About this file

This document is an evaluation guidance document that outlines the criteria evaluators will use to assess proposals across seven evaluation factors for a federal construction contract involving renovation work in Grand County, Colorado.

Factor 1 – Technical Approach (7-page limit): Evaluators will assess the contractor's technical methodology for removing, cataloging, and reinstalling a historic visitor center ceiling; the phasing approach for server relocation while maintaining park operations and network connectivity; winter work sequencing for outdoor activities in Grand County; risk analysis identifying critical issues and mitigation strategies for weather, site conditions, material lead times, and workforce availability; and overall approach realism, compliance with contract requirements, and risk level. Factor 2 – Key Personnel Experience: Proposals must include resumes for five required positions: Project Manager, Superintendent, On-site Quality Control Specialist, On-site Safety Specialist, and Historic Preservation Treatment Specialist. Evaluators will verify personnel qualifications, relevant project experience with explicit role descriptions, references, technical knowledge, problem-solving capabilities, federal/state construction experience (particularly National Park Service), and overall risk. Factor 3 – Project Experience: Contractors must submit up to four relevant projects completed within the last seven years using a required form. Evaluators will assess whether projects are similar in scope and complexity; whether the prime contractor and carpentry subcontractor have historic building rehabilitation experience; remote location project experience; demonstrated technical knowledge and skills; management and problem-solving capabilities; National Park Service project experience (weighted higher); and overall delivery risk.

Factor 4 – Management Approach & Project Team (5-page limit): Evaluators will assess the organizational chart identifying project team structure, roles, responsibilities, and lines of authority; sound management practices with evidence of cost and quality control; firm capacity and resources for concurrent project performance; prior team coordination experience with proposed key personnel and subcontractors; signed letters of commitment from all required key trade subcontractors (carpentry, electrical, mechanical, plumbing, concrete); clear corporate and project hierarchy with communication protocols; selection of additional subcontractors for remaining divisions of work; and overall risk. Factor 5 – Schedule: The construction schedule must show completion no later than May 1, 2028, based on a Notice to Proceed of November 1, 2026. The schedule must comply with a Baseline Schedule Review Checklist in Section J, include a narrative explaining schedule logic and critical path activities, account for procurement lead times and resource constraints, demonstrate clear critical path sequencing, include risk mitigation strategies, and present lower delivery risk. Factor 6 – Small Business Participation: Evaluators will assess identification of U.S. small business firms per FAR Part 19; substantive commitment through letters, joint ventures, or binding agreements; type and variety of work by small businesses; participation value as percentage of total contract value; detailed supporting documentation; compliance with FAR 52.219-8 and 52.219-9; and best value determination. Small business prime offerors receive maximum credit without documentation; other-than-small offerors must submit documentation. Factor 7 – Past Performance: Contractors must submit past performance information for the same projects listed in Factor 3 using a required Past Performance Questionnaire or PPIRS evaluation report, including data for both the prime and relevant subcontractors. The questionnaire must be completed by Sections A and B and forwarded to client references substantially involved with the projects. Evaluators will assess narrative disclosure of less-than-satisfactory performance with remedial actions, relevancy and quality of past performance on similar-scope projects, consideration of federal/public/private contract performance, whether projects lacking relevant past performance are evaluated neutrally, and overall delivery risk. The Government reserves the right to contact sources other than submitted references.
