About this file
This is a Federal or Grant Funding Provisions exhibit from the City of Alexandria's Request for Proposal (RFP) No. 2009 for a Computer-Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System Replacement for DASH (the City's transit customer). The document establishes the federal compliance requirements and policies applicable to the contract award and performance. The RFP seeks proposals from qualified, licensed firms to provide a next-generation, turnkey CAD/AVL system capable of real-time bus tracking, wayside displays, schedule adherence monitoring, customizable reporting, incident management, historical playback, and broadcast messaging functionality to support DASH's transit operations management and customer communication needs.
The project is funded through the Congestion Mitigation/Air Quality (CMAQ) program (Project No. 7252516) and the Regional Surface Transportation Program (RSTP) (Project No. 7252515), with funding administered by the Virginia Department of Rail and Public Transportation (DRPT). The Disadvantaged Business Enterprise (DBE) contract goal is set at zero percent; however, contractors are encouraged to employ reasonable means to obtain DBE participation. As a federally funded project, the contractor must comply with comprehensive nondiscrimination statutes and authorities, including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1975, the Americans with Disabilities Act, the Age Discrimination Act of 1975, and Executive Orders 12898 and 13166 addressing environmental justice and limited English proficiency access. Contractors must ensure DBE firms have maximum opportunity to compete as subcontractors, notify all subcontractors of nondiscrimination obligations, maintain compliance records for federal review, and flow down these requirements to all subcontractors and suppliers. Noncompliance can result in payment withholding, contract cancellation, termination, or suspension.

City of Alexandria RFP: Computer-Aided Dispatch /
Automatic Vehicle Location (CAD/AVL) System Replacement
RFP No.: 2009 Part H: Exhibit D – Federal or Grant Funding Provisions
This project will be funded utilizing funding from the Congestion Mitigation / Air Quality (CMAQ) program, Project number 7252516, and the Regional Surface Transportation Program (RSTP), Project number 7252515. The grant is administered through the Virginia Department of Rail and Public Transportation (DRPT).
1. DBE POLICY
It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD is maintained on SBSD’s website (http://www.SBSD.virginia.gov) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited.
1.1. The DBE contract goal is zero percent (0%); however, contractors/consultants are still encouraged to employ reasonable means to obtain DBE participation.
2. TITLE VI NON-DISCRIMINATION ASSURANCE CLAUSE
The Virginia Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders/offerors that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids/proposals in response to this solicitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
