About this file

This is a definitions and abbreviations exhibit from the City of Alexandria's Request for Proposals (RFP) for a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System Replacement on behalf of DASH (Desnies Alexandria's transit system). The RFP seeks proposals from qualified, licensed firms to provide a next-generation, turnkey CAD/AVL system that enables real-time bus tracking, wayside display management, schedule adherence monitoring, map and grid visualization, performance reporting, incident management, historical playback, event-based alerts, and broadcast messaging capabilities. The document establishes comprehensive definitions and standardized terminology that apply to all aspects of the solicitation, contract execution, and project administration, including key terms related to system components, contract administration roles, deliverables, acceptance criteria, and payment structures.

The definitions exhibit does not contain information regarding pricing terms, set-asides, incumbent contractors, funding sources, response deadlines, or contract award dates. Rather, it serves as a foundational reference document establishing uniform interpretation of contractual language throughout the procurement process. The exhibit includes detailed definitions of technical abbreviations and system components (such as AVL, CAD, GPS, GTFS, MDT, and APC), procurement-related terminology (such as Bid, Offeror, Responsive, and Responsible), contract administration roles (including Contracting Officer, COR, and COTR), and financial/delivery terms (including Acceptance, Deliverables, Contract Sum, and Final Completion). The definitions clarify that the contract documents comprise the solicitation, addenda, the successful respondent's proposal, the Notice of Award, executed contract agreement, general and special terms and conditions, schedules, exhibits, and any subsequent modifications or change orders.
