About this file
This is an Evaluation and Method of Award document for the City of Alexandria's Request for Proposals (RFP No. 2009) to procure a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System Replacement on behalf of DASH, the local transit authority. The RFP seeks proposals from qualified, licensed firms to provide a next-generation, turnkey CAD/AVL system that enables real-time bus tracking, wayside displays, schedule adherence monitoring, customizable reporting, incident management, historical playback, and broadcast messaging capabilities. The City will utilize the competitive negotiation method to evaluate proposals and may conduct discussions, clarifications, interviews, presentations, demonstrations, and negotiations with qualified offerors prior to final award determination.
The evaluation will be conducted using a competitive scoring methodology allocating 100 total points across seven criteria: Company Experience and Qualifications (15 points), Offeror's Understanding and Approach and Ability to Meet Required System Requirements (30 points), Innovation and Vision (10 points), Customer Support and Training (10 points), Work Plan and Timeline (10 points), References (10 points), and Cost Competitiveness (15 points). The City reserves the right to make a single award, multiple awards, partial awards, or no award; waive informalities or minor irregularities; request revised proposals or best-and-final offers; and cancel the solicitation at any time prior to contract award. A Notice of Award will be issued to the successful offeror(s), but performance cannot commence until a fully executed contract and any required authorizations have been issued by the City.
