The purpose of this Amendment is as follows:
1. Provide RFP Revision 1. Changes made in Revision 1 include:
a. Extend to Solicitation Closing date/time to Friday, August 20, 2021 at 12:00 PM
Eastern (Pages 2, 3, and 66)
b. Add a second ship check scheduled for August 3-6, 2021 in San Diego, CA (Page 65)
c. Reduce the Payment Bond and Performance Bond requirements from 100% to 20%
(Page 16)
d. Add language to L.4 FAR 52.212-1 INSTRUCTIONS TO OFFERORS-
COMMERCIAL ITEMS (JUN 2020) pertaining to email quarantine precautions as described in Amendment 0001 (Page 66)
2. Provide the following information: If any vendor has difficultly accessing the Reference files in the Google Drive linked in the Beta.SAM solicitation posting, please contact Andrew

3. Address questions received from vendors in response to the RFP:
Question 1
This inquiry is in regard to RFP clause H.26 FAR 52.228-16 PERFORMANCE AND
PAYMENT BONDS-OTHER THAN CONSTRUCTION (NOV 2006):
(a) Definitions. As used in this clause-
"Original contract price" means the award price of the contract or, for requirements contracts, the price payable for the estimated quantity; or, for indefinite-quantity contracts, the price payable for the specified minimum quantity. Original contract price does not include the price of any options, except those options exercised at the time of contract award.
(b) The Contractor shall furnish a performance bond (Standard Form 1418) for the protection of the Government in an amount equal to 100 percent of the original contract price and a payment bond (Standard Form 1416) in an amount equal to 100 percent of the original contract price.
Question 1a: Would the ADDITIONAL ITEMS – GROWTH be considered Options and be excluded from the Original Contract Price?

Response 1a: No, the bond value is based on the total quoted price (Base Items, Growth and
Options Items).
Question 1b: Are the Performance & Payment Bonds considered as one 100% Original
Contract Price? Original Contract Price Twice?
Response 1b: Performance Bonds and Payment Bonds are two separate bonds.
Question 1c: Due to the magnitude of the Mid-Life Refit 100% Bonding will have an adverse impact on the bid pricing for this project. Will NOAA consider either eliminating the
Bond requirement or perhaps lower the Bond percentage of the Original Contract Price to
20% or below?
Response 1c: Yes, the Payment Bond and Performance Bond value requirement has been lowered to 20% of the total quoted price for both.
Question 2
Question 2: There is one file that is password protected “NEED PW-fe800_installation-manual”.
Response 2: A password was not encountered on this file. Please contact Andrew Northcutt at andrew.northcutt@noaa.gov or 757-441-6457 if there are issue accessing particular files.
Alternative means to transmit files will be provided.
Question 3
Question 3: In the Referenced Drawing Download, we have files that don’t have drawings in them. Specifically: NAVSEA 6932948 Rev B
Response 3: The subject Reference file has been verified to contain the drawing files.
Question 4
Question 4: Is there a method to prompt bidders when NOAA makes an update to their bid folders? For example, DropBox would let the estimators know when there was an update.
Response 4: Any changes or updates will be identified in an Amendment. Specific file names/locations will be provided in the Amendment if applicable.

Question 5: Will NOAA specify Place of Performance? Will there be interport differentials applied to location other than the planned Place of Performance?
Response 5: The Place of Performance will be at the contractor’s drydock facility.
Foreseeable costs and/or interport differentials are not applicable to this solicitation.
Question 6
Question 6: Is a NAVSEA Certified Dry-Dock required to Dock NOAA Ship Ronald H.
Brown? Reference - WP-26 – Reference 24. Standard – Safety Certification Program for
Dry-Docking Facilities and Shipbuilding Ways for U.S. Navy Ships, US Department of
Defense (DoD), MIL-STD 1625C(SH)
Response 6: No, a NAVSEA Certified drydock is not required. The requirements for the drydock are included in WP 026, paragraph 000.2.2.
Question 7
Question 7: Please provide clarification for WP-06 POTABLE WATER SYSTEM
MODIFICATIONS in reference to the two new 4,800 GPD RO Units. Do you have a spec as to what is expected to come with the machines, i.e. media tank, remin filter, auto fresh flush, chlorination system, etc.?
Response 7: The requirements for the two new 4800 GPD RO units are all shown in the proposed package (Ref 12 in WP) from Lifestream.
Question 8
Question 8: Please provide Detail 17-D called out in Item 100.4 Bilge Well Renewals, page
4 of Specifications. Reference 16 doesn’t have a Detail 17-D.
Response 8: A revised Work Package 025 Rev. 1 and additional References are provided.
Question 9
Question 9: Please provide clarification for WP-03 Z-Drive Overhaul in reference to the steering motor planetary reduction gear units, four (4) each per thruster, eight (8) total. The unit nameplate date is as follows: Mfr: Brevini Model: ED 2065/Z-18/M-7.5. The Tag information for each unit is requested. Do you have a spec as to what is expecting to come with the machines, i.e. media tank, remin filter, auto fresh flush, chlorination system, etc.?
Response 9: The Brevini steering motor planetary reduction gear units are proprietary units provided by Brevini to Wartsila. Contact Wartsila Defence directly for quote on these units.
The scope to be provided are just the planetary gear box assemblies.
Question 10
Question 10: What are the resilient mount requirements for the project?
Response 10: Review the resilient mount requirements in Section 2.16.6 of the General
Spec WP-00. That lays out the basic requirements for resilient mounts. The generators shall be supplied with the necessary resilient mounts (WP-01.300.2.2). When the contractor purchases the generator supply and exhaust fans, they should purchase them with the necessary resilient mounts (WP-01.500.5.2). The rest of the mounts will be selected by the contractor.
Question 11
Question 11: Will a copy of the 3d model be released to the bidder or winning shipyard?
Response 11: Due to schedule constraints in the design phase, a 3D model was not developed for WP-01 or WP-02. A 3D model will not be provided for WP-01 and WP-02.
Question 12
Question 12: Do both water makers get removed?
Response 12: Both evaporators in the forward starboard corner will be removed along with the R/O unit. A new evaporator will be installed in place of the two evaporators as part of
WP-01 (WP-01.500.7). A new R/O will be installed in place of the existing R/O unit as part of WP-06 (WP-06.500.2).
Question 13
Question 13: How much of the shore power connection is the contractor responsible for?
Response 13: The shore power circuit breakers and interlocks in the 480VAC ship service switchboard are within Contractor’s scope of supply through Siemens (WP-01.300.4). The
Contractor will be responsible for providing and installing the shore power connection enclosure (WP-01.300.27) and running and terminating the cable between the switchboard and the shore power connection enclosure. Also see Drawing 01-300-01, Electrical One-
Line Diagram.
