BPA restricts subcontracting at section H-007 but allows upon prior written approval.

Should the offeror assume that the subcontractors proposed in the Subcontracting

Plan will be approved? Answer: Large Business offerors submitting a Subcontracting

Plan should be submitting a plan under the assumption that it will be approved in accordance with Section H-007, after BPA award. The subcontracting plan applies to work directly related to BPA requirements/services, please see section H-007 (3) which gives large business wide latitude in meeting subcontracting goals and utilization.

Amendment required: No

The current methodology could penalize existing contractors and be more favorable towards new bidders.

Answer: No current storage volume held by current BPA holders is factored into the evaluation of that particular company for the new award. An incumbent BPA holder who is awarded a follow-on BPA in the same award pool as their current BPA, may retain their current storage, but the newly awarded BPA rates for applicable storage

CLINs will apply to current storage volume on the date that the new BPA award takes effect.

94. Attachment B1-B4: Is there an error in the Attachment B pricing spread sheet calculations? The calculation on the CUMULATIVE PRICE SPREADSHEET tab for many of the continuous storage t-codes multiplies QTY * Unit Price * 12 to calculate the BASE amount. That calculation overstates those t-codes because it treats the storage like it all was received on the first day of the first month of the year so you get a full 12 months of storage revenue. The overstatement continues in each subsequent option year. Please review. Examples are t-code 2509B, 2509K, 2509HY, 2509D, 2509E, and 2509F.

Answer: DOS does not confirm an error in the Attachment B spreadsheet calculations. DOS is calculating the max value potential for the BPA for those
