We would like to confirm that exposing a portion of the existing buildings during excavation for the Modular Block Wall at the Administration Building is acceptable. Attached shows the excavation requirements between the new Building 10 (Administration Building) and the existing buildings 91 & 92 (The Pretreatment, Blower, and Digester Building and the Aeration Tanks). Based on a 5 foot excavation from the face of wall to accommodate the largest bottom gravity block, and excavating at a 1.5 to 1 slope, we would expose approximately 2 feet of the building below the current existing grade. Please confirm the assumption that shoring would not be required to support the existing buildings in this condition.
Typically it is assumed that exposing the building at this depth, based on how deep the foundation sits, is acceptable. The current building condition was not evaluated and is uncertain how it will react without additional shoring. This is for contractor's means and methods.
56 Is the existing Backwash Holding Pond (Facility 99) lined with an impermeable membrane to prevent seepage into surrounding grading operations.
This is unclear from as-builts. The soil tests from the site point to soils with low permeability.
Please confirm that during the excavation for Building 25 (Process Tanks), there is no support of excavation required to support / prevent seepage of the existing Backwash Holding Pond into the new excavation. The attached image shows that the excavation limits for the new Process Tanks Building would daylight at elevation 6772.5. The lowest Pond contour provided by design is at elevation 6766.00. The new excavation would thus be approximately
6.5 feet above the lowest design contour elevation. Please confirm this is acceptable.
Contractor to account for seepage if water is held in pond during construction. Temporary shoring will be under the contractor's means and methods.
Please provide missing attachment (02 B08_Att 02_GRCA257282_CD_Specifications_June2025).
See Amendment 01 for this attachment.

Kiewit has had success with the use of Microblasting for rock which uses a non-explosive demolition method to crack and split hard rock from the inside. This process entails drilling a small diameter hole into the rock using a drill bit, inserting fast-burning gas-producing cartridge and a primer into the hole, placing the MicroBlaster device directly on top of the charge, and finally firing the system using a remote pull cord or an air/CO2 pressure pulse which generates up to 75,000 psi of internal gas pressure to fracture the rock safely. This non-invasive method of rock fracturing will not cause flying debris or seismic / vibration issues against the existing structures. Kiewit plans on developing a microblasting plan with Aimone- Martin Associates, LLC to ensure no damage to existing structures will happen. Please provide concurrence this method is acceptable.

Page Limit and Project Experience Questionnaires
Factor 1 – Technical Experience establishes a 13-page limit consisting of an 8-page Prime Contractor Experience Narrative and a 5-page Subcontractor Experience Narrative.
Amendment 2, Question & Response 28, directs Offerors to include B08_Att 08_Solit_PSP_Vol_I_Exp_REQD Project Experience Questionnaires. Do the Project Experience Questionnaire(s) count toward the 13-page limit, or may they be submitted as separate attachments that do not count toward the page limitation?
Project Experience Questionnaires do not count toward the 13‑page limit for Factor 1. They may be submitted as separate attachments.
Factor 1 requires a five (5) page Subcontractor Project Experience Narrative for subcontractors performing the majority of the wastewater treatment process work and civil/site work. Is the Government's intent to allow:
One combined five (5) page Subcontractor Project Experience Narrative covering both disciplines; or A separate five (5) page narrative for each qualifying subcontractor, for a total of ten (10) pages?
Offerors may submit one combined 5‑page Subcontractor Experience Narrative or separate 5‑page narratives for each qualifying subcontractor. Total page count may therefore exceed 5 pages if multiple subcontractors qualify.
Number of Subcontractor Projects Permitted
Factor 1 states that each subcontractor performing the majority of the wastewater treatment process work and civil/site work may submit up to three (3) relevant projects completed within the last five (5) years. If separate wastewater process and civil/site subcontractors are proposed, may each subcontractor submit three (3) projects, for a total of six (6) subcontractor projects?
Yes. If the wastewater process and civil/site scopes are performed by separate subcontractors, each subcontractor may submit up to three projects, for a total of six subcontractor projects.
Self-Perform Experience Narrative
If the Prime Contractor intends to self-perform the majority of the wastewater treatment process work and/or civil/site work, may the Prime Contractor submit additional project experience beyond the 8-page Prime Contractor Experience Narrative to demonstrate qualifications for those self-performed scopes, or is the Prime Contractor limited to the 8-page narrative and five (5) referenced projects?
The Prime Contractor is limited to the 8‑page Prime Contractor Experience Narrative and five referenced projects. Additional Prime projects cannot be submitted outside this limitation.
Additional Projects for Self-Performed Scopes
If the Prime Contractor intends to self-perform the majority of the wastewater treatment process work and/or civil/site work, may the Prime Contractor submit up to three (3) additional projects for each self-performed discipline, consistent with the project limits afforded to qualifying subcontractors, for a total of six (6) additional projects beyond the five
(5) Prime Contractor projects?
No. The Prime Contractor may not submit additional projects beyond the five Prime projects, even when self-performing subcontractor‑level scopes.
Equal Evaluation of Self-Perform and Subcontracted Work
Factor 1 provides separate experience opportunities for subcontractors performing the majority of the wastewater treatment process work and civil/site work. If those scopes are instead self-performed by the Prime Contractor, how should the Prime demonstrate equivalent experience and capability so that self-performed wastewater process and civil/site work are evaluated on a basis comparable to proposals utilizing specialty subcontractors for those scopes?
Prime Contractors should demonstrate equivalent capability within the 8‑page narrative and five projects by clearly detailing relevant self-perform experience, roles, personnel, technical qualifications, and past performance applicable to wastewater process and/or civil/site work.
