About this file
This document is a Questions and Answers (Q&A) amendment for a federal solicitation (Solicitation No. 140P2025R0080) for a water infrastructure project at Organ Pipe Cactus National Monument. The solicitation involves replacing and installing two water storage tanks (50,000 and 100,000 gallon capacities), water distribution system improvements, and associated infrastructure work across multiple campground locations. Key details include: the procurement is a full and open competition (not a small business set-aside), with a 390-calendar day performance period, and proposals are to be submitted electronically. The project scope includes water tank demolition and replacement, utility installations, water service line replacements, and related electrical and SCADA system work, with specific considerations for environmental preservation, wildlife protection, and park operations continuity.
The Q&A document addresses numerous technical, procedural, and administrative questions from potential offerors, covering topics such as key personnel requirements, submission guidelines, small business participation, tank specifications, environmental constraints, and construction logistics. Notable points include: key personnel can serve multiple roles with some restrictions, CPARS and previous performance questionnaires are acceptable for past performance evaluation, photo documentation can be submitted via project management software, and there are specific guidelines for handling protected plants and wildlife during construction. The project will require coordination with multiple agencies, including US Border Patrol and Arizona Department of Transportation, and must minimize disruption to the park's primary revenue-generating campground during peak season.

33 C-206 Detail A Detail A indicates two 8" gate valves, but only one is shown. Where is the second valve located? *Internal Note: Detail shows a 4" gate valve before 8x4 reduce, plan calls out 8" gate valve at same location.* one 8" gate valve is upstream of 8x8tee, one gate valve is stub side of tee
34 C502 Drawing C502 shows the fiber optic conduit under the pavement, while the IC drawings show it off the pavement.
Which is correct?
Sheet C502 refers to a shared trench with the water main, as called out on sheet IC104-IC106. Sheet IC112 includes trench detail for direct bury conduit only. 5
35 C503 Are water meters included on all 1" service lines? No. The drawings call out which 1" service lines require meter installation. 5
36 C303 & C503 Note 2 on drawing C303 states the agency will remove and replace the spigots and refers to drawing C503. However, the term "spigots" is not used on C503. Please clarify.
"Spigot" is. see detail 01C503 - Accessible Water Spigot 5
37 C210–C213 & C222 Drawings C210–C213 include Note 5, which states to place the water meter vault at the end of the 2" fire line. This note does not appear on drawings C208, C209, or C222. Are meter vaults required for the fire lines on these pages?
No meter vaults on C208,C209
38 C222 The two 2" fire service lines have no associated notes. Are these lines to be connected to anything? Yes, notes on C222 "Tie-in to existing 2" fire SVC, "2" fire svc connect to existing backflow preventer", etc. 5 40 C302 The 2" water service and 2" fire line do not show any valves or meters. Is this intentional? Yes 5 41 C507 The second part of Note 46 appears inappropriate. Please explain. End of note 44 - Anchored adjustable pipe support bolted to pole w/ 2 ea. 5/8" lag bolts 5
42 C508 Detail B If a 3" blind flange is attached to the bottom of the 3" riser pipe, how is the 3" support pipe (part of the brace system) connected?

Means and methods are up to the contractor provided they do do not conflict with plans or specifications. 5
46 C507 Section 1 After welding the knee brace to the galvanized pipe, can spray galvanizing be used to touch up the welded area? Means and methods are up to the contractor provided they do do not conflict with plans or specifications. 5 47 C507 Section 1 Please provide specifications for the required signs, including size, lettering dimensions, and color. Should have 10 14 00 within specs? 5 48 C508 Are the bollards required to be painted? Per C507, yes. "Traffic yellow" 5
50 C412 & C413 Several notes reference the "edge of pavement," but there is no indication that the roads are asphalt. Drawings C408 and C409 show pavement in part of the campground. Please provide a drawing showing all asphalt pavement areas.
Reference Legend on G103, See sheets C206-C304 & C404-C411
51 C410 & C411 These drawings are labeled "South Water." Are they part of CLIN 3, Twin Peaks Campground? See Sheet C403 which shows interface for CLIN 3 and CLIN 4. 5
52 C412 & C413 A note states to remove the existing pipe when exposed in the new trench. What type and size is the existing pipe? The original campground water system had a 4" line down the center of the campground, branching to 2" lines to comfort stations and
3/4" lines to hydrants. The location of existing lines was located and shown on the plans, but the size of all lines was not independently verified during design of this project.
53 C412 & C413 The term "shut-off valve" is used, but no detail is provided. Do you mean a buried Corp Stop or a Corp Stop with valve box?
This refers to a valve installed at each lateral to allow branch to be shut off by operators if needed. 5
54 C505 Can internal restrained couplings (e.g., Eagle Loc900, Certa Lok, Diamond Lok21) be used instead of the external retaining system?
For the purpose of the bid, follow the plans and specifications. During performance of the contract, use of comparable products can be requested in accordance with 01 67 00. 5
55 C412 & C413 Are all service lines in the campground (excluding the Comfort Station) the same length from the main line? See sheet C414 which provides lengths of pipe sections and coordinates for branches in the campground. 5
57 C413 The third row from the top shows a 2" x 1" service line pointing to two comfort stations, but does not mention the station lines. Are there two lines at each comfort station? Please ensure consistency across drawings.
There is one service line for each comfort station. 5
58 C410 At stations 41+07 and 42+47, new services with spigots are indicated, but the same locations also show removal and replacement of spigots. Please clarify.
Removal of service and spigot and replacement of service and spigots is the intention. 5
60 South Water System You state there are currently two parallel waterlines, one of which is to be removed and replaced with a new 6" C900 pipe. What is the size and type of the pipe being removed, and what is the distance between the two existing pipes?
Per sheets C404-C407, existing distribution line is 4" C900.
61 C407, Note 5 To properly bid this scenario, an additional line item should be added to the Contract Price Schedule Template to address the cost if CLIN 3 is not funded. 5
62 General What type of pipe is used for the existing services? Typically the existing water service lines are 1-inch PVC. 5
63 C701 & C702 Drawing C702 notes removal of the 3" Campground Distribution Line, while drawing C701 states to protect it in place. Please clarify.
Removal of this section of AC pipe is not required except as noted in sheet G103 note 5. 5
64 C704, Item 17 Item 17 should specify a 6" gate valve, not a 4" gate valve. Sheet C704 item 17 should refer to a 6" gate valve due to the size of the pipe. 5
65 C406 At station 14+97.73, a blow-off is referenced, directing to Drawing C504, Detail 2. However, Detail 2 appears to show a fire hydrant, not a blow-off. Please confirm whether a separate blow-off detail is available or provide the appropriate detail for the blow-off installation.
Blowoff hydrant is detail 1 on sheet C506

As shown on sheet C102 and C500, a bypass can be used to take the 100K gallon tank out of service and and allow only the 50K gallon tank to distribute water to the residences / NPS buildings during replacement of the larger tank. 5
101 Division 26 – Confirm APS’ scope ends at transformer secondary lugs, with Contractor furnishing downstream panels, SCADA power, and controls.
Correct, installation of panels and SCADA components is by the contractor, not the utility provider. 5
Division 02 – If AC pipe is made friable during construction, is Contractor responsible for full abatement/disposal?
Will NPS allow abandonment in place with flowable fill?
The Generator of regulated material is responsible for the identification and proper handling, transportation, and disposal of the material.
If the actions of the contractor cause the material to become friable, the material becomes subject to regulations, and the contractor becomes the Generator. The current threshold for state agency notification is removal of 260 linear feet of asbestos cement pipe which on removal will become friable. Methods of disposal or abandonment that meet state and federal regulations would be considered acceptable.
103 Division 21/33 – Confirm interior sprinkler system installation is not part of scope; only exterior hydrants and service stubs.
Scope is limited to what is provided in the plans and specifications. See Sheet C204, note 1 for a description of where fire service lines will connect to existing systems or terminate within 3 feet of the building for future systems. 5
104 CLIN 5 / Division 26 – Confirm Option CLIN 5 is limited to empty conduit with pull string, no wiring/terminations/devices.
That is correct. 5
105 Division 03 / Tank Foundations – Confirm Contractor responsible for final foundation design based on geotech recommendations.
Foundation detail provided on sheet S101 to be confirmed based on tank manufacturer's design per 33 16 23 specifications. 5
106 Division 33 / Truck Fill Station – Please confirm configuration (hydrant style vs. metered station) and whether a standard NPS design detail applies.
See sheet C507 for truck fill station details. 5
107 C503 Detail 3 Detail 3 shown on sheet C503 "Water Service Detail" shows a meter lid with frost proof cover over a meter vault, What is the MOC of the Meter Vault? Will one be installed at all 1" DOM Water SVC? Are dimensions provided?
The detail applies to all new domestic service lines to buildings. The material for the meter pit has not been specified.
108 Sheet C413 The duplex residence only shows a 2-inch fire line on the east side of the duplex. Other duplex buildings have 1-inch domestic and 2-inch fire lines in pairs for each side of the building. Please confirm the configuration for this building.
A 2-inch fire service line was omitted on the drawing for the west side of the building, however a 2-inch line is required on both sides of the building. 5
109 01 32 33 Does photo documentation have to be provided via DVD or can project management software be used for this? Submit photo documentation via Project Management Software rather than DVD 5
110 01 35 25 This specification and selective demolition refer to blasting. Where is blasting expected to be required for the project?
Blasting is not required. This specification section will not apply. 5
111 09 97 13 3.2.J.1 requires color samples for white internal tank color. This requirement is repeated in 33 16 23 paragraph 1.4.C.5. Is this required?
Physical samples of the internal tank color will not be required. 5
112 09 97 13 The specification section color to match existing water tank. What is the color of the existing water tank. Tanks will be painted in a flat/matte color that blends with landscape. Park would need samples for approval. Colors will be selected during the submittal process and final selection may not match the existing color. 5

The photo of the power pole with the transformer on this sheet appears to be from a different pole on the north side of the loop road. How should power be supplied to the tank area given that the transformer is not in the location shown as 01001?
There is no existing power for the proposed SCADA system at 100k tank. A transformer will have to be mounted on an APS power pole, or a pad mount transformer and electrical pedestal could be installed at the base of an APS power pole. Then a trench will have to be dug from that point, then wire install inside conduit run to the 100K tank.
114 C407 How will service be maintained to the duplex residence outside the campground if the campground water system is out of service during construction?
There is a 6” isolation valve that needs to be replaced on the campground feed line that will allow water to remain supplied to Duplex 47 and 48 during construction. 5
01 11 00, preservation of natural features
Will the contractor be permitted to trim trees and vegetation? Removal/trimming of protected plants will be done under the direction of the Natural Resource Staff. This would include ironwood trees, saguaros, ocotillos, and Organ Pipe Cacti. 5
01 11 00, preservation of natural features
If protected plants are found that conflict with construction operations, what is the process? Larger and medium sized cacti (> 2 feet or > 8 inch diameter at breast height) and small trees will need to be relocated if encountered within the construction area. This will need to be done through the use of a preferred vendor (a list can be provided with contact information). An estimated number of plants is up to: 12 Saguaro cacti, 7 organ pipe cacti ,7 ocotillo , and 5 ironwood trees

Are there any protected wildlife in the project area that will impact the project? To ensure compliance with the Migratory Bird Treaty Act, the project area will be surveyed weekly by the NPS from February 15 to July 15 for nesting birds. If an active bird nest is discovered during construction, work will need to be modified, shortened, or delayed. A biological monitor may need to be provided if a nest is located by park staff.
One endangered species (Cactus Ferruginous Pygmy Owl) occurs in the general area but does not current overlap the project area. If found during construction, work will need to be modified, shortened, or delayed during the nesting period of March 15 to July 15. A biological monitor may need to be provided if a nest is located by park staff.
Contractors will need to notify park staff if they encounter snakes or lizards. Park staff will relocate the animals.
118 01 11 00 Are there any requirements to minimize conflict with wildlife? Food and waste management - NPS receptacles may not be used for garbage, recyclables, or construction waste. Do not mix food waste in 5
119 01 11 00, 1.5C The specifications state that the contractor should avoid closures of the campground from January-March. Is this a suggestion or a requirement that must be adhered to in the proposed schedule?
The campground is the Park's primary source of revenue and closures must be minimized during the peak season. Winter season is busiest (Oct – April), with peak visitation from Jan – March. 5
120 01 31 00, 1.8 The language says the contractor shall, at no additional expense to the government, be responsible for obraining any necessary licenses and permits. There several are contractor furnished permits listed as likely potential permits in 1.8B. Are these allowable costs?
Permits that are legally required may be added to the contractor's schedule of values for reimbursement. Licenses are the responsibility of the contractor. 5
121 General Is the road work outside the park expected to occur during the project? Arizona Department of Transportation (ADOT) will be conducting pavement rehabilitation operations on State route 85 from Elota Avenu 5
122 General
Are there any restrictions on loads coming through the US Border patrol checkpoints? There are two US Border Patrol checkpoints for traffic coming to the park from the direction of Phoenix or Tucson AZ, and one additional checkpoint on SR 85 northbound from Ajo, AZ. When scheduling deliveries to the construction site, coordination with the US Border Patrol may be required to ensure that loads and equipment will meet height and width restrictions and can be accommodated at these checkpoints.
123 01 11 00 Paragraph 1.8 indicates there are no restrictions for early morning hours - what does this mean? That statement is incorrect. Work outside of the regular business hours defined in 01 11 00 1.8A requires a written request for approval to the Contracting Officer in advance. To avoid disturbances to residences, deliveries and noise generating activities must be scheduled during regular business hours.
