About this file
This is a solicitation evaluation criteria document for the State of Nebraska Department of Administrative Services, Materiel Division, State Purchasing Bureau, in partnership with the Nebraska Department of Environment and Energy (NDEE). The procurement seeks a qualified vendor to modernize NDEE's Integrated Information System (IIS) by converting approximately 400 legacy RPG programs across 17 menus into modern languages and GUI interfaces compatible with Zend Server. The project encompasses multiple operational areas including facility maintenance, environmental safety, professional licensing, permitting, and certification tracking. Key deliverables include a pre-project consultation, comprehensive system assessment, proof of concept, system testing, technical documentation, and full system conversion. A mandatory virtual solicitation conference was scheduled for June 17, 2025, with proposals due on July 29, 2025, at 2:00 PM Central Time. The initial contract term is two years with an option to renew for one additional year.
The evaluation process allocates a maximum of 100 points distributed across three mandatory categories: Corporate Overview (25 points), Technical Response (65 points), and Cost Proposal (10 points). Vendor demonstrations may be required, potentially adding 20 additional points for a total of 120 possible points. Cost points are awarded using a comparative formula, with the lowest-cost proposal receiving maximum cost points and other proposals receiving proportionally adjusted points based on the ratio of the lowest cost to their submitted cost. The solicitation requires mandatory submission of completed sections II through IV, a signed Contractual Agreement Form, and compliance with all mandatory requirements to advance in the evaluation process. No specific budget amount, set-aside designations, or incumbent information is provided in the evaluation criteria document. The existing system operates across 14 working libraries with a complex DB2 database structure that will remain unchanged during modernization, with funding subject to legislative appropriation.
