About this file
This document is a Questions and Answers (Q&A) Amendment for a federal contract opportunity with solicitation number ORPI 240841 140P2025R0080, dated 10/30/2025. The Q&A covers technical details for a project involving water storage tanks, well drilling, electrical infrastructure, and utility installations, likely for a National Park Service (NPS) site in Ajo, Arizona.
Key technical clarifications include fiber optic cable specifications (single-mode vs. multi-mode), electrical voltage confirmation (230V), tank roof design options, water meter procurement responsibilities, well drilling methods, potential 24-hour work schedules, and warranty terms for tank fabrication. The contractor (STS) has offered to extend the tank warranty from one to two years and will waive the standard 11-month anniversary inspection. The responses indicate flexibility for contractors in some technical approaches, with the primary guidance being to follow existing plans and specifications during bidding, with potential value engineering discussions after contract award.

Question No. Sheet or Reference Question Response Amendment
Answered
C410
You indicate removal of existing gate valves at two locations—one appears to be on a sewer line and the other on a water line. How many valves are there, and what are their sizes? Upon further review, local NPS staff is not aware of valves requiring removal at the RV dump station.
Pg. 7 – D 2 – “Steel Cone”
We are unsure of what conical surface this references. The only conical surface of either tank is the roof. They have a very shallow pitch of ¾” to 12”. The peak of the 50K tank roof is 11 ¼” and the peak of the 100K tank roof is 11 ½”. These are almost flat. Please verify.
The roof is the only potential conical surface referred to in plans or specifications.
ES1.6 Keynote 01008
How are connections made to each of the sites mentioned in this Keynote? is the intention to run 1 main feeder cable and Tap / Splice off to each piece of equipment from the nearest in-grade pull box?
Pull boxes need to be in place at each site that has existing electrical and to all bathrooms and amphitheater. Pull boxes are required at approximate intervals given on ES1.6 be able to splice electrical cable to be pulled in at later date.
IC111 Detail 4
The Drawings Specify Multi-mode fiber and Specification Section 271300 seems to specify single mode fiber. Can you clarify the exact spec of the fiber to be installed in the new 2” conduits? For the purpose of the bid, follow the specifications for single mode fiber. After contract award, multi-mode fiber could be analyzed as value engineering.
Division 02 / Geotech
Confirm Contractor may assume “normal” excavation/backfill with no rock unless noted.
The unpaved access road to the 50K gallon tank is an area that contains rock, however the design intent is to reuse the existing trench which has previously been excavated/backfilled.
6 General Is the park voltage 230V or 460V? 230V 7
C407, Note 5
To properly bid this scenario, an additional line item should be added to the Contract Price Schedule Template to address the cost if CLIN 3 is not funded.
The intent is to award both CLIN 3 and CLIN 4 together. In the event that only one of these line items is awarded, the work described in C407 note 5 to connect to existing lines would be pursued as a contract modification.

Detail 4 Spec 271300
DWG IC111 Specifies 12 strand Multimode fiber. Spec 271300 only provides specs for 12 strand Singlemode fiber. Can you clarify the spec of the fiber to be installed?
See response to question 4 above: "For the purpose of the bid, follow the specifications for single mode fiber. After contract award, multi-mode fiber could be analyzed as value engineering."
ES6.1 Detail A1
For 50K gal tank electrical, Drawing shows the transformer and meter are existing. Is the 60A 2 pole breaker for panel 1LA existing?
60 amp breakers feeds kiosk and ranger station. 100 amp breaker feeds entire campground. 7

Follow up comment on Tank's 10-year Warranty. (Sheet 1, Q69&73) NPS provided responded: "It is anticipated that the tank manufacturers warranty would provide coverage beyond the installing contractors warranty."
This response assumes the tank manufacturer and the installing contractor are differing companies.
STS will shop fabricate all the miscellaneous steel weldments, erect the tank on site, and apply interior and exterior coatings
The AWWA code requires that the fabricator/erector/painter provides a one (1) year warranty with an 11-month anniversary inspection. It also requires the owner completely de-water the tanks and cleans the interiors for inspections.
STS will waive the one (1) year warranty and the 11-month anniversary inspection and provide a two
(2) year warranty with a 23-month anniversary inspection at no additional cost. The owner will still be required to completely de-water and clean
You may document this in the Technical Approach section of the proposal. 7
Sheet 1 Q119
Following the response to Question 123 regarding work outside of normal business hours, we would like to request clarification on the possibility of performing well drilling and development work on a 24-hour/7 day per week schedule. If 24-hour operations are permissible, please confirm whether the use of sound barriers around drilling equipment would be required during nighttime hours.
A request to work outside of normal business hours could be submitted according to 01 11 00. Noise mitigation such as sound barriers would need to be proposed if the work would not otherwise meet the requirements of 01 57 19.12.

The specifications list air-rotary and direct and dual-tube reverse circulation as the approved drilling methods. We are requesting clarification on whether flooded reverse rotary drilling may also be considered acceptable, provided proper mud circulation and development techniques and controls are implemented.
Means and methods are up to the contractor provided they do do not conflict with plans or specifications. For the purpose of the bid, follow the plans and specifications. During performance of the contract, use of alternate methods can be requested in accordance with 01 31 00.

Can we provide an option for a self-supporting dome roof for both tanks? Or please confirm that a supported or self-supported cone roof is required. A self-supported dome roof can be more cost effective and can increases the life of the tank. Typically it can reduce coatings cost, shop/field labor hours, and can be 'flattened' to allow roof mounted handrails and walking in accordance with AWWA D100 requirements.
Paragraph 1.3B of 33 12 23.01 and 33 16 23.02 and AWWA D100 Sec 3.6 allow self supporting roofs provided that the stated requirements are met. Any roof option that meets the plans/specifications and AWWA D100 may be provided.

Do the Tank specs require insulation or heating systems for the 50k gallon and 100k gallon welded steel storage tanks? The pictures of the existing tanks indicate that there was not any insulation before. Chapter 16 of NFPA 22 requires a heating system to keep the water at or above 42 degrees F for tanks in geographical locations where freezing temperatures occur. Ajo, AZ has had below freezing temperatures.
For the purpose of the bid, follow the plans and specifications. Additional tank features as a betterment would have to be handled according to the contract change procedures after award.
Specification Section 33 11 00 article 3.2 Water Main Installation section E
Notes water meter should be installed in water meter vault. Detail 3, on sheet 2507, shows water meter setting. Neither drawing or specifications call out specific model number or manufacture of water meter.
Please confirm if NPS will procure and provide water meters, or if it will be the contractors responsibility to procure and provide. If it is contractors’ responsibility, please provide model number, and manufacturer.
Water meter procurement to be handled by contractor. 43 22 50 paragraph 2.3 provides a basis of design for selecting a manufacturer. Manufacturer selection to be handled during the submittal process.
Sh 301, 40 23 30
The Well House drawings call for the removal and replacement of the sand separator, complete with air release valve (ARV) and isolation ball valve, as referenced in Detail A on Sheet P301, Keynote 7.
Specification Section 40 23 30, Article 2.3, provides connection dimensions and material of construction (MOC) for the sand separator but does not include additional performance or manufacturer specifications. Please provide additional information or specifications for the sand separator, including performance criteria, manufacturer requirements, and any approved models, to ensure accurate pricing and proper equipment selection.
The specifications provide physical characteristics and a manufacturer used as the basis of design. Equivalent models may be submitted by the contractor.
