About this file
This document is a Response to Vendor Questions for the Upper Brownsville Levee and Floodplain Failure project, issued by the U.S. Section of the International Boundary and Water Commission (USIBWC) for Solicitation No. 191BWC25R0010. The document provides technical clarification about soil mix column design specifications, specifically focusing on the area replacement ratio (ar). The document details two design scenarios - the original and a revised version - for 3' diameter soil mix columns, maintaining the same overlap replacement ratio of 0.26% while adjusting column dimensions such as diameter, center-to-center spacing, and column overlap.
The solicitation is for a full and open Firm Fixed Price Contract with an estimated project value exceeding $10,000,000, classified under NAICS Code 237990 with a small business size standard of $45M. A mandatory site visit is scheduled for May 28, 2025, at 8:00 AM CDT at the USIBWC Mercedes Field Office in Texas. Prospective bidders must submit attendee names by 10:00 AM MDT on May 27, 2025, and can submit written questions via email before 10:00 AM MDT on May 23, 2025. The project will utilize Wage Determinations 2015-5245 Rev 25 and TX20250003, with contractors required to submit proposals according to the specified general proposal instructions.

U.S. Section, International Boundary and Water Commission (USIBWC) Response to Vendor Questions Solicitation No.: 191BWC25R0010 Project Title: Upper Brownsville Levee and Floodplain Failure Date: 5/24/2025
To all interested offerors:
With soil mix columns and stone columns too, the critical “factor” in the design is the area replacement ratio (ar). They can use any size soil mix columns as long as they maintain that ratio based on the current design. The contractor is allowed to modify the design or change the ar if they can prove it will meet the design requirements. The below table is what could be used with 3’ diameter soil mix columns. You will notice everything is halved to allow the ar to not change.
Dimensions Design Revised Thickness of Deep Soil Mix Zone (ft) H 44.8 44.8 Width of Deep Soil Mix Zone or Length of Panel (ft) B 45 45 Deep Soil Mix Column Diameter (ft) d 6 3 Center-to-Center Spacing of Columns (ft) s 20 10 Overlap of Columns (ft) e 1 0.5 Overlap Replacement Ratio (%) ar 0.26 0.26
