About this file
This is a Specifications document (Amendment 01) for the construction of a replacement wastewater treatment plant (WWTP) at South Rim Village in Grand Canyon National Park, Arizona, under contract GRCA 257282. The project is a comprehensive replacement of existing treatment facilities with a new 0.65 million gallons per day (mgd) treatment system, including site preparation, new process buildings, administration and maintenance facilities, emergency generator installation, instrumentation and control systems, site utilities, and landscaping. The work is organized into three construction phases: access road improvements and Phase 1 construction of new treatment facilities (headworks building, septage receiving station, process building, process tanks, equalization tank, reclaimed water tank, digester facility, and plant drain pump station); Phase 2 demolition and decommissioning of existing facilities; and Phase 3 construction of maintenance building, compost facility, odor control facility, and stormwater pond conversion. The contractor is also responsible for 12 months of operation and maintenance support services following facility startup and commissioning.
The specifications detail extensive requirements across 49 divisions covering general construction requirements, existing conditions management (hazardous materials remediation, asbestos, lead), concrete and structural work, mechanical systems (HVAC, plumbing, fire suppression), electrical systems, process equipment (membrane bioreactor, pumps, chemical metering systems, ultraviolet disinfection), controls and instrumentation, and site improvements. Key administrative requirements include preparation of a construction schedule, coordination drawings, requests for information procedures, project website management, and adherence to National Park Service operational constraints including restricted work hours (6:00 a.m. to 6:00 p.m., Monday through Friday), protection of existing utilities and operations, public access considerations, and environmental/cultural protections. The contractor must coordinate with concurrent projects including the Shuttle Bus Maintenance Facility and North Rim Utilities construction, as well as a separate PLC/SCADA integration contract and Arizona Public Service (APS) for primary power connection. Contract modifications follow a detailed pricing structure with specified overhead and profit limitations (8% overhead, 8.4% profit for contractor self-performed work, with aggregate markup not exceeding 25%).
