About this file
This document is a Response to Vendor Questions for Solicitation No. 191BWC25R0010, issued by the U.S. Section of the International Boundary and Water Commission (USIBWC) for the Upper Brownsville Levee and Floodplain Failure project. The document addresses five key vendor inquiries, including missing construction drawings, unposted document files, and references to multiple proposal phases. The government responses clarify that: construction plans have been uploaded to SAM.gov, all referenced documents have been re-uploaded, the solicitation is a single-phase procurement (despite previous language suggesting multiple phases), and previously omitted sections L.02, L.04, and L.07 have been corrected and posted.
The federal contract opportunity is for a Firm Fixed Price Contract with an estimated project magnitude exceeding $10,000,000, classified under NAICS Code 237990 with a Small Business Size Standard of $45M. A mandatory site visit is scheduled for May 28, 2025, at 8:00 AM CDT at the USIBWC Mercedes Field Office in Texas. Prospective bidders must submit attendee names by 10:00 AM MDT on May 27, 2025, and can submit written questions by 10:00 AM MDT on May 23, 2025. The project requires furnishing all labor, materials, and equipment to complete the levee and floodplain failure remediation, with applicable wage determinations specified.

INTERNATIONAL BOUNDARY AND WATER COMMISSION
UNITED STATES AND MEXICO
ACQUISITIONS DIVISION
U.S. Section, International Boundary and Water Commission (USIBWC) Response to Vendor Questions Solicitation No.: 191BWC25R0010 Project Title: Upper Brownsville Levee and Floodplain Failure Date: 5/13/2025
To all interested offerors:
The following responses are provided in reply to vendor inquiries. These clarifications supplement the original solicitation and shall be considered in preparing proposals. Where applicable, corrected documents have been posted to SAM.gov.
Question 1:
Vendor Question:
In the provided bid documents, it appears that there were no construction drawings/plans provided for the proposed contract. Please provide the plans as soon as possible.
Government Response:
The construction plans have been uploaded and are now available on SAM.gov under the solicitation posting.
Please refer to the newly posted Drawings/Plans files.
Question 2:
The Attachment_Docs_List shows 6 files that were not posted to SAM.gov. These include:
• "Upper Brownsville Levee and Floodplain Failure"
• "Remediation Design of Levee and Floodplain Failure..."
• "IBM13C0001 Record Drawings"
• "Subsurface Exploration and Evaluation, Cameron County International Bridge"
• "Report of Subsurface Exploration, Truck Lane Improvements, Gateway International Bridge"
• "Geotechnical Exploration and Engineering Evaluation of Levee System..."
Please post these files as soon as possible.
Government Response:
All referenced documents have been re-uploaded and are now available on the solicitation listing at SAM.gov under the Attachments section.
Question 3:
In Solicitation Section M.02, it references Phase Two Proposals. However, there is no mention of Phase One in the Solicitation. Please clarify if there are two separate phases to this proposal and the intent of each phase.
Government Response:
The reference to "Phase Two Proposals" in Section M.02 was an error. This is a single-phase solicitation. The language has been corrected, and the updated version of Section M has been posted to SAM.gov.
Question 4:
In Solicitation Section M.02, it references Phase Two Proposals. However, there is no mention of Phase One in the Solicitation. Please clarify if there is a Phase One Proposal?
Government Response:
As noted above, this is a single-phase procurement. The “Phase Two” language was inadvertently included and has been corrected. Please disregard any reference to multiple phases.
Question 5:
In SF1442, Section 10 it states that Offers shall submit their proposals in accordance with the information referenced in Subsection L.02, General Proposal Instruction. Sections L.02, L.04, and L.07 are also referenced on page 82 of the Solicitation. However, Section L contains no mention of L.02, L.04, or L.07. Please provide these sections.
Government Response:
Thank you for identifying the omission. Sections L.02, L.04, and L.07 have been corrected and posted as part of the updated Section L attachment on SAM.gov.
Please ensure that you review the revised solicitation package and all attachments posted on www.SAM.gov.
Any further changes will be communicated via formal amendment.
