This is a Questions and Answers document for federal contract GRCA 257282, Replace South Rim Wastewater Treatment Plant, issued under Amendment 05 dated September 17, 2026. The document addresses 78 contractor inquiries regarding the design, specifications, and scope of work for a wastewater treatment plant replacement project at the South Rim.
The Q&A covers structural, civil, mechanical, and electrical design clarifications across multiple specification sections and drawing references. Key technical clarifications include: concrete column compressive strength requirements (4,000 psi), moment connection details for beam-to-column interfaces, armor angle specifications (stainless steel L3x3x¼), painting and coating systems (System No. 5 for structural steel except roof trusses using System No. 4), and concrete curing methods for non-potable water structures. Civil work clarifications address excavation and backfill materials (processed onsite bedrock for granular fill only), tree protection fencing requirements, silt fence removal timing, temporary erosion and sediment control plan development by the contractor, potable water line locations and flow rates, saleable log handling (Ponderosa Pine 12" DBH or greater), and access road improvements including dust control and pavement section durability concerns. Electrical scope clarifications define responsibilities between APS (utility) and contractor for transformer installation, conduit material specifications (stainless steel 316), ductbank configurations, and emergency lighting provisions. The document also addresses operational matters including the 12-month operation and maintenance period timing relative to project phase sequencing, treatment chemical supply responsibilities, and operator qualification requirements. Multiple responses indicate answers will be provided in upcoming amendments, particularly for SCADA/PLC system integration scope, heat tracing specifications, grit system control panel requirements, and microblasting acceptability for rock excavation.

We would like to confirm that exposing a portion of the existing buildings during excavation for the Modular Block Wall at the Administration Building is acceptable. Attached shows the excavation requirements between the new Building 10 (Administration Building) and the existing buildings 91 & 92 (The Pretreatment, Blower, and Digester Building and the Aeration Tanks). Based on a 5 foot excavation from the face of wall to accommodate the largest bottom gravity block, and excavating at a 1.5 to 1 slope, we would expose approximately 2 feet of the building below the current existing grade. Please confirm the assumption that shoring would not be required to support the existing buildings in this condition.
Typically it is assumed that exposing the building at this depth, based on how deep the foundation sits, is acceptable. The current building condition was not evaluated and is uncertain how it will react without additional shoring. This is for contractor's means and methods.
56 Is the existing Backwash Holding Pond (Facility 99) lined with an impermeable membrane to prevent seepage into surrounding grading operations.
This is unclear from as-builts. The soil tests from the site point to soils with low permeability.
Please confirm that during the excavation for Building 25 (Process Tanks), there is no support of excavation required to support / prevent seepage of the existing Backwash Holding Pond into the new excavation. The attached image shows that the excavation limits for the new Process Tanks Building would daylight at elevation
6772.5. The lowest Pond contour provided by design is at elevation 6766.00. The new excavation would thus be approximately 6.5 feet above the lowest design contour elevation. Please confirm this is acceptable.
Contractor to account for seepage if water is held in pond during construction. Temporary shoring will be under the contractor's means and methods.
Please provide missing attachment (02 B08_Att 02_GRCA257282_CD_Specifications_June2025).

Per 31 23 16 Part 3.01 General Section E, "Use of Explosives is not allowed for excavation". Kiewit has had success with the use of Microblasting for rock which uses a non-explosive demolition method to crack and split hard rock from the inside.
This process entails drilling a small diameter hole into the rock using a drill bit, inserting fast-burning gas-producing cartridge and a primer into the hole, placing the MicroBlaster device directly on top of the charge, and finally firing the system using a remote pull cord or an air/CO2 pressure pulse which generates up to 75,000 psi of internal gas pressure to fracture the rock safely. This non-invasive method of rock fracturing will not cause flying debris or seismic / vibration issues against the existing structures. Kiewit plans on developing a microblasting plan with Aimone-Martin Associates, LLC to ensure no damage to existing structures will happen. Please provide concurrence this method is acceptable.

Specification Section 01 11 00, Paragraph 1.3.B requires the Contractor to construct the minimum improvements to the existing two-track road. The specification further indicates that this work is to be completed prior to the start of the construction phases.
The Access Road cross sections shown in the Contract Drawings indicate approximately 4 inches of aggregate base and 4 inches of asphalt concrete pavement.
Given the anticipated construction traffic over the approximately three-year construction duration, including concrete trucks, heavy haul trucks, process equipment delivery vehicles, and other construction traffic, the required pavement section may be subject to deterioration prior to completion of the Project.
Please confirm that the intent of the Contract Documents is for the asphalt concrete pavement identified in the Access Road cross sections to be installed at the beginning of the Project and used as the primary construction access route throughout construction knowing there may be damage caused to the pavement.
If damage is a concern, please consider one of the following two options:
1. Place Cement Treated Base (CTB) at the beginning of the project and then provide the required asphalt pavement section at the end.
2. Provide an allowance or bid item for end-of-project pavement restoration, including grinding and overlay of the access road, to be utilized at the discretion of the National Park Service based on the condition of the roadway at the completion of construction.
