About this file
Attachment A is a detailed document from the Nebraska Department of Environment and Energy (NDEE) describing the Integrated Information System (IIS) Modernization project. The project involves converting approximately 400 programs across 17 menus, encompassing diverse operational areas such as facility maintenance, environmental safety, professional licensing, permitting, and certification tracking. The modernization effort will transform legacy RPG ILE and RPG Free Format display screens and programs into modern languages and GUI interfaces compatible with Zend Server. The solicitation was released on June 3, 2025, with a mandatory virtual solicitation conference scheduled for June 17, 2025, and proposal responses due by July 29, 2025 at 2:00 PM Central Time. The initial contract term will be two years with an option to renew for one additional year.
The existing system operates across 14 working libraries with a complex DB2 database structure that will remain unchanged during the modernization process. The project requires preserving existing business logic while updating the technological infrastructure, focusing on maintaining comprehensive tracking capabilities for facilities, businesses, permits, events, fees, and credentialing programs. The evaluation will assess proposals across three primary categories: Corporate Overview (25 points), Technical Response (65 points), and Cost Proposal (10 points), with a potential additional 20 points for vendor demonstrations. While a specific budget is not explicitly stated, the procurement involves a significant system modernization that will require technical expertise in converting legacy systems to modern web-based platforms. The State reserves the right to reject any or all proposals, and funding is subject to legislative appropriation.

Attachment A DWEE IIS Modernization
The DWEE Integrated Information System (IIS) is an internally developed application that provides consistent facility and non-facility level information across all agency programs. For facilities, it provides a single source of descriptive and location information about each facility. This is shared across all programs/sections of the agency. It incorporates locational information for facilities and businesses in order to integrate program data with the agency GIS. It is used to provide information for individuals within our agency credentialing programs, tracking applications, exams and continuing education. For both facility and non-facility items, additional data tracking may include related permits, events, fees paid and document indexing.
The modernization project consists of 17 menus and approximately 400 programs. Attachment B shows the relationship between each Menu Program, Sub-file program and corresponding displays.
Below is a list of each menu with the number of items on each menu that will need to be converted:

There are 14 working libraries that source and datafiles reside in.
Once you select one of the options above, there could be one to many programs made accessible from that select. All programs and screens behind each of those options need to be converted. Many programs can be accessed from multiple programs throughout all the menu options and/or program options.
A more detailed list of programs and how they interact with other programs is included in Attachment B – DWEE IIS Modernization Overview.xlsx.
A large percentage of the programs behind all of these options are Subfile programs. Within each program there are specific options and function key options available, so ALL programs and screens for both will also need to be converted. Function keys may be converted to a “button” format.
“F4=Prompt” can be available from one-to-many times on any given screen. Some “Prompt Lists” are reused within various programs. Any “Prompt” can be converted into a dropdown list if possible. These programs are not defined in Attachment B due to the exact program not needing to be converted. They are listed as indication as to which programs call the “Prompt” lists.
Due to having other programs, service programs and/or stored procedures that are not a part of this modernization project, but reference our current DB2 database files, we will not be converting the DB2 database.
