About this file
This document contains questions and answers regarding the federal solicitation for reconstructing and stabilizing historic stone walls and towpaths at McMahons Mill to Lock 42. The work includes reconstructing dry-laid and mortared stone walls, with options to extend the work. The National Park Service is the contracting agency. The bid due date was extended by two weeks to August 24, 2020. Additional details were provided for pricing optional line items, including quantities. The document clarifies that stone will be measured in place, weather limitations apply to stonework, and one mortar analysis is required per day of work. It also confirms that drawings need to show elevations and cross-sections, stones will be reset to match historic patterns but not exact locations, and past performance questionnaires can be resubmitted from other projects. Cofferdams are not required by the government.

CHOH 151201 QUESTION ANSWER
1 Can the due date be extended 1 ‐ 2 weeks? Extended to 2:00 PM MDT August 24, 2020.
Addendum #1 provided a breakdown with unit price items for the base bid lump sum item. This is critical information for pricing the base bid because it will be very difficult to quantify the scope of work until the work commences. The same issues with quantifying the work will be true for Options “A – D” please provide unit price items for these options so contractors can all be bidding on the same scope of work.
See revised bid schedule. Additional detail has been provided for Options A & B.
Please confirm that the proposal evaluation is based on pricing for the base bid and all bid options. Accordingly, if optional bid items are assessed in the overall evaluation, then please provide quantities for the bid options so all proposals can be evaluated on an equal basis. Errant quantities in optional bid items could make a contractor an artificially low bidder, that would only become apparent through the course of construction.
See Section "M" of the Solicitation.
Even with unit pricing items that were provided with addendum #1 for the base bid, coordinating potentially multiple site visits to quantify work for Optional Bid Items and analyzing the variable field conditions for the entire project will be a time consuming process. We respectfully request a three week extension to the current bid date.
Extended to 2:00 PM MDT August 24, 2020.
Will NPS provide quantities for CLIN’s 18,19,19, 20 and 21. We cannot price these items without quantities.
See revised bid schedule. Additional detail has been provided for Options A & B.
2.Contract Line Item No. 13‐Repair exis ng Dry‐Laid Stone Walls states to be paid by CF. Not clear how this item is going to be measured. Will it be the volume of each small piece of stone installed? We believe that a better description of this item would be SF of face of wall repaired. Based on reviewing entire face of wall, quantity seems low.
Stone will be measured in place, within the limits of the structure shown on the plans.
Contract Line Item No. 17‐Repair existing Mortared Stone Walls states to be paid by SF. However, pricing sheet states to be paid by CF. Please confirm that this line item is to be paid by SF.
Payment will be by CF.
Please provide source of stone(quarry) for the last project that was done adjacent to this one.
The previous rubble stone used was sourced from Williamson Stone (limestone) from the Williamson Quarry, Greencastle, Pennsylvania. Other possible sources for projects that used similar stone was sourced from Greystone Quarry, Inc. in New York.
These sources are provided for informational purposes only; the Government is not directing the contractor to any particular source and there is no brand name or sole source justification for this material.
9 Will there be water source at McMahon’s Mill?
No potable water is available at McMahon's Mill.
Previously, potable water was trucked in by the contractor and other water (for tasks such as cleaning, dust control, etc.) has been sourced from Downey Branch or the Potomac River so long as it meets the technical requirements for its intended use and is within parameters established by MDE (see Water Appropriation and Use Permit thresholds available online).
Please confirm that there will be no weather limitations for setting dry lay stone walls.
Weather limitations for setting dry laid stone walls are found in paragraph 1.7 of Section 04 43 00. Sub‐ paragraph "A" indicates that : "Do not use frozen materials or materials mixed or coated with ice or frost. Do not build on frozen substrates. Remove and replace stone masonry damaged by frost or freezing conditions. Comply with cold‐weather construction requirements contained in ACI 530.1/ASCE6/TMS 602".
Please verify if there will be a requirement for a mortar analysis on existing mortar. If so, how many?
Mortar Analysis is addressed in paragraph 3.7.D of Section 04 43 00, therein it indicates that: "Prepare one set of mortar cubes for compression testing in accordance with ASTM C270 for each day's work.
Complete compression test and provide reports with test results to Contracting Officer."
8.Please confirm that extent of shop drawings required per 044300.3.2.C will be limited to plan view of wall showing construction type at each location. No elevation and/cross section required. Cross sections cannot be developed until after wall is removed.
The intent of the shop drawings is to capture the existing condition and establish the proposed repair schemes. To do this thoroughly elevation profiles and some cross‐sections will be necessary to convey this information. Detail 1/S1.1 requires existing height and width of wall to remain to be submitted as dimensions to the CO for approval prior to the start of wall reconstruction work, paragraph 1.4.A of Section 044300 in the specifications further details the contents of the shop drawings for the proposed wall treatment ‐ which includes the top of existing wall elevation, bottom of existing wall elevation, condition of existing wall and type of damage present, extents of mortared and dry laid masonry walls, and location of trees.
Please confirm that the intent is to reset stones to match historical/existing pattern, NOT stone by stone on its original location.
The intent is to match the historic character of the existing intact sections of wall. Per paragraph 1.5.C of Section 04 43 00 of the Specifications ‐ mockups will be used to establish the acceptable range of color, range, textures, blending of stone, quality of workmanship, and overall consistency of matching pre‐demolition appearance (or approved sample panel).
This question was answered in the affirmative at the pre‐bid conference, but please confirm that contractors ARE permitted to submit Past Performance Questionnaires that have been previously completed and submitted for other projects. For example, the attached was submitted for another solicitation back in March. Is this sufficient to submit with our proposal?
Yes.
15 Are cofferdams required to perform the work?
As seen in the drawings, the government is not requiring the use of cofferdams. The contractor's means & methods are his own responsibility to execute.
File details come from the government source that posted it. Updated .
