The purpose of this Amendment is as follows:
1. Provide RFP Revision 2. Changes made in Revision 2 include:
a. Extended the deadline to submit questions/inquiries regarding the RFP to Monday, August 9, 2021 at 12:00 PM Eastern (Pages 3 and 63)
2. Address questions received from vendors in response to the RFP:
Question 1
Question 1: The sea chest valve replacement drawing-RB-163-001 requires to install Remote
Valve Actuator (EIM Controls- Model No. 2000 M/T 5.50) is now unable to locate, (Obsolete).
Web Site – Permanently Closed, was acquired by Emerson, Emerson Corporate could not provide any information for the Remote Valve Actuator Model No. 2000 M/T 5.50.
Response 1: The updated model for this actuator is an Emerson/Bettis Model No. M2CP, or equal, with the following characteristics:
Pushbutton Controls (3 Pushbuttons - Open/Stop/Close)
Indication Lights (2 Lights – Red Open/Green Close)
Mechanical Dial Position Indicator
Declutchable Manual Override Padlockable in Manual or Motor Mode
Integral Controls Transformer
Capable of remote operation.
Integral Reversing Starter Mechanical & Electrical Interlock
Open/Close Adjustable Over-torque Switches
Jumper Selectable Torque or Position Seating
Enclosure Rating – NEMA 4,6,7
All external hardware is 316 Stainless Steel, except for spring cartridge cap and mounting base.
Handwheel shaft is stainless steel.
Question 2
Question 2: Please provide clarification for WP-35: Radar Renewals in reference to the
FAR2328 25Kw X-Band radar and a FAR2338S 30Kw S-Band Radar. Neither of these are part numbers with Furuno.
Was it the intent to renew the radar unit(s) with the following:
-FAR2228BB 25Kw X-Band ARPA Radar
-FAR2238SBB 30Kw S-Band ARPA Radar
Response 2: The radar equipment identification numbers provided in WP 035 are model numbers derived from Reference 4. The contractor is to utilize the provided model numbers to purchase the equipment. The OEM will be able to provide the appropriate current part numbers for ordering the equipment with this information.
Question 3
Question 3: Please provide clarification for WP-30 Tank Level Indication System
Modifications.
We would like to utilize Vega TLI’s that are a fit, form, function replacement for the renewal, please confirm this is authorized.
Are the existing TLI’s going through intrinsic barriers? If so, can they be re-used? If not, we will need to add them to our proposal.
In WP-30, 400.2 notes “All tank level indicators are to be protected by 0.1A fuses.” Are the fuses located at the Controller I/O Enclosure, or do we need to provide them in a tank top box?
Is there a drawing that depicts the ID of the pipe pictured:
Response 3:
1. The contractor may substitute a system that meets ABS and/or USCG rules and is compatible with the new Siemens Alarm, Monitoring System as an “Or Equal”. Please refer to WP-00 section 3.
2. It is the contractor’s responsibility to determine if an existing TLI is going through an intrinsic barrier or not. If existing extrinsic barriers are found to be in good condition, and will work with the new TLI system, they may be reutilized. If not, they should be modified/renewed.
3. The fuses can be located in the Controller I/O enclosure.
4. The sketch provided in the work package is for guidance purposes only to demonstrate how a typical installation may look. As such no details on sizing are provided.
5. A revised WP-30 is provided as well as an additional reference (Tech Man RB-437-001) to provide more information on the existing TLI system.
Question 4
Question 4: These drawings are listed on the master drawing list but we cannot find the actual drawing. Can you provide link or reference?

Question 5
Question 5: Will there be any additional opportunities to perform a ship check on Ronald
Brown?
Response 5: Amendment 0002 provided for an additional ship check during August 3-6, 2021.
Question 6
Question 6: Please provide clarification for WP-06: Potable Water System Modifications, we received the following feedback from Hubbell Heaters.
The MHX with ASME, stainless steel chambers (options B&F) changes the model designation to TXA. The TXA does not carry ABS Certification at this time.
MHX012-3T4 is not a valid model number. A MHX036-6T4-WYE will give you 12 kW at 480V in a 3-phase wye configuration instead of delta.
Please advise how you would like us to quote this.
Response 6:
The MHX with ASME, stainless steel chambers (options B&F) changes the model designation to TXA. The TXA does not carry ABS Certification at this time – There is no requirement for ABS certification for water heaters, only ASME certification for pressure vessels. The TXA model is acceptable.
MHX012-3T4 is not a valid model number. A MHX036-6T4-WYE will give you 12 kW at 480V in a 3-phase wye configuration instead of delta – The requirements will be satisfied as long as the units are tankless, stainless steel, and meet the required voltage and power output.
Question 7
Question 7: We did not receive References 1 through 18 “NOAAS Ronald H. Brown Midlife
Upgrades” in the drawing and technical package we received from NOAA. Please provide the references cited in the work packages.
Response 7: The requested drawings are provided.
Question 8
Question 8: Please advise regarding the cooling systems drawing: 01-532-01 Seawater Cooling
System Diagram sht 6 of 9
Drawing appears to show raw water into the generator engine then to the heater exchanger and overboard. Are the generator engines set up for raw water cooling?
The work package WP-01 Repower indicates that the generators are set up for keel cooling:
9. Keel cooled engine arrangement with remote mounted heat exchangers to suit the design of the evaporators.
10. Jacket water cooling system: 128 L (33.75 gal).
11. Separate circuit aftercooler system: 26.5 L (7 gal).
In addition I do not see in the dwg. 01-536-01 Freshwater cooling system diagram provisions for fresh water circuit to the engines. Also do not see provisions for separate circuit aftercooler system as noted in WP-01.
Response 8:
The sea water connections to the diesel generators shown on Sheet 6 of drawing 01-532-01 interface with the engine-driven sea water pump that supports remote heat exchanger cooling.
These engines interface with remote heat exchangers and such an arrangement is referred to as a
“keel-cooled” arrangement by the manufacturer.
The freshwater cooling connections to the Jacket Water and SCAC loops on the diesel generators are shown on drawing 01-517-01 Waste Heat Evaporator System. Waste heat from the diesel generators is utilized for potable water generation. On the Ron Brown, only generators #1 and
#2 are connected to an evaporator.
Question 9
Question 9: WP-00 Sect 2.4.2 Owner Provided Design Documents. “Through ship checks, scan data, and ship drawings a 3D model of the refit work has been generated.” Will the 3D Model referenced in WP-00 Section 2.4.2 be provided to offerors prior to award?
Response 9: The 3D modeling was ultimately not pursued by NOAA. A revised WP-00 is provided to remove this language.
Question 10
Question 10: WPs: 07A, 07B, 07C, 08A, 10, 11, 27, 37. We were unable to locate the following references on the Google Drive. Please provide these references:
