SCOPE OF WORK - OVERALL
• This project will rehabilitate & stabilize an approximately 0.9 mile stretch of towpath along the Potomac River
• See Contract for Detailed SOW – Section 01 27 00 of the Specifications provides Definition of Contract Line Items.
• Summary
• Base Bid addresses Station 04+00 to 28+00
• Bid Option A = Station 0+00 to 4+00
• Bid Option B = Station 28+00 to 38+50
• Bid Option C = Station 38+50 to 51+75
• Bid Option D = Widen Towpath Trail to 8’
• The work generally includes:

PROJECT OVERVIEW
THE STORY OF THE PARK
Project Location: Approximately 12 river miles south of Williamsport, MD;
C&O Canal National Historical Park, Williamsport, MD – Milepost 88.1 to 89
• C&O Canal National Historic Park extends from, approximately, Georgetown in Washington D.C., to
Cumberland, MD, approximately 184.5 miles.
• The C&O Canal was constructed as America’s first nationally-funded infrastructure project between
1828 and 1850. This section of the towpath, between McMahon’s Mill to Lock 42, was constructed from
1836-1839.
• This project is located upstream of Dam #4, which creates a “slackwater”, where boats traveled in the
Potomac River instead of in the canal prism.
• Of note is that the dam (and water level) was raised after the hydroelectric plant was installed in 1906, increasing the frequency of inundation of the towpath.
• The canal operated as an industrial entity for nearly a century before it was irreparably damaged in the floor of 1924 and effectively replaced by railroads as a means of transporting coal and other commodities.
• No original construction plans are on hand for this section. There are various repairs that have been done (with limited records available) from the 1970s to the present.
• This project is just upstream from the recently completed Big Slackwater towpath restoration project
(CHOH 149742) which rehabilitated a 1.5 mile long portion of the historic stone wall and towpath downstream from McMahon’s Mill approximately 10 years ago.

Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

• Portions of the existing towpath are very narrow; therefore, construction will likely need to be performed from two ends and from in the river.
• The McMahon’ s Mill location is available for staging as shown in the plans.
• Weight Limits for Culverts, Bridges, and Existing Walls are not determined. Contractor shall protect existing historic structures. Contractor shall perform pre and post inspections, any damage to the structures caused by the contractor will be repaired at no additional expense to the government.
• The Potomac River water surface elevations vary, high water above the elevations surveyed and shown in the plans should be expected and incorporated into site planning/activities. Flood plan is required to be submitted per specifications. See USGS and NOAA Advanced Hydrologic Prediction Service for nearby gauges & data https://water.weather.gov/ahps2/index.php?wfo=lwx .
• Northern long-eared bat; restriction for clearing trees greater than 4-inches in diameter at breast height prohibited through pup-rearing season June 1 through July 31.
• The Maryland Dept. of Environment restricts in stream work due to fish spawning March 1 – June 15 o The contractor may request an in-stream work waiver of this restriction from MDE
• There are historic remnants that must be protected and preserved, such as rope burns in stone cliffs
• The towpath within the immediate work area will be closed to the public during construction. Contractor is responsible for submitting a detour plan, installing and maintaining detour route including signage, temporary barriers, and temporary trails.
• Hauling material to the site will be along narrow two lane roads shared with others.
• Limited space at McMahon’s Mill will require close coordination of deliveries, vehicles, storage, etc.
• No public water service is available.
• Availability of electrical and telephone services should be confirmed by contractor.

SECTION M – EVALUATION FACTORS FOR AWARD
A. BASIS FOR AWARD: Following is a brief summary of key points in SECTION M of the Solicitation.
Refer to the Solicitation for complete information.
1. The Government will conduct a source selection using the Best Value Continuum Tradeoff Process defined at FAR
Part 15.1. The Contracting Officer (CO) will obligate and award a contract to the offeror who submits a proposal the
Source Selection Authority (SSA) determines conforms to solicitation requirements; is fair and reasonable; and provides the best value to the government considering all evaluation factors combined as detailed below. For this acquisition, the CO is the SSA.
2. The Government may accept other than the lowest priced proposal when the perceived benefits of a higher priced proposal merit the price differential.
3. Additionally, pursuant to FAR 52.215-1(f), Contract Award, contained herein:
• The Government may reject any or all proposals if such action is in the Government’s interest.
• The Government may waive informalities and minor irregularities in proposals received.
• The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the CO later determines them to be necessary.
