About this file
This is a Scope of Work document for RFP No. 2009 issued by the City of Alexandria on behalf of DASH (Alexandria's transit agency) to procure a replacement Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) system. DASH operates twelve bus routes and the King Street Trolley serving over five million passengers annually with a fleet supported by over 250 full-time employees. The RFP seeks an open architecture, scalable, and turnkey CAD/AVL solution that will replace the current on-premise Clever Devices system implemented in 2015. The solution must include service monitoring and management modules, incident management capabilities, onboard operator and customer displays, automated voice announcement systems, automated passenger counter integration, real-time arrival predictions compliant with GTFS-RT standards, yard management with Fleetio integration, CAD/AVL playback functionality, transit signal priority integration, and comprehensive reporting for National Transit Database compliance. The contractor must provide a project schedule within fourteen calendar days of Notice of Award and submit monthly progress reports detailing work completed, planned activities, and any schedule impacts. The contract period includes one year of implementation, maintenance, and warranty, followed by nine optional one-year renewal periods at the City's discretion.
The RFP requires offerors to provide unlimited software licenses for each module or specify the number of licenses in their cost proposal, with perpetual licenses surviving any bankruptcy or change in vendor status. The City will accept either on-premise hosting using its Dell VMware virtualized environment or public cloud-hosted solutions, both requiring completion of security assessment tools and integration with the City's Security Information and Event Management system. For on-premise solutions, offerors must deliver source code to the City or place it in an escrow account upon system acceptance. Offerors must provide one year of software maintenance and technical support at no additional charge, or include costs in their proposal, along with pricing for years two through ten. All solutions must support enterprise site licensing for unlimited workstations, mobile devices, and web-based devices, and must comply with City IT security requirements including single sign-on with Active Directory or Azure AD and two-factor authentication compatibility. The contractor is responsible for all implementation costs, configuration, testing, staff training, and remediation of any deficiencies identified during acceptance testing at no additional cost to the City.

City of Alexandria Request for Proposals
RFP: Computer-Aided Dispatch / Automatic Vehicle Location (CAD/AVL)
System Replacement RFP No.: 2009
Part B – Scope of Work
1. General Overview
This section provides an overview of the scope of services and/or goods described in this Solicitation. This Request for Proposals (“RFP”) is issued in accordance with the Virginia Public Procurement Act using the competitive negotiation method of source selection.
Proposals will be evaluated against the evaluation criteria set forth herein to determine the proposal most advantageous to the City.
Detailed requirements governing contract administration, performance, scheduling, acceptance, and payment are addressed in Part C – Special Terms and Conditions, which supplement the City’s Part D – General Terms and Conditions.
2. Purpose
The City issues this Request for Proposals (“RFP”), on behalf of a City Partner Agency, DASH (Customer), to obtain sealed Proposals from qualified and responsible Offerors to provide an open architecture and scalable, turnkey Computer-Aided Dispatch / Automatic Vehicle Location (CAD/AVL) system, as more fully identified in this Solicitation. DASH requests a CAD/AVL system that will allow staff to effectively manage its operations, track bus locations, provide real time bus arrival information, and communicate with customers.
DASH requires the capability to track their buses in real time, but also support real-time wayside displays, monitoring of headway and schedule adherence, and be able to review the following: map and grid views, performance indicators, customizable reporting modules, incident management, historical playback, event-based alerts, and broadcast messaging.
3. Background
Currently, ATC operates a series of twelve (12) bus routes and the King Street Trolley within the City, with connections to four (4) Metrorail stations within the City, as well as a connection to the Pentagon Metrorail Station in nearby Arlington, Virginia. DASH, a fixed-route bus provider for the City, carries over five (5) million passengers per year within a busy urban environment.
ATC employs over 250 full-time employees, including all bus operators and maintenance staff. Most functions related to service planning, scheduling, technology and fleet management are performed by ATC’s Department of Planning & Technology. Additional functions such as day-to-day operations management and payroll administration are handled by ATC’s Department of Operations
DASH is currently utilizing an on-premise, client/server-based CAD/AVL system provided by Clever Devices Ltd. The system supports a range of operational and customer-facing functions, including real-time vehicle location tracking, monitoring of route status and schedule adherence, public-facing arrival information, onboard audio and visual stop
RFP: Computer-Aided Dispatch / Automatic Vehicle Location (CAD/AVL)
System Replacement announcements, automated passenger counting, and reporting on performance metrics such as on-time performance and running times.
The system is supported by onboard hardware originally procured and installed in 2015, with updated hardware deployed on select newer vehicles. Existing onboard CAD/AVL components include operator display units; logic units with integrated audio amplifiers and gyroscopes; antennas supporting GPS and wireless communications; interior passenger information displays; automated passenger counter (APC) units installed at vehicle doors;
and public address systems with interior and exterior speakers.
DASH currently operates two (2) generations of onboard logic units that are not physically compatible; however, both generations utilize a common software platform and shared databases.
System configuration, schedule data, and content updates are developed by DASH staff.
Quality assurance, staging, and deployment activities are supported by vendor staff with remote access to servers hosted in the City’s data center.
4. Objectives
DASH desires a long-term implementation partner, and not simply just a system vendor, that can provide an open architecture and scalable CAD/AVL solution. DASH is looking for a provider that has deployed a modern and scalable CAD/AVL system successfully.
Additionally, DASH desires a company with a forward-thinking and innovative approach, with a demonstrated ability to evolve alongside emerging technologies, data standards, and operational needs.
In addition, the objectives of this RFP include, but are not limited to:
4.1. Delivering effective, reliable, and timely services
