About this file
The document is an evaluation criteria file for Solicitation Number 121442 O5, issued by the State of Nebraska's Department of Administrative Services (DAS) and State Purchasing Bureau (SPB) for the modernization of the Nebraska Department of Environment and Energy's (NDEE) Integrated Information System (IIS). The procurement seeks a qualified vendor to convert approximately 400 legacy RPG programs across 17 menus into modern languages and GUI interfaces compatible with Zend Server, covering operational areas such as facility maintenance, environmental safety, professional licensing, permitting, and certification tracking. The solicitation was released on June 3, 2025, with a mandatory virtual conference on June 17, 2025, and proposal responses due by July 29, 2025, at 2:00 PM Central Time. The initial contract term is two years with an option for one additional year of renewal.
The evaluation criteria will assess proposals across three primary categories: Corporate Overview (25 points), Technical Response (65 points), and Cost Proposal (10 points), with a potential additional 20 points for vendor demonstrations. Cost points will be calculated using a formula based on the lowest submitted cost, with maximum points awarded to the lowest bidder. The existing system operates across 14 working libraries with a complex DB2 database structure that will remain unchanged during modernization. While no specific budget is explicitly stated, the procurement requires significant technical expertise in converting legacy systems to modern web-based platforms. The State reserves the right to reject any proposals, and funding is subject to legislative appropriation. The successful vendor will be responsible for maintaining functional parity, implementing enhanced security measures, improving system performance, and providing post-implementation support across diverse environmental and professional certification tracking domains.
