About this file

This specification document outlines construction facilities and temporary controls requirements for the 124 Easton Road Demolition project (25-01189.01) in Pennsylvania, administered by Montgomery Township. The specification establishes contractor responsibilities for temporary barriers, enclosures, fencing, water control, dust control, access roads, parking facilities, and progress cleaning throughout the demolition of the Shelby Apartments building and associated structures. Key contractor obligations include providing 6-foot-high fencing around the construction site with locked vehicular gates, maintaining temporary electricity and lighting for construction operations, implementing water control measures to maintain excavations free of standing water, and protecting existing facilities and adjacent properties from damage. The contractor must also establish access roads utilizing existing site paths, provide adequate on-site parking, maintain access to remaining Montgomery Township Public Works buildings, and perform continuous progress cleaning to remove debris and waste materials from the site.

The specification requires the contractor to bear all costs associated with temporary utilities, lighting, water control equipment, and site maintenance at no additional cost to the owner. Dust control measures must be implemented using methods such as water sprinkling or alternative owner-approved techniques to minimize airborne dust dispersal, with the Resident Project Representative authorized to require enhanced dust control measures at no additional expense. Prior to final payment, the contractor must remove all temporary utilities, equipment, facilities, and materials, restore the site to specified grading conditions, and repair any damage resulting from temporary work installations. Environmental remediation within the building and site restoration to match existing grading with stabilization are included as components of the overall project scope.
