SECTION 01 11 00 - SUMMARY OF WORK
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Work covered by the Contract Documents.
2. Work phases.
3. Contractor use of premises.
4. Public use of site.
5. Work Restrictions.
6. Special Construction Requirements.
7. Soils Investigation Report.
8. Additional Reports.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Chesapeake and Ohio Canal Historical Park, Big Slackwater - McMahon’s Mill to Lock 42, Williamsport, Maryland.
B. The Work consists of the following:
1. The Work includes the reconstruction and stabilization of the towpath supporting walls, realignment and resurfacing of the towpath, removal of vegetation, and compliance with all permit requirements.
C. Project will be constructed under a single prime contract.
1.3 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of the site for construction operations during the construction period as indicated on the Drawings by the Contract limits.
B. Storage of Materials: Confine storage of materials to areas indicated on the Documents.
C. Preservation of Natural Features and Protection of a Cultural Resource:
1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
2. Provide temporary barriers to protect existing trees and plants and root zones.
3. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.
4. Do not fasten ropes, cables, or guys to existing trees.

5. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.
6. Restore cultural resource adhering to guidance as per the Secretary of the Interior's Standards for the treatment of Historic Properties.
D. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.
E. Construction Camp: Establishment of a camp within the park will not be permitted.
F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
G. The primary access to the site will be at the south end of the Project at McMahon’s Mill;
however, access at the north end will also be allowed.
1.4 PUBLIC USE OF SITE
A. The towpath will be closed to the public during construction. Provide restrictive signage at the towpath at the both ends of the Project.
B. Contractor shall maintain visitor access to downstream towpath and provide detour route and signage in accordance with section “Work Restrictions” 1.6.K.
C. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public. Parking area and road closures will be permitted, when required, upon specific approval of Contracting Officer. The Contractor must make provision for traffic control – flagmen, signage, etc. – at public roads.
1.5 CONDUCT OF OPERATIONS
A. At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
B. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the Contracting Officer. Contactor shall submit requests a minimum of 48 hours in advance of the work to the Contracting Officer for approval.

C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.
1.6 WORK RESTRICTIONS
A. On-Site Work Hours: Work shall be generally performed during normal business working hours of 7 a.m. to 7 p.m., Monday through Friday, daylight permitting, except when otherwise indicated.
B. Existing Utilities
1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
1. Notify Contracting Officer not less than two days in advance of proposed utility interruptions.
2. Do not proceed with utility interruptions without Contracting Officer’s written permission.
D. Portions of the existing towpath are very narrow; therefore, construction will have to be performed from two ends and from barges located in the river.
E. Constricted space at McMahon's Mill will require close coordination of deliveries, vehicles, storage, etc.; limited storage space. Turning radius limitations at staging area. See Sheet G5 for additional staging area information.
F. Any water vessels used for construction (i.e., barge) shall be decontaminated prior to use in the Potomac River so they are free of any vegetation, animals, mud, and any other organic material that is not native to the river.
G. If previously unknown archeological resources are discovered during construction, all work in the immediate vicinity (600 feet) of the discovery shall be halted until the resources are identified and documented and an appropriate mitigation strategy developed, if necessary, in accordance with pertinent laws and regulations, including the stipulations of the 2008 Programmatic Agreement Among the National Park Service (U.S. Department of the Interior), the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers.
H. To minimize potential impacts on northern long-eared bat habitat, removal of trees greater than 4-inches in diameter at breast height (OBH) will be prohibited from June 1 to July 31.

I. Due to proximity of the site to the river, an environmentally friendly hydraulic oil/fluids shall be used in heavy machinery. Contractor shall submit the proposed product for NPS review/approval prior to beginning construction.
J. Contractor is to provide temporary bridge reinforcement and protection for existing stream and culvert crossings throughout all phases of construction. Contractor shall prepare and submit a temporary bridge reinforcement and protection plan for NPS review/approval prior to beginning construction. Load ratings are unknown. Take extra care not to damage the existing bridges, existing stone headwalls or culverts. Repair the damaged areas/features at no additional time or cost to the government.
K. Contractor shall prepare and submit a detour plan for NPS review/approval prior to beginning construction. Contractor will be responsible for installing and maintaining required detour route including signage, temporary barriers, and temporary trails.
L. Contractor shall prepare and submit a staging plan for NPS review/approval prior to beginning construction. Contractor will be responsible for installing and maintaining required including signage, contractor access, temporary barriers and gates, temporary site improvements, security fencing related to staging areas and contractor access.
M. If required to obtain proper placement of material, the Contractor has the option of using either mooring piles, anchors, spud barges, or other suitable methods approved by the Contracting Officer. Contractor shall prepare and submit Mooring Facility Plan for review/approval prior to beginning construction.
N. Construction employees will be instructed on the sensitivity of the general environment, and their activity will be monitored by NPS.
O. Best management practices shall be followed to avoid exposure of the terrestrial and aquatic environment to risks, such as fuel spills. Contractor shall prepare and submit a Spill Prevention Plan meeting all State of Maryland requirements for NPS review/approval prior to beginning construction.
1.7 SPECIAL CONSTRUCTION REQUIREMENTS
A. Project Website: A project website administered by the NPS will be used for purposes of managing communication and documents during the construction stage.
1. See Section 01 31 00 “Project Management and Coordination” for requirements on using the Project Website.
B. It is expected that high water will interrupt work several times throughout the contract term.
Contractor must provide a written contingency plan for such events prior to the start of the Work. The Contractor’s plan shall include employee and visitor safety, protection of Work, protection of the environment, and protection of equipment.
C. Preservation of Protected Species:
1. Coordinate with the NPS regarding protected species:

a. To minimize potential impacts on northern long-eared bat habitat, removal of trees greater than 4-inches DBH is prohibited from June 1 to July 31. Contractor shall coordinate with NPS and USFWS to minimize impacts to bats when possible.
2. Waterways Special Conditions
a. To protect aquatic species, MDE prohibits in-stream work during certain times of the year as determined by the classification of the stream. This section of the Potomac River is classified as a Use I Waters. MDE prohibits in-stream work within Use I Waters during the period March 1 through June 15, inclusive, during any year unless MDE issues a waiver. The NPS has submitted an instream waiver and submitted to MD-DNR and MDE. Coordination with these entities indicates that the waiver will very likely be granted. For bidding purposes, the contractor should assume that MDE will be issuing a waiver. If the waiver is not issued, then any impacts to the contract will be addressed under 52.243-4 CHANGES.
b. Contractor shall be expected to minimize instream impacts and abide by any and all state and federal permit conditions regarding instream work and the protection of water quality. The contractor will coordinate with NPS and MD-DNR to minimize in-stream impacts to waterways when possible and any other special conditions.
1.8 SOILS INVESTIGATION REPORT
A. A soils investigation report entitled “Geotechnical Engineering Report”, dated May 12, 2017, along with an addendum dated April 24, 2020, has been prepared for the NPS by Schnabel Engineering.
B. A copy of the report and addendum are included with this package as Appendices.
C. If conflicts occur between the report and drawings or specifications, the drawings and specifications govern.
