About this file
This document is an evaluation criteria file for Solicitation Number 121442 O5 issued by the Nebraska Department of Environmental Quality (NDEE) for an IIS Modernization project. The solicitation opens on July 29, 2025, at 2:00 PM Central Time, with proposals required to address mandatory requirements including Corporate Overview, Technical Response, and Cost Proposal. The evaluation will assess submissions across three primary categories: Corporate Overview (25 points), Technical Response (65 points), and Cost Proposal (10 points), with a potential additional 20 points for vendor demonstrations, bringing the total possible points to 120.
The cost proposal points will be calculated using a comparative formula that rewards the lowest submitted cost with maximum points, with other bidders receiving proportional points based on their pricing relative to the lowest cost. Proposals must be completed with signed Contractual Agreement Forms, either manually in ink or via DocuSign. Mandatory requirements must be met for proposals to progress to the full evaluation stage, and the scoring methodology emphasizes both technical capabilities and cost-effectiveness in selecting the most competitive bid for the IIS Modernization project.
