feedback from non-responding vendors is valued as part of its continuous improvement efforts to enhance procurement effectiveness, fairness, and transparency.
