About this file
This document is an amendment to Solicitation 140P2024R0077 for the project to Rehabilitate the Ohanapecosh Campground at Mount Rainier National Park. The amendment provides official government responses to questions received regarding the contract requirements. Key details include:
The solicitation requires the contractor to clean vehicles and equipment before entering and re-entering the park to prevent the spread of invasive weeds. The government confirmed that contractors can use a stiff broom to clean visible debris, and are required to be diligent about cleaning undercarriages. For dump trucks transporting aggregate, contractors must clean the empty beds before refilling. The government will be available to inspect the vehicles.
The amendment also clarified that the contractor should assume all trench excavation for water and sewer installation will require 100% import and export of backfill material, as the existing soil may not be suitable. Additional fill required for campsite restoration is also likely to be imported material. The government provided some historical quarry data as a potential source.
The amendment addressed questions about tree protection requirements, confirming that excavation within tree protection zones must use hand tools, pneumatic air, or water excavation methods, rather than heavy equipment. The government will not approve the use of excavators in these areas.

Questions and Answers:
Q1. Specs require contractor to ¿Clean vehicles and construction equipment prior to entry and re-entry into the Park to minimize the potential for introduction and/or proliferation of invasive non-native weeds through project actions.¿
A1. Contractors can use a stiff broom to clean visible debris from vehicles. This is not required for vehicles that stay on hard surfaces, this is for equipment parking or being used in non-hardscapes. Contractors to be particularly diligent about inspecting/cleaning undercarriages.
Q2. Can an exception be made for re-entry of dump trucks transporting aggregate to and from approved weed free pits, or will each dump truck require re-inspection for every load imported from these pits? Will park have adequate staff available for such inspection during import?
A2. Contractors are required to clean empty beds of all debris before filling and brush clean all vehicles before entering the park. Park Staff will be available to inspect when Contractors have fill incoming.
Contractors can stockpile covered fill on site for short periods of time to limit fill loads in and out.
Q3. Specs and prior question responses state that contractor should assume excavated material will not be suitable for ¿engineered fill.¿ Should contractor assume then that trench excavation for water and sewer installation will be 100% import and export for trench backfill (both initial and final). Spec states that ¿existing material may be reused,¿ but based on previous responses, native material may not be suitable?
A3. Per prior question response and specification section 31 20 00 revised per amendment, contractor should assume that trench excavation for water and sewer installation will be 100% import and export for trench backfill. Backfill for the trench in engineered fill. The only locations the specs state material may ¿be reused¿ is related to topsoil (part 2.4.N) and Ground Surface Preparation related to existing compacted subgrade (part 3.5.B.) if the subgrade meets specified compaction and Graded/Compacted Soil Areas (part 3.5.C).
Q4. In areas of campsite restoration where additional fill is required for compacted/graded native areas, should this be assumed to be import material? Is there an additional spec for this native campsite fill material?
A4. It will very likely have to be imported. Fill sources available for topsoil require additional scrutiny.
Attaching the most recent park inspections, we have three sources cleared for soil sourcing. 2024 Quarry Survey Summary.docx.
Q5. Since a Geotech report is not provided, does the park have any historical data or information on water tables/expectation that water will be encountered during excavation and at what depth? Spec for Controlled Low Strength Material states it should be used for excavations extending below groundwater table, but there is no information on the extent that groundwater will be encountered.
A5. The park does not have any historical data or information on water tables/expectations that water will be encountered during excavation. Excavation near wetlands should expect higher water table than away from wetlands.
Q6. The tree protection specs are ambiguous¿it states throughout the specs that equipment may not be used in tree protection zones, in other sections it states that such work may be performed if approved by CO in accordance with developed and approved tree protection plan. The spec goes on to state that ¿When trenching is approved within the Tree and Vegetation Protection Zones by the Contracting Officer, the Work shall be dug by hand, pneumatic air excavation, water excavation, or be done by directional boring in a matter to minimize root damage. Contractor shall receive approval of CO prior to use of pneumatic air excavation or use of water excavation.¿ Could the park clarify if it intends for the entire installation of the sewer and water lines to be performed using hand tools, pneumatic air excavation, or water excavation? Or if after exploratory excavation using these methods and development of a tree protection plan, the park will allow traditional excavation methods (with excavators)?
A6. Tree Protection Zones will not approve of excavators. The intent of the language is to provide options (hand tools, pneumatic air excavation, or water excavation) in those zones.
Q7. Would the park consider installation of E-One or Keen grinder pump lift station and force mains in lieu of the proposed gravity sewer. This would significantly reduce impact to trees and surfaces throughout the park and lower costs.
A7. The Park prefers the gravity option but would consider reviewing the option of forced main to minimize initial impacts and cost.
