About this file
This document outlines a solicitation for a mid-life refit of the NOAA Ship Ronald H. Brown. The National Oceanic and Atmospheric Administration seeks a firm fixed price contract to upgrade many of the ship's systems, including repowering, bow thrusters, Z-drive, potable water, chilled water, sewage, science refrigeration, uncontaminated seawater, air handling units, heating/ventilation/air conditioning, tank level indicators, navigational equipment, radar renewals, overhead and security perimeter lighting, and exterior ballast and fuel tank vent renewals. Much of the ship's piping and identified steel will also be replaced. Interested parties must submit all inquiries by June 28, 2021 and proposals by August 6, 2021 to the identified contracting and contract specialist emails. The refit modification is to be competed using Federal Acquisition Regulation Parts 12 and 15.

1 Introduction The purpose of this procedure is to verify that the system installed is fully functional, and to serve as a record of the successful completion of the Harbour Acceptance Test (HAT).
The test shall verify that the system is ready for sea trials.

6 Interconnection/arrangement
The system shall be fully installed and tested before the HAT. No simulators or test arrangements shall be used.
• For SBP 27, the EM 122/302 preamplifier must be switched on
• For SBP 29 the EM 124/304 must be running
• Sensors providing the required inputs shall be available. This includes o attitude to the SBP transceiver unit, o navigation to the SBP operator unit, and o slope, range, and velocity information (the SRV datagram) from the EM operator unit1 to the SBP operator unit2
• Trig out from the EM must be connected to the SBP transceiver unit
• If K-Sync is part of the delivery, the wiring between K-Sync and the SBP transceiver unit must be completed, and K-Sync must be configured for synchronizing the SBP
1 If a shallow water EM echo sounder, e.g. EM 2040 or EM 712, is available on the ship, we recommend configuring this echo sounder to transmit SRV datagrams to the SBP. In shallow water this EM will provide more accurate information than the EM 122/124 or the EM 302/304.
2 Note that the model number of an EM providing SRV datagrams must be listed in the SRV shallow/deep water priority strings found under the NMEA readers. The string might look like this in the shallow water case: “EM2040>EM712>EM122” meaning SRV from the EM 2040 has priority over SRV from the EM 712, which in turn have priority over the SRV from an EM 122 in shallow water.

The system shall have been installed according to the Installation Manual. In the following table, fill in the installation parameters as entered on the Operator station. All coordinates are relative to the ships reference point. The X/Y/Z-axes are pointing forward/starboard/downward.

7 Test procedure
Switch on power to the Operator Station and to the Processing Unit. Perform all tests as described in the check list and fill in the results for each individual test.
3 For a 3/6/12 degree transmitter the number of Tx channels is 64/32/16, respectively.
4 For a 1/2/4 degree EM 122/124 receiver the MAXIMUM number of SBP Rx channels is 64/32/16, respectively. The actual number of SBP Rx channels available is limited by the number of SIHD8 boards installed in the TRU. See the SBP installation manual for details.
For a 1/2/4 degree EM 302/304 receiver the MAXIMUM number of RX channels is 32/16/8, respectively.
The actual number of SBP Rx channels available is limited by the number of SIHD8 boards installed in the TRU. See the SBP installation manual for details.
5 Note that there is no calibration procedure for roll and pitch for the SBP. The values found after the EM
SAT may be entered for roll offset and pitch offset.
