About this file

This document is a Questions and Answers (Q&A) addendum for a federal contract opportunity with solicitation number 140P2025R0080. The Q&A addresses six technical questions related to an electrical and water infrastructure project, covering specifications for electrical conductors, flow meters, power transformers, and instrumentation components. Key clarifications include: conductor sizing matching existing buried conductors, confirmation of flow meter specifications (Sensus OMNI Turbo Water Meter), power source details for a 100K gallon tank, and the addition of a new specification (40 91 19 INSTRUMENTATION) to provide product details for instrumentation components. The document is dated 11/12/2025 and indicates that responses are being provided through Amendment 10, with the contractor responsible for various design and equipment procurement tasks.

Question No. Sheet or Reference Question Response Amendment

Answered What size and configuration of Phase, Neutral, and Ground conductors are to be installed in the new 2" underground conduits for the sites being refed?

The new conductors are to match the size of the existing buried conductors.

Should this be 3 EA. #1 CU conductors since it is a 1 Ph 3W 120/240V circuit, instead of 4 EA.?

Specification section 43 22 50 notes that a “floating ball” flow meter is required; however, Section 2.1 references AWWA C701, which pertains to turbine-type flow meters. In reviewing the drawings and notes we did not see a specific mfr/model called out there either.

Please confirm the intended flow meter style to be provided under this section—whether the requirement is for a floating ball meter or a turbine-type meter in accordance with AWWA C701

The floating ball is a reference to the construction of the turbine impeller, and can be compatible with AWWA C701. An example is the Sensus OMNI Turbo Water Meter (the modern version of the Sensus Mainline Propeller meter that is currently installed). The specification (43 22 50) has been revised for clarity. A new specification (43 22 55) has been attached for residential meters.

In reviewing the final quote with our electrician, and RFI responses, we feel additional clarification is necessary for the response to RFI No.

113 in Addendum 5. As this project is design/bid/build with 100% drawings/specs we are all bidding on (and not design/build), this response lends itself to the contractor having to work with APS on the design of a pole or pad mount transformer with conductor/conduit sizing and other details, including layout/location, to provide 120V power. Is this design fully on the contractor? Why is the design engineer who developed the RFP/plans not responsible for this? The concern here is not that any of the bidding teams can't handle this. It's that if design effort and coordination is required with APS, as well as ordering specific transformers (and meter if needed), can add months to the project lead time. How will that be factored into the notice to proceed and contract time? And we also won't know what APS fees are until they complete their internal design/layout and requirements.

If the engineer for NPS can determine if coordination with APS is not needed, and non APS outdoor rated (or place indoor) step down transformer with local disconnecting means can be provided instead, that simplifies the process and cost. We would just need to know if there is any additional 120V, single phase load NPS requires at the

100K tank area in addition to the control panel/SCADA set up at this location (lighting, receptacles, etc)

For the purpose of this bid, power to 100k Tank will be run from the neareset pole mounted transformer. The nearest pole mounted trasnformer is not as shown on ES1.5, instead it is near the entrance to the VIP Campground located approvimately at STA 75+00.

See attached plansheets identifying existing power pole, "100kTankPower".

Any efforts to select a new trfmr can be done as a part of value engineering.

The instrumentation shown on the provided drawing sets includes references to a level transducer, level switches, level transmitter, and flow transmitter. However, no corresponding specifications or details have been provided within the bid documents. Please confirm or provide the specifications, data sheets, or manufacturer requirements for the listed instrumentation components so that accurate pricing and scope inclusion can be determined.

A new specification, 40 91 19 INSTRUMENTATION, is attached to provide product data for these components.

For the 100K gal tank, the oneline drawing shows the transformer and meter are existing, which conflicts with AMD 05 Q_A 113. Is the contractor responsible for providing Panel 1LA and a panel/meter combo, and to assume APS will provide a transformer at the existing power pole? What is the kVA of the transformer, and what amperage is the meter combo unit?

See response to question 4 above. The contractor will be responsible for a new 60A panel and meter for the 100K gallon tank.
