Questions and Answers:
Q1. The Hazardous Materials Assessment Report states 11 Buildings in the report. Spec Section 02 82 13 ¿ Asbestos Abatement, only refers to 10 buildings. Spec 02 82 13 leaves out the Visitors Center. Due to the inconsistencies of the Hazardous Materials Assessment Report, it makes me question the Spec. Is there any Asbestos Abatement needed or Mold Remediation in the Visitors Center? Please clarify and advise.
A1. There is no abatement or mitigation scope at the Visitor Center. This Hazardous Materials report was developed during an early stage of design, prior to the reduction of Visitor Center scope. See B09_AMD 6 Attach (2) MORA_HazMat_051523_REV1_FTC.
Q2. Amendment 0002 issued on 7/31/2024 revises the Period of Performance from 730 calendar days after NTP to 365 calendar days after NTP. Due to the site being a seasonal location with work performance restricted for certain months of the year, the 365 day period would not be realistic and make this solicitation unbiddable. Will NPS consider reverting back to the 730 calendar day period?
A2. It will be a 365-day Period of Performance after Notice to Proceed. The campground will be closed to outsiders to assist the Contractor with their construction activities, phasing and reduce conflict with visitor activities or safety.
Q3. Please confirm if manholes 270, 280 and 290 are to be removed or rehabilitated. They are shown for removal on the demo plans, and to be rehabilitated on the utility plans.
A3. MH 280 and 290 should be removed and replaced. MH 270 is the existing manhole we are tying into and can be rehabilitated.
Q4. What is the proposed outfall for the trench drain at the Amphitheater, nothing is shown?
A4. Attached is an exhibit showing the trench drain outfall. This exhibit shows how the 4¿ pipe should connect at the trench drain and discharge away from the amphitheater at a minimum slope of 1%. See B09_AMD 6 Attach (1) MORA Amphitheater Drain Exhibit.
Q5. Is there any additional information on the ¿15 ton design load¿ on the Ohanapecosh river bridge, ex.
tons per axle, number of axles, etc?
A5. The bridge is cleared for up to 55,ooo lbs equipment crossing.
Q6. Is the govt. willing to consider providing a campsite for our inspector during the on-site construction period? Our candidate inspector is an avid outdoorsman and would prefer to be on-site vs. commuting in from a nearby town.
A6. USDA La Wis Wis Campground in the Gifford Pinchot National Forest is an option for all Contractors.
It is a 13 minute drive to the project site if Contractors are looking for options. There will be no camping at the project site.
Q7. CLIN 0003 - Description of Work The heading for this CLIN item is identified as ¿Sanitary Utility Rehabilitation and Select Demolition of All Loops.¿ (Bold, underline mine)
Based on this description, the pricing for the CLIN will include the Sanitary Sewer Work, not only for Loops A,B,C,D (Base Scope), but also Loops E, F, G & H. This appears to be contrary to your intent for the segregation of work into groupings for the Base Bid Items verses the Option Items.
Please confirm this is your intent.
A7. Yes, this is sanitary utility work performed for a specific type of funding and cannot be segregated by loop.
Q8. CLIN 0003 ¿ Definition of Work The verbiage used to describe the Work included under CLIN 0003, reads: ¿replacement of sanitary sewer lines with primarily new locations, select removal of old sanitary lines, abandonment of sanitary sewer manholes, select abandonment of old sanitary sewer.¿
However, it then goes onto include the following verbiage as part of the Work: ¿removal of existing concrete weir and associated stream restoration, and erosion control of impacted areas and tree and vegetation protection.¿ (Bold font mine)
Please confirm this is your intent, as it appears to be outside the work normally associated with the rehabilitation of Sanitary Sewer systems. (To the degree portions of this work is to be included in the CLINs 6 to 11, please identify accordingly.)
A8. Yes, this is the contract line item selected to include the removal of the existing weir and the restoration of the stream. The removal of the weir which results in the need for stream restoration is associated with the removal of existing sanitary sewer line as shown on sheet 19-C110. The title of the CLIN describes the majority of the work not every single component.
Q9. CLIN 0004 ¿ Description of Work The heading for this CLIN item is defined as ¿Electrical Utility Rehabilitation.¿
Based on this description, the pricing for the CLIN will include all Electrical Utility Rehabilitation Work.
As such, it would include not only such electrical costs for Loops A,B,C,D (Base Scope), but also Loops E, F, G & H. This appears to be contrary to your intent for the segregation of work into groupings for the Base Bid Items verses the Option Items.
Please confirm your intent.
A9. Yes, this is electrical utility work performed for a specific type of funding and cannot be segregated by loop. This does not include building electrical work, which is found in the appropriate CLINs. The campground electrical utility system in Loops A, B, C, D was rehabilitated in a previous project, so there is no need to rehabilitate now.
Q10. CLIN 0004 ¿ Definition of Work The verbiage used to describe the Work included under CLIN 0004 identifies work that is almost exclusively pertaining to Loops E, G, and H as well as Comfort stations outside of the Base Bid Loops (A, B, C, & D).
Please confirm this was your intent, or redefine the elements of work intended for this work. (To the degree portions of this work is to be included in the CLINs 6 to 11, please identify accordingly.)
A10. Yes, this is electrical utility work performed for a specific type of funding and cannot be segregated by loop. The campground electrical utility system in Loops A, B, C, D was rehabilitated in a previous project, so there is no need to rehabilitate now.
Q11. CLIN 0005 - Description of Work The heading for this CLIN item is identified as ¿Tree Removal.¿
Based on this description, the pricing for the CLIN will include the Tree Removal Work, not only for Loops A,B,C & D (Base Scope), but also Loops E, F, G & H. This appears to be contrary to your intent for the segregation of work into groupings for the Base Bid Items verses the Option Items.
Please confirm this is your intent.
A11. Yes, this is all trees called for removal as described in this scope of work per 01-GL1.7 summary.
Q12. CLIN 0005 ¿ Definition of Work The verbiage used to describe the Work included under CLIN 0005 does not differentiate the work from Loops A,B,C & D, and the work of Loops E, F, G & H.
Please confirm this was your intent, or redefine the elements of work intended for this work. (To the degree portions of this work is to be included in the CLINs 6 to 11, please identify accordingly.)
A12. Yes, this is all trees called for removal as described in this scope of work per 01-GL1.7 summary.
Q13. Excavation of Existing Soil Under Amendment 1, we were notified that no Geotechnical Report was available to identify the existing substrate of the on-site soils. Absent any other information with which to estimate from, assumptions will need to be made about the subsurface conditions.
Is the Contractor to assume that the existing soils can be excavated using conventional equipment, and will not require pneumatic breakers or other specialty equipment to excavate rock laden conditions?
Please confirm if this is your intent or clarify what type of soils materials will be present.
A13. The intent was that existing soils can be excavated using conventional equipment and will not require pneumatic breakers or other specialty equipment to excavate rock laden conditions. With the absence of a geotechnical report, the USDA Web Soil Survey website could be used to determine what soils materials may be present.
Q14. In Amendment 1 there was a question:
Q7. The Site Plans (Sheets 21-C20 through 21-C29) show trench restoration at 36 inches wide, it is not possible to install sewer at the proposed depths in a 36-inch-wide trench. Please confirm it is acceptable to have trench widths up to 7¿ wide or wider without the need for full width roadway repair.
A7. Use of trench boxes should be expected to keep trench widths to a minimum. Trench widths 7' or wider in roadways will require full width roadway repair.
Will updated drawings be provided to show the locations where full width paving will be required?
A14. Per the previous answer, use of trench boxes should be expected to keep trench widths to a minimum.
If the contractor¿s means and methods results in a 7¿ wide or wider trench, then full width roadway repair will be required.
Q15. On Drawing 10-L12.2 you show we are repaving the walking paths from the Amphitheater in both directions, Drawing 10-L12.5 shows the path layout to Loop E, the drawings do not show the other pathway leading to Loop D.
Can you provide drawing showing the layout of the pathway from Amphitheater to Loop D for Asphalt Paving?
A15. The pathway from the amphitheater leading to loop D is shown in LD 4.3 - LD4.5 sheets.
Q16. Construction Duration Under Amendment 2, the Contractor is provided 365 calendar days in which to provide substantial completion for the project. Almost all of the Work is scheduled to be performed during the seasonal shut down of the campsite from the Spring to the Fall of 2025. However, to not disturb the nesting season of the spotted owl, work must also be performed during the Late Fall of 2024 to avoid disturbing the Spotted Owl nesting season. Depending on the award date, we request an incremental increase to the current 365 day duration in order to allow for the award of work and removal of these tree during this year¿s season, as well as still maintaining the substantial completion of the project in the late fall of 2025.
Please advise us if an added incremental amount of time can be added for this tree removal work to be accomplished. (Possibly 90 days?)
A16. Per Spec Section 01 11 00 1.3.E.1, ¿Trees may be felled in the fall after the nesting season ends (September 30th)¿¿ through the seasonal shut down Winter of 2024 and completed before March 15,2025.
The Contracting Officer could extend the PoP, to accommodate tree felling, if in fact this was required.
For informational purposes: 01 11 00 I.3.E states that tree work can take place inside Mar 15-Sept 30, but it would require surveys to be conducted to confirm no listed species are present and no active nesting is occurring in trees proposed for removal.
Q17. Will you please provide the size and detail for installation for the air/vacuum valve called for on plan sheet 20-C25?
A17. The air/vacuum valve will be 2¿ per the detail added to 20-GC10. See B09_AMD 6 Attach (3)
MORA_20-GC10.
Q18. Concrete Drive Time
The closest concrete plant to the site is located approximately 65 to 70 minutes travel time. This would require waivers for the 90 minutes time and barrel revolutions. Typically, Recover would be used as set stabilizer for these long-haul loads of concrete.
Please advise if this will be acceptable.
A18. For structural concrete, the addition of stabilizer to the concrete is structurally acceptable as long as the requirements laid out in the Structural General Notes and specifications are achieved. For civil concrete, the addition of stabilizer to the concrete is acceptable as long as the requirements in 32 13 20 Site Concrete are achieved.
Q19. Will you please clarify if the 1¿ water service lines that go to CS-307, CS-308 and CS-310 are part of Bid Option E: Water Utility Rehab on Loops E, G, and H, or are they part of Bid Option A: Rehabilitation of Comfort Stations at Loops E, F, G and H?
A19. The 1¿ service lines that go to CS-307, CS-308 and CS-310 , as shown on sheets 20-C21, 20-C22, and 20-C25, are part of Bid Option E: Water Utility Rehab on Loops E, G, and H.
