About this file
This is a specification document for Section 230913 (Instrumentation and Control Devices for HVAC) as part of Project 25-388 CBI HVAC and Lighting Upgrade. The specification outlines requirements for control panels, control valves with factory-mounted actuators, pressure-independent valves, electric damper operators, wall- and duct-mounted temperature sensors, thermostats, fan and pump motor run-status monitoring devices, pipe-mounted sensors and transmitters, and energy metering equipment. All products must comply with reference standards including ANSI C12.1, ANSI C12.20, ASHRAE Standard 135 (BACnet), ANSI/FCI 70-2, LonMark Interoperability Guide, NEMA EN 10250, and NFPA 70. The specification requires a preinstallation meeting one week before work begins and mandates submittal of product data, shop drawings, manufacturer's instructions, designer and manufacturer qualification statements, and operation and maintenance data. A five-year warranty is required to correct defective work after substantial completion, with one year of service and maintenance provided from the date of substantial completion, including minimum two complete inspections of approximately four hours each for inspection, calibration, and adjustment of controls.
The specification establishes detailed product requirements for HVAC control components, including control valves sized for maximum 5 psig pressure drop at design flow rate with Class VI leakage ratings, temperature sensors with accuracy ratings of plus/minus 0.50 degrees Fahrenheit for most applications, differential pressure transmitters with 4 to 20 mA output capability, and energy metering equipment meeting ANSI accuracy class 0.5 standards. All electrical products must be listed and classified by Underwriters Laboratories. The specification mandates that design work be performed under the direct supervision of a Professional Engineer licensed in the state where the project is located, and that manufacturers have minimum three years of documented experience in producing the specified products. Installation must follow manufacturer's instructions, with thermostats mounted 60 inches above floor, control panels mounted on vibration-free walls adjacent to associated equipment, and all conduit and electrical wiring installed in accordance with Section 260583 and Division 26 requirements.
