RONALD BROWN MID-LIFE REFIT

The purpose of this Amendment is as follows:

1. Address questions received from vendors in response to the RFP:

Question 1

Question 1: Please see the attached marked-up Work Package for WP-27 and below email trail.

We sent this to the requested contact / OEM and they had comments/questions that they will need guidance/direction to properly quote this for us. Any information you can provide or clarify would be extremely helpful.

Attached is a doc with some red text where we had comments to add. Most are shipyard tasks that we either had to clarify or make a comment about. Other comments are to be edits to the document. We are ok if this gets passed back to OMAO for review (they may be expecting it, too).

One item in particular we feel they need to modify the yard package is 600.2 - the rubber foam used for acoustic insulation in the RX array casing. Back when this system was installed, this technique was a bit experimental by some customers and noise consultants and found its way onto this ship. Currently, we deliver as standard a baffle plate kit, which is bolted onto the casing. It’s molded high density foam, which is easier to maintain/replace over the long term. So, while they do say the rubber foam coating it needs to be removed we don’t recommend then re-applying it. A photo of these baffles laying on the back of the RX frame has been included in our edit to this doc attached.

There’s also a small but critical comment to never ever use pressure washers on transducers.. too many transducer modules have been punctured by a desire to blast the hull and not carefully clean the transducers. It is noted that in this case, these are the older transducer modules to be replaced, so in theory who cares.. but we just can’t recommend it.

Response 1: A revised Work Package, WP-27 Rev. 1, is provided to address the OEM questions. Additional References 15-19 are also provided.

Question 2

Response 3: WP 10 Ref. #14 – The document is included in this Amendment. WP 11 Ref. Ref.

#3 – Ref. #3 does not exist. A revised WP 11 Rev. 1 is provided for clarification.

Question 4

Question 4: Please provide the following needed information:

WP 01 – 400.6 Pilot House Console- Provide photos of existing console.

WP 01 – 500.6 Propulsion Motor Room Air Conditioning – Provide information for new Fan

Coil Units – i.e. Make, Model, HP, CFM, etc.

WP 10 – Provide Ref. #5 – We show the folder but there aren’t any drawings when opened.

WP 33 – 000.2 Bid Requirements – 000.2.1 Costs – Line 2 – Prove number of anticipated Joiner

Panel Replacements

Response 4:

WP 01 – 400.6, The ship will be available for pictures during the ship check.

WP 01 – 500.6 The Contractor shall provide the new FCUs in accordance with 500.6.

Engineering efforts necessary to provide suitable equipment should be included in the

Contractor’s bid.

WP 10 – Provide Ref. #5, Drawing RB-528-6932929 is provided.

WP 33 – 000.2 Bid Requirements – 000.2.1 Costs – Line 2, The number of anticipated joiner panel replacements is not known. The contractor is to provide a lot work cost with lot pricing per joiner panel replacement (each).

Question 5

Question 5: Could you provide an estimated ship arrival date? I understand contract award will be in April/May 2022 timeframe. Can we assume the vessel will be transiting from the West

Coast to the contract awardee’s location? Will the vessel be available to start this transit upon contract award?

Response 5: The location of the vessel at the time of award is not known at this time. It is anticipated that the vessel will not physically enter into the shipyard's facility until long lead materials and detailed design work is accomplished after award. The contractor shall include this in their proposed schedule.

Question 6

Question 6:

Per WP-33, Please advise your customer that “Elastoflake” specified in 600.2.1 and “Terrazzo-

M” specified in 600.2.2 are commonly used onboard ship and carry a Mil Spec, they do not have an IMO certification. Should we continue with the bid using these products?

WP-07B section 300.1 says: “The Contractor shall remove and dispose of all existing reheaters

(Refer to Section 000). Reference 8 contains a list and location of reheaters installed during construction. An additional reheater was installed to serve the added AutoSal Room (Space 1-69-

2). Note: not all reheaters included in Reference 8 are applicable to the R/V Ronald H. Brown.”

Please provide information on added reheater in space 1-69-2 and also which reheaters in the provided list and are to be replaced are on the R/V Ronald H. Brown.

Also ask to confirm that the “reheaters” refered to in this section of this WP is what they are calling “Duct Heaters” on the heater list DWG 6932964.

WP-38 Section 500.2.8 : Provide Fire Station sizes and type of material.

Response 6:

WP-33, “Elastoflake” and “Terrazzo-M” are to used in the bid as per the Work Package.

WP-07B, Section 300.1, The reheaters shown in Reference 8, Drawing 6932964 does indicate which reheaters are installed on the NOAA Ship BROWN. Refer to the column in the heater list labeled as "Applicable Hull". The "NOAA" hull is referring to the NOAA Ship Ronald H.

Brown. The "reheaters" in this section are in fact the "Duct Heaters" on the heater list in drawing

6932964. The added “reheater” in space 1-69-2 was discovered to be a fan coil unit, not a reheater. This fan coil unit will be retained. A revised WP-07B Rev. 1 is provided for clarification.

WP-38 Section 500.2.8, The fire station equipment that is to be provided is stated in Table 500.2-

1 “FIRE STATION EQUIPMENT”. The new fire station enclosures sizing shall be similar to the existing enclosures and will be available for inspection during the ship check.

Question 7

Question 7: What format should the Bid Guarantee be in? Who should the obligee be? What should the bond duration be?

Response 7: Please refer to FAR 52.228-1 Bid Guarantee, for the Bid Guarantee format. The

Obligee should be the “National Oceanic and Atmospheric Administration/Office of Marine and

Aviation Operations”. The bond duration should be for the entire Period of Performance.

Question 8

Question 8: Reading through the general requirements, I noticed a section where you may have a 3D model of the refit work. Is it possible we can get a copy of this to assist with estimating?

Response 8: The 3D modeling was ultimately not pursued by NOAA. A revised WP-00 (Rev.

2) was posted in Amendment 003 which removed this language.
